R. 4984</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210806">August 6, 2021</action-date><action-desc><sponsor name-id="V000134">Ms. Van Duyne</sponsor> (for herself, <cosponsor name-id="W000814">Mr. Weber of Texas</cosponsor>, and <cosponsor name-id="G000552">Mr. Gohmert</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit a Federal official from establishing, extending, maintaining, implementing, or enforcing a moratorium on evictions unless explicitly authorized by Federal statute, and for other purposes.</official-title></form><legis-body id="H4356175B499A423FA6DB24E64C9FC7E4" style="OLC"><section id="HE5FD229A57DD4ACDBF7E8C5B8B2B60FD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reversing Executive Negligence Towards American Laws Act</short-title></quote> or the <quote><short-title>RENTAL Act</short-title></quote>.</text></section><section id="H69A8B215AAAF475DBBD5DB1CB565E400"><enum>2.</enum><header>Explicit statutory authorization for imposition of moratorium on evictions</header><subsection id="H5EA2E65CB5F74FA49C8B035E74C0EF11"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">No Federal official, including the President and the Secretary of Health and Human Services, may establish, extend, maintain, implement, or enforce a moratorium on evictions unless Federal statute explicitly authorizes such action.</text></subsection><subsection id="H4AC1B544BDD64ED4BA8CA8E2C2EE7547"><enum>(b)</enum><header>Moratorium on evictions defined</header><text display-inline="yes-display-inline">In this Act, the term <term>moratorium on evictions</term> means a rule or order that prevents an action, with respect to real property, by a landlord, owner of real property, or other person with a legal right to pursue eviction to remove or cause the removal of a tenant, lessee, resident, or a trespasser on real property, from such property.</text></subsection></section></legis-body></bill>
