R. 4980</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210806">August 6, 2021</action-date><action-desc><sponsor name-id="T000486">Mr. Torres of New York</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HHM00">Committee on Homeland Security</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Homeland Security to ensure that any individual traveling on a flight that departs from or arrives to an airport inside the United States or a territory of the United States is fully vaccinated against COVID–19, and for other purposes.</official-title></form><legis-body id="HCEEFF26264124433910551A90C363186" style="OLC"><section id="H8BA6E9F3DA3447C99F77FDC58AF1C617" section-type="section-one"><enum>1.</enum><header>Air transportation vaccination requirement</header><subsection id="H801420E0A89241EAAE792EAAE377315F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Homeland Security, acting through the Administrator of the Transportation Security Administration, shall take such actions as are necessary to ensure that any individual traveling on a flight that departs from or arrives to an airport inside the United States or a territory of the United States is fully vaccinated against COVID–19.</text></subsection><subsection id="H48351BB3FB1048F7903F9F84F3B3A9B8"><enum>(b)</enum><header>Exception</header><text>In carrying out subsection (a), the Secretary shall ensure there is an exception to the requirement described in such subsection for an individual who is ineligible or medically unable to be fully vaccinated against COVID–19.</text></subsection><subsection id="HE7A580884AF1405AAC12AE6E9B33CFDB"><enum>(c)</enum><header>Definition</header><text display-inline="yes-display-inline">In this Act, the term <quote>fully vaccinated against COVID–19</quote> means receiving all recommended doses of a COVID–19 vaccine that is licensed under section 351 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/262">42 U.S.C. 262</external-xref>) or authorized for emergency use under section 564 of the Federal Food, Drug, and Cosmetic Act (<external-xref legal-doc="usc" parsable-cite="usc/21/360bbb-3">21 U.S.C. 360bbb–3</external-xref>).</text></subsection></section></legis-body></bill>
