which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Public Health Service Act to authorize grants to support pediatric behavioral health care integration and coordination, and for other purposes.</official-title></form><legis-body id="HE4E3945B524B41DF9DDE2DF4A5505CAA" style="OLC"><section id="H1A8184FDCE29450FA7782B28BD390898" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Helping Kids Cope Act of 2021</short-title></quote>. </text></section><section id="HB00B6EFA2ABC48F292D59173357C6757"><enum>2.</enum><header>Grant programs to support pediatric behavioral health care</header><text display-inline="no-display-inline">Subpart V of part D of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/256">42 U.S.C. 256</external-xref>) is amended by adding at the end the following:</text><quoted-block id="H2E89D6EADA4E402FA88422F3B2CD6544" style="OLC"><section id="H79B788D2F2AE45789DC2CE240BFBA02D"><enum>340A–1.</enum><header>Grants to support pediatric behavioral health care integration and coordination</header><subsection id="HB6484CE826E4450AA8DFE0F60EB0180D"><enum>(a)</enum><header>In general</header><text>The Secretary, acting through the Administrator of the Health Resources and Services Administration, shall award grants to eligible entities for the purpose of supporting pediatric behavioral health care integration and coordination within communities to meet local community needs.</text></subsection><subsection id="H56992610B83E4ED69B65E975CB092087"><enum>(b)</enum><header>Eligible entities</header><text>Entities eligible for grants under subsection (a) include—</text><paragraph id="H555C2913AE794EF9843B8CD463AFD097"><enum>(1)</enum><text>pediatricians;</text></paragraph><paragraph id="H13A80ADB566E42C694539676A2944BFF"><enum>(2)</enum><text>children’s hospitals;</text></paragraph><paragraph id="HE387E78E1D764C5F8E459010B3AD58FA"><enum>(3)</enum><text>pediatric behavioral health providers with the capacity to organize and implement activities working with community organizations and providers; and</text></paragraph><paragraph id="HE15451EBAE9A46B69A50507D31B3B1EE"><enum>(4)</enum><text>other entities as determined appropriate by the Secretary.</text></paragraph></subsection><subsection id="HF87C5E11566E4B9F82C8B5053E500BF5"><enum>(c)</enum><header>Prioritization</header><text display-inline="yes-display-inline">In awarding grants under subsection (a), the Secretary shall prioritize applicants that demonstrate the highest needs at the local level along the care continuum for strengthening children’s behavioral health crisis care and access. </text></subsection><subsection id="H93382C50808C459E98223D9B2329F734"><enum>(d)</enum><header>Use of funds</header><text>Activities that may be funded through a grant under subsection (a) include—</text><paragraph id="HF80D78C6992F4A94812DFF634EA72B44"><enum>(1)</enum><text>the recruitment and retention of community health workers or navigators to coordinate family access to pediatric mental, emotional, and behavioral health services;</text></paragraph><paragraph id="H48B3501F79604A0E80461FC947D5F75A"><enum>(2)</enum><text>training the pediatric mental, emotional, and behavioral health care workforce, relevant stakeholders, and community members;</text></paragraph><paragraph id="HBEACB3FDBB3E437798C9574E39D6A356"><enum>(3)</enum><text>expanding evidence-based, integrated models of care for pediatric mental, emotional, and behavioral health services;</text></paragraph><paragraph id="H443F1040253241BEBD9958D0DE1D6FEF"><enum>(4)</enum><text>pediatric practice integration for the provision of pediatric mental, emotional, and behavioral health services;</text></paragraph><paragraph id="HE26AE5C52BEC4E00AAE078B7366EB8C4"><enum>(5)</enum><text>addressing surge capacity for pediatric mental, emotional, and behavioral health needs;</text></paragraph><paragraph id="HFE7CEA09BC934B3BBC5E17B39F43CB3D"><enum>(6)</enum><text>providing pediatric mental, emotional, and behavioral health services to children as delivered by behavioral, emotional, and mental health professionals utilizing telehealth services;</text></paragraph><paragraph id="H837B85100D214A60AF1E5E725A6516A3"><enum>(7)</enum><text>establishing or maintaining initiatives to decompress emergency departments, including partial hospitalization, step down residency programs, and intensive outpatient programs;</text></paragraph><paragraph id="H5E6637AFA2B4443390ED276A4B37D02C"><enum>(8)</enum><text>supporting, enhancing, or expanding pediatric mental, emotional, and behavioral health preventive and crisis intervention services;</text></paragraph><paragraph id="HA9D8A3EC0E0C4F0683E39AF4CE106927"><enum>(9)</enum><text>establishing or maintaining pediatric mental, emotional, and behavioral health urgent care;</text></paragraph><paragraph id="H130948CD8EEC47108F6B89F6D76D30EC"><enum>(10)</enum><text>establishing or maintaining community-based initiatives, such as school-based partnerships; and</text></paragraph><paragraph id="HD367952A04C745A28EF7E41C658EA672"><enum>(11)</enum><text>addressing other access and coordination gaps to mental, emotional, and behavioral health services in the community for children.</text></paragraph></subsection><subsection id="H23421E3146EC4DB08C2D0FA9EC56D53D"><enum>(e)</enum><header>Funding</header><text display-inline="yes-display-inline">To carry out this section, there is hereby appropriated, out of amounts in the Treasury not otherwise obligated, $500,000,000 for each of fiscal years 2022 through 2026.</text></subsection></section><section id="H95D4DB9FCB58427E832479B9B3F03F38"><enum>340A–2.</enum><header>Pediatric behavioral health workforce training program</header><subsection id="H500D6BAE77244D0B824CB9A6DD49D462"><enum>(a)</enum><header>In general</header><text>The Secretary, acting through the Administrator of the Health Resources and Services Administration, shall award grants to eligible entities for the purpose of supporting evidence-based pediatric behavioral health workforce training.</text></subsection><subsection id="H5DBC4C88A546496794339FB77C9C9A39"><enum>(b)</enum><header>Eligible entities</header><text>Entities eligible for grants under subsection (a) include—</text><paragraph id="H94DAF1D18B744D118656522A12FDEAF2"><enum>(1)</enum><text>children’s hospitals; and</text></paragraph><paragraph id="HB77E8AFAA743435D8BC8A5A58F39F8F6"><enum>(2)</enum><text>other pediatric health care providers as determined appropriate by the Secretary.</text></paragraph></subsection><subsection id="HF7ECA6E044C14F09A9CC434D66E1E4D7"><enum>(c)</enum><header>Use of funds</header><text display-inline="yes-display-inline">The training that may be supported through a grant under subsection (a) includes expanded training in pediatric behavioral health for physicians and nonphysician practitioners, including the following practitioner types:</text><paragraph id="H8645689A432848038E758935CE64F716"><enum>(1)</enum><text>Child and adolescent psychiatrists.</text></paragraph><paragraph id="H9C9F7ECC02E241A4AD5137B1D085955C"><enum>(2)</enum><text>Psychiatric nurses.</text></paragraph><paragraph id="HAC823891E5F342F2B7D11074F5BE3A23"><enum>(3)</enum><text>Psychologists.</text></paragraph><paragraph id="HB0CB326EDB2644FC9C3A274FBDCAEC2B"><enum>(4)</enum><text>Advanced practice nurses.</text></paragraph><paragraph id="H49EF610D0BC24AE6A304475745D2EC5A"><enum>(5)</enum><text>Family therapists.</text></paragraph><paragraph id="H9E8D1DAD9BD142A4B1B7E0F2796B919B"><enum>(6)</enum><text>Social workers.</text></paragraph><paragraph id="H3AA338C089EE415C9228A558A6A8E42B"><enum>(7)</enum><text>Mental health counselors.</text></paragraph><paragraph id="H216E39F1F8EE4F84827DA5F3A8E17F7C"><enum>(8)</enum><text>Other practitioner types as determined appropriate by the Secretary.</text></paragraph></subsection><subsection id="H85EF00CB3F054A518C8DAFC3E0B9368E"><enum>(d)</enum><header>Funding</header><text>To carry out this section, there is hereby appropriated, out of amounts in the Treasury not otherwise obligated, $100,000,000 for each of fiscal years 2022 through 2026.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
