R. 4943</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210806">August 6, 2021</action-date><action-desc><sponsor name-id="B001303">Ms. Blunt Rochester</sponsor> (for herself and <cosponsor name-id="F000466">Mr. Fitzpatrick</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Public Health Service Act to authorize grants to children’s hospitals for increasing their capacity to provide pediatric behavioral health services, and for other purposes.</official-title></form><legis-body id="HB3550C6EBDD64370897D3EAADDC0FDBF" style="OLC"><section id="HE47B9790F11243D2BC156B6CFECA28C1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Children’s Mental Health Infrastructure Act of 2021</short-title></quote>.</text></section><section id="H7808476ACF914D31AD5EDABA247918AD"><enum>2.</enum><header>Increasing Federal investment in pediatric behavioral health services</header><text display-inline="no-display-inline"> Part D of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b et seq.</external-xref>) is amended by inserting after subpart V the following new subpart:</text><quoted-block style="OLC" id="H21B111320C5845D4A73756525551F651" display-inline="no-display-inline"><subpart id="H74E34922EA7644EA93427807996ADC77"><enum>VI</enum><header>Increasing Investment in Pediatric Behavioral Health Services</header><section id="HC90FD8CDF5474BE6B2033E1FFE573F79"><enum>340A–1.</enum><header>Grants to children’s hospitals</header><subsection id="H36F394D7A9114CB6813A5C2D84F2DC8E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, acting through the Administrator of the Health Resources and Services Administration, shall make grants to eligible entities for the purpose of improving their ability to provide pediatric behavioral health services, including by—</text><paragraph id="H706F71CD859946D8BCEA55B6DF6FB470"><enum>(1)</enum><text>constructing or modernizing sites of care for pediatric behavioral health services;</text></paragraph><paragraph id="HFAD6E02E3F6742BDB8FC4CBFFEB816D6"><enum>(2)</enum><text display-inline="yes-display-inline">expanding capacity to provide pediatric behavioral health services, including enhancements to digital infrastructure, telehealth capabilities, or other improvements to patient care infrastructure; and</text></paragraph><paragraph id="HE26EEA6FC41F420CB12AB2FDC033D334"><enum>(3)</enum><text display-inline="yes-display-inline">supporting the reallocation of existing resources to accommodate pediatric behavioral health patients, including by—</text><subparagraph id="H85D21D8B949147F0AD2F9982C4235180"><enum>(A)</enum><text display-inline="yes-display-inline">converting or adding a sufficient number of beds to establish or increase the hospital’s inventory of licensed and operational, short-term psychiatric and substance use inpatient beds; and</text></subparagraph><subparagraph id="H934B3C78395548D2875B5315271BEF24"><enum>(B)</enum><text>ensuring compliance with safety standards.</text></subparagraph></paragraph></subsection><subsection id="H49E9DAB6F02B4C25934BE9A18EB67A49" commented="no"><enum>(b)</enum><header>Eligibility</header><text display-inline="yes-display-inline">To be eligible to seek a grant under this section, an entity shall be a hospital that predominantly treats individuals under the age of 21, including any hospital that receives funds under section 340E.</text></subsection><subsection id="H3DDC1C44DE57460C9B0DC5159271D64C"><enum>(c)</enum><header>Funding</header><text display-inline="yes-display-inline">To carry out this section, there is hereby appropriated, out of amounts in the Treasury not otherwise obligated, $2,000,000,000 for each of fiscal years 2022 through 2026.</text></subsection></section></subpart><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
