<section id="H79B01C57471D47B3BD0A7DAAFAE42F33" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Genuine Progress Indicator Act of 2021</short-title></quote> or the <quote><short-title>GPI Act of 2021</short-title></quote>.</text></section> <section id="H63E4714B6E164EA69EA398AD5F780A5E"><enum>2.</enum><header>Genuine progress indicator</header> <subsection id="H44021A86A3E1469C830C4AAE5C3993A2"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Commerce (in this Act referred to as the <quote>Secretary</quote>), acting through the Director of the Bureau for Economic Analysis, shall establish a metric to be known as the <quote>genuine progress indicator</quote> to measure the economic well-being of households, calculated through adjustments to gross domestic product that account for positive and negative economic, environmental, and social factors that contribute to economic activity, including the factors described in subsection (b).</text></subsection>
<subsection id="HBA7B5F73A61C4643B3C13AC33BE154BE"><enum>(b)</enum><header>Factors</header><text>The genuine progress indicator established under subsection (a) shall include the following:</text> <paragraph id="HE2C46283884F444E9B8797514ADA64AB"><enum>(1)</enum><header>Benefits</header><text>With respect to benefits, the total annual economic value of—</text>
<subparagraph id="H10361B3F75C54CA29D0010FC047E2DE4"><enum>(A)</enum><text display-inline="yes-display-inline">personal consumption expenditures, net of investments, and defensive spending;</text></subparagraph> <subparagraph id="H8E7C87DE5F704AE09E491EBB41A4A9D7"><enum>(B)</enum><text>the purchase of consumer durables and other household durables used for home improvement, including appliances, vehicles, and solar panels;</text></subparagraph>
<subparagraph id="H08A1609C405D40AC82FF27F4D8A64CBA"><enum>(C)</enum><text>publicly provided goods and services;</text></subparagraph> <subparagraph id="H7A55FB7A2C5C449098B2928E9BEE2C20"><enum>(D)</enum><text display-inline="yes-display-inline">higher education;</text></subparagraph>
<subparagraph id="H7F110BE53E164847AFB8A24FF3B1648B"><enum>(E)</enum><text display-inline="yes-display-inline">job skills that are essential to an economy that—</text> <clause id="H82092BB0DCCB4BE1B32AC47095B444F6"><enum>(i)</enum><text>is self-sufficient; and</text></clause>
<clause id="H33CD3023FB854567A4D6820B3A8C17F2"><enum>(ii)</enum><text display-inline="yes-display-inline">addresses ecological scarcities and directs resources to sustainable development without degrading the environment;</text></clause></subparagraph> <subparagraph id="H3D394467831A4180A78F2948A2649E6C"><enum>(F)</enum><text>time spent toward leisure activities;</text></subparagraph>
<subparagraph id="H50B901E2D12C491AAD42B0AF0744439B"><enum>(G)</enum><text>unpaid labor, including—</text> <clause id="H67ACDFA1AD6745F18339380B1CC39602"><enum>(i)</enum><text>parenting;</text></clause>
<clause id="H2CD138E8090D446FBA0B1E9C0C86BA47"><enum>(ii)</enum><text>volunteering; and</text></clause> <clause id="HAD36E0457D794CE5962054820FB1D473"><enum>(iii)</enum><text>time spent on household duties;</text></clause></subparagraph>
<subparagraph id="H4D7845D0793C438BBBE8911B24B62614"><enum>(H)</enum><text>infrastructure, including—</text> <clause id="HD319FCDAD21440628740EA67193332CD"><enum>(i)</enum><text>transportation systems;</text></clause>
<clause id="H302880986EA54AD8BC628F51C7E2A94F"><enum>(ii)</enum><text>communication networks; and</text></clause> <clause id="H34826E63DCFA411CA448DA7753C0A1FC"><enum>(iii)</enum><text>sewage, water, and electric systems; and</text></clause></subparagraph>
<subparagraph id="H1B15D66ED1394E67B4C1B3B979FEC4D8"><enum>(I)</enum><text>ecosystem services with respect to protected natural areas, including—</text> <clause id="H224595EE8C5B4949BFE916E9A915435B"><enum>(i)</enum><text> flood control;</text></clause>
<clause id="HB923DEE5C97C4D1889A830371D43080C"><enum>(ii)</enum><text>water purification;</text></clause> <clause id="H37EBDBCED0C54654BB4B287D3E0B061D"><enum>(iii)</enum><text>pollination of crops;</text></clause>
<clause id="H55FBD455E87E490D80F16507ADF9E29B"><enum>(iv)</enum><text>control of pests and invasive specifies;</text></clause> <clause id="H730720ADE4C34095A8ADE749D231948D"><enum>(v)</enum><text>outdoor recreation;</text></clause>
<clause id="H41DC1B2E7AF3429BBA373F2C863BCAE3"><enum>(vi)</enum><text>hunting and fishing;</text></clause> <clause id="H7C387C2AA16847FBAA2D294647D149B1"><enum>(vii)</enum><text>harvesting of plants for medicinal and edible purposes;</text></clause>
<clause id="HED0C3F9905C547F3AC9830587CB40B1A"><enum>(viii)</enum><text>carbon sequestration; and</text></clause> <clause id="H0DE97DBC0BD545A38427EFEEA6F09D8D"><enum>(ix)</enum><text>maintenance of biological and genetic diversity.</text></clause></subparagraph></paragraph>
<paragraph id="H5848518F7F204BDDB02BBDFA4185BA31"><enum>(2)</enum><header>Costs</header><text>With respect to costs, the total annual economic costs of—</text> <subparagraph id="H2179FC39313B451181DF6ABD0601BF3E"><enum>(A)</enum><text display-inline="yes-display-inline">income inequality based on household expenditures;</text></subparagraph>
<subparagraph id="HF25DC3AF3DD341D3BAADB4A3BA458000"><enum>(B)</enum><text display-inline="yes-display-inline">underemployment and unemployment;</text></subparagraph> <subparagraph id="H62E823C05CB545A9B0FEBEA04031AE2E"><enum>(C)</enum><text>homelessness;</text></subparagraph>
<subparagraph id="H44C4EFB8042A4447A598F175686B0FAE"><enum>(D)</enum><text>domestic abuse;</text></subparagraph> <subparagraph id="H72ABF38023834B4F881DFFEF91645047"><enum>(E)</enum><text>violent, property, white-collar, and organized crime;</text></subparagraph>
<subparagraph id="HC8D01F85985A4203A333C7D3946C75AA"><enum>(F)</enum><text>water, air, and noise pollution at the household and national level;</text></subparagraph> <subparagraph id="H998C4307FBFE46C582DD4EAF604B9C43"><enum>(G)</enum><text display-inline="yes-display-inline">the loss of farmland and productive soils, including soil quality degradation;</text></subparagraph>
<subparagraph id="H23BBEE040C9442ECA0B7169CE9E8F247"><enum>(H)</enum><text>the loss of natural wetlands, primary forest area, and other at-risk ecosystems;</text></subparagraph> <subparagraph id="H28ECA513C5A9435F808ABF51CB9BF3E0" display-inline="no-display-inline"><enum>(I)</enum><text display-inline="yes-display-inline">high amounts of carbon dioxide and other greenhouse gas emissions;</text></subparagraph>
<subparagraph id="HFA13EA6D309946D582B8AF88B6857D13"><enum>(J)</enum><text>the depletion of the ozone layer;</text></subparagraph> <subparagraph id="HCDE2DA0843AF4684A529A6912AE73CB4"><enum>(K)</enum><text>the depletion of nonrenewable sources of energy;</text></subparagraph>
<subparagraph id="H2602412051E443A6A26F452871909B85"><enum>(L)</enum><text>lost leisure time due to traffic congestion; and</text></subparagraph> <subparagraph id="H54B19620486D4BB9902C117C6C080AE8"><enum>(M)</enum><text>accidents involving motor vehicles.</text></subparagraph></paragraph></subsection>
<subsection id="HDA3ED41019924A6AA19CEF73AA1EB341"><enum>(c)</enum><header>Use of genuine progress indicator</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the head of each Federal agency, the President, the Chair of the Federal Reserve, and Congress shall, with respect to any budgetary reporting and economic forecasting involving a measure of the net benefits of economic activity, use both the genuine progress indicator established pursuant to subsection (a) and gross domestic product, including—</text> <paragraph id="H60446418B7DF4A669198F3FC050874FC"><enum>(1)</enum><text display-inline="yes-display-inline">with respect to the Director of the Congressional Budget Office, the report submitted pursuant to section 202(e)(1) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/602">2 U.S.C. 602(e)(1)</external-xref>);</text></paragraph>
<paragraph id="H2E951239B4E74958928DEFF5AF471F07"><enum>(2)</enum><text>with respect to the President—</text> <subparagraph id="H41C20F0A00274BFCAAFEC5463BBF04BB"><enum>(A)</enum><text>each budget proposal submitted pursuant to section 1105 of title 31, United States Code; and</text></subparagraph>
<subparagraph id="HB7B5038E084443BFBFB1DEFE52161244"><enum>(B)</enum><text display-inline="yes-display-inline">each report submitted pursuant to section 4 of the Employment Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/15/1022a">15 U.S.C. 1022a</external-xref>);</text></subparagraph></paragraph> <paragraph id="HA0F2F621B5174225BC7B2A04927907A9"><enum>(3)</enum><text display-inline="yes-display-inline">with respect to the Chair of the Federal Reserve, the report submitted pursuant to section 225b(b) of the Federal Reserve Act of 1913 (<external-xref legal-doc="usc" parsable-cite="usc/12/225b">12 U.S.C. 225b(b)</external-xref>); and</text></paragraph>
<paragraph id="H11CAB5FCECD744279997DE1D7DDEF119"><enum>(4)</enum><text display-inline="yes-display-inline">with respect to Congress—</text> <subparagraph id="H9D73C67767064A03B36E51499BF316E7"><enum>(A)</enum><text display-inline="yes-display-inline">each economic report submitted by the committee established under section 11 of the Employment Act of 1946 (<external-xref legal-doc="usc" parsable-cite="usc/15/1024">15 U.S.C. 1024</external-xref>); and</text></subparagraph>
<subparagraph id="H2BDD391FDD7C49A087C16FE44FC23D8F"><enum>(B)</enum><text display-inline="yes-display-inline">each tax investigation report developed by the Joint Committee on Taxation pursuant to <external-xref legal-doc="usc" parsable-cite="usc/26/8022">section 8022</external-xref> of the Internal Revenue Code of 1986.</text></subparagraph></paragraph></subsection> <subsection id="H3D31CD65CD4A4474826425736B8EE7E5"><enum>(d)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, and annually thereafter, the Secretary and the Director of the Congressional Budget Office shall submit to Congress a report on—</text>
<paragraph id="H3A2C519204484AEA9C90C1CC528F0E36"><enum>(1)</enum><text>the development of the genuine progress indicator under subsection (a);</text></paragraph> <paragraph id="HFDEC1269DDE542A6860ACEF7F14CF365"><enum>(2)</enum><text>the cost of such development; and</text></paragraph>
<paragraph id="HD4C9B1B8EFB64FC0A9039F94EACD7A17"><enum>(3)</enum><text>the utility of the genuine progress indicator with respect to measuring the net benefits of economic activity.</text></paragraph></subsection> <subsection id="HBFA4A167CCB24212BE1D5F098F3C67F3"><enum>(e)</enum><header>Federal agency defined</header><text display-inline="yes-display-inline">The term <term>Federal agency</term> has the meaning given that term in section 551 of title 5, United States Code.</text></subsection></section>
