R. 4843</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210729">July 29, 2021</action-date><action-desc><sponsor name-id="N000192">Ms. Newman</sponsor> (for herself and <cosponsor name-id="M001194">Mr. Moolenaar</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Higher Education Act of 1965 to include student assistance to certain mental health professionals as community services under the Federal work-study program.</official-title></form><legis-body id="H7AF4F681D1C247348A373A59586F1DFA" style="OLC"><section id="H9D20AA3D3F804B6EA083773CBDC7DD2B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Assisting School Mental Health Professionals Through Work Study Act of 2021</short-title></quote>.</text></section><section id="H10CBE931708D4B608541FA867C45AF64"><enum>2.</enum><header>School-based mental health community services</header><text display-inline="no-display-inline">Section 441(c) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087-51">20 U.S.C. 1087–51(c)</external-xref>) is amended—</text><paragraph id="H0392A5FFFBF3439CB8A23D0A934B0D90"><enum>(1)</enum><text>in paragraph (3), by striking <quote>and</quote> after the semicolon;</text></paragraph><paragraph id="H556A72CC07B349C587F3BADCA8E76624"><enum>(2)</enum><text>in paragraph (4)(C), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="H8324CBF764974A65ADEB3E7932874104"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" id="H429F7E537CB2477B831F852CD719DB8D" display-inline="no-display-inline"><paragraph id="H861FC5A9F1324FD98FDB14DED5DAB4E1"><enum>(5)</enum><text display-inline="yes-display-inline">activities in which a student assists a mental health professional with appropriate tasks (which may include administrative assistance, but which shall not include the direct provision of mental health services by the student), provided that the mental health professional—</text><subparagraph id="H0DE0AE49A3024F2FA8AABB6385B11D01"><enum>(A)</enum><text>is a school-based mental health services provider (as such term is defined in section 4102(6) of the Elementary and Secondary Education Act of 1965) of any preschool, Head Start program, early childhood education program, or elementary or secondary school that serves community residents; or</text></subparagraph><subparagraph id="H817B582E5AC4403FBD14AE54871CB4C0"><enum>(B)</enum><text>is an overseer of a school-based mental health services provider described in subparagraph (A).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
