R. 4822</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210729">July 29, 2021</action-date><action-desc><sponsor name-id="H001056">Ms. Herrera Beutler</sponsor> (for herself and <cosponsor name-id="K000381">Mr. Kilmer</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish a coastal zone research initiative at the Department of Energy, and for other purposes.</official-title></form><legis-body id="HE3E2D9B33B21487C8C4128CD6D216DA1" style="OLC"><section id="H915D4E78CE2F4930B880ED73FC429BDC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Department of Energy Coastal Research Initiative Act</short-title></quote>. </text></section><section id="H233F8BF767F64DC0A771B868CC41E22F"><enum>2.</enum><header>Coastal zone research initiative</header><text display-inline="no-display-inline">Section 306 of the Department of Energy Research and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18644">42 U.S.C. 18644</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H6ABB042DBB454CC3893333E6112AEB55" display-inline="no-display-inline"><subsection id="H27D966DE16884ED39F635D38C6977350"><enum>(e)</enum><header>Coastal zone research initiative</header><paragraph id="H43DD2F749AA5445796D2C243A10A6143"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Director shall carry out a research program, in consultation with the National Oceanic and Atmospheric Administration, to enhance the understanding of coastal ecosystems. In carrying out this program, the Director shall prioritize efforts to enhance the collection of observational data, and shall develop models to analyze the ecological, biogeochemical, hydrological and physical processes that interact in coastal zones.</text></paragraph><paragraph id="H92CDCE8438744BE7AA1B292454A7F104"><enum>(2)</enum><header>National system for coastal data collection</header><text display-inline="yes-display-inline">The Director shall establish, in consultation with the National Oceanic and Atmospheric Administration and other relevant agencies, an integrated system of geographically diverse field research sites in order to improve the quantity and quality of observational data, and that encompass the major land water interfaces of the United States, including—</text><subparagraph id="H6BE4CE56FBCB452CA85EF28BF817792F"><enum>(A)</enum><text>the Great Lakes region;</text></subparagraph><subparagraph id="H9953ED4590884667A2D1E3CEA36D7562"><enum>(B)</enum><text>the Pacific coast;</text></subparagraph><subparagraph id="H2FE238009F8E429997F31AB364B34789"><enum>(C)</enum><text>the Atlantic coast;</text></subparagraph><subparagraph id="H664DA2A88D624774B895025A8AC61E5B"><enum>(D)</enum><text>the Arctic; and</text></subparagraph><subparagraph id="H03956752463B463E8CF4A1F59683D7F7"><enum>(E)</enum><text>the Gulf coast.</text></subparagraph></paragraph><paragraph id="HC53666BD30374ADBAF693AD127B30485"><enum>(3)</enum><header>Existing infrastructure</header><text>In carrying out the programs and establishing the field research sites under paragraphs (1) and (2), the Secretary shall leverage existing research and development infrastructure supported by the Department, including the Department’s existing marine and coastal research lab.</text></paragraph><paragraph id="H77908D08F72D49ADAFD6686EDA3E92C7"><enum>(4)</enum><header>Coordination</header><text>For the purposes of carrying out the programs and establishing the field research sites under the Initiative, the Secretary may enter into agreements with Federal Departments and agencies with complementary capabilities.</text></paragraph><paragraph id="H6C171C1B104B4EE2AB46E1C7AEA5D90A"><enum>(5)</enum><header>Report</header><text display-inline="yes-display-inline">Not less than 2 years after the date of the enactment of the <short-title>Department of Energy Coastal Research Initiative Act</short-title>, the Director shall provide to the Committee on Science, Space, and Technology and the Committee on Appropriations of the House of Representatives and the Committee on Energy and Natural Resources and the Committee on Appropriations of the Senate a report examining whether the system described in this section should be established as a National User Facility.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
