which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committee on <committee-name committee-id="HSY00">Science, Space, and Technology</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize the Administrator of the Environmental Protection Agency to conduct research on wildfire smoke, and for other purposes.</official-title></form><legis-body id="H0017628F33A4481791A1E67BD75F3C53" style="OLC"><section id="HE84319C2F324443EA084186BDCC22CFF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Smoke Planning and Research Act of 2021</short-title></quote>.</text></section><section id="H20AC0C91B3134C1881E8EAD637E70CB1"><enum>2.</enum><header>Research on wildfire smoke</header><subsection id="H0909E80FEBB5499982C6E9D53D1741A4"><enum>(a)</enum><header>Centers of excellence</header><paragraph id="H292F3FAB3BA54F88B0BF2856223EB3E4"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this Act, the Administrator of the Environmental Protection Agency (referred to in this section as the <term>Administrator</term>) shall establish at institutions of higher education 4 centers, each of which shall be known as a <quote>Center of Excellence for Wildfire Smoke</quote>, to carry out research relating to—</text><subparagraph id="H91E1A68EAE2E466EB5559A18AC6A2D2D"><enum>(A)</enum><text>the effects on public health of smoke emissions from wildland fires; and</text></subparagraph><subparagraph id="HCBE5C2D3B2554D29A02B643B660FEBA7"><enum>(B)</enum><text>means by which communities can better respond to the impacts of emissions from wildland fires.</text></subparagraph></paragraph><paragraph id="H9E86FC02C7614DF0B627461814FB28A2"><enum>(2)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Administrator to carry out this subsection $10,000,000 for fiscal year 2022 and each fiscal year thereafter.</text></paragraph></subsection><subsection id="H33D8D9844F404B10BE908ADE9E482174"><enum>(b)</enum><header>Research</header><paragraph id="H72FF48589AB34ED7847F9EF0F59A09BD"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this Act, the Administrator shall carry out research—</text><subparagraph id="HEAAC426D24A7485E950D2FCF6F0B6E03"><enum>(A)</enum><text>to study the health effects of smoke emissions from wildland fires;</text></subparagraph><subparagraph id="H749E7B3EBFDA47ACAFE94F5D7AA7A437"><enum>(B)</enum><text>to develop and disseminate personal and community-based interventions to reduce exposure to and adverse health effects of smoke emissions from wildland fires;</text></subparagraph><subparagraph id="HB1671B8F75CA4F898AC2E8F133CF8C0F"><enum>(C)</enum><text>to increase the quality of smoke monitoring and prediction tools and techniques; and</text></subparagraph><subparagraph id="H6E41F9385668498BA847804230E6D272"><enum>(D)</enum><text>to develop implementation and communication strategies.</text></subparagraph></paragraph><paragraph id="HBBF9498EC92E481C9A63D7EEA4FC1BDF"><enum>(2)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Administrator to carry out this subsection $20,000,000 for fiscal year 2022 and each fiscal year thereafter.</text></paragraph></subsection></section><section id="HAE30BBAD508C4EDDB5B628CA1B6F0891"><enum>3.</enum><header>Community smoke planning</header><subsection id="H528F65758D9E4C8BA105F24A149F4657"><enum>(a)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this Act, the Administrator shall establish a competitive grant program to assist eligible entities described in subsection (b) in developing and implementing collaborative community plans for mitigating the impacts of smoke emissions from wildland fires.</text></subsection><subsection id="H8BB65CD8A5E54E948EB6F51EC56FB597"><enum>(b)</enum><header>Eligible entities</header><text>An entity that is eligible to submit an application for a grant under subsection (a) is—</text><paragraph id="H90A6D9EEAB274FC9A7F643A899105C4E"><enum>(1)</enum><text>a State;</text></paragraph><paragraph id="HCF7483AAF3D045AAB032B4590A401972"><enum>(2)</enum><text>a unit of local government (including any special district, such as an air quality management district or a school district); or</text></paragraph><paragraph id="H155C18B58D20454BB6324B4C09FC47B3"><enum>(3)</enum><text>an Indian Tribe.</text></paragraph></subsection><subsection commented="no" id="H79C0B528FF7C47209AA17DE9CAC8B4AA"><enum>(c)</enum><header>Applications</header><text>To be eligible to receive a grant under subsection (a), an eligible entity described in subsection (b) shall submit to the Administrator an application at such time, in such manner, and containing such information as the Administrator may require.</text></subsection><subsection commented="no" id="H5933DA11D00B41B894E6F3DF093C56F4"><enum>(d)</enum><header>Technical assistance</header><text>The Administrator may use amounts made available to carry out this section to provide to eligible entities described in subsection (b) technical assistance in—</text><paragraph commented="no" id="H5104E1DC57904D8885D05409E8B7733B"><enum>(1)</enum><text>submitting grant applications under subsection (c); or</text></paragraph><paragraph commented="no" id="H6C2C5BE9C7E44E39B937D0B6EB02DC43"><enum>(2)</enum><text>carrying out projects using a grant under this section.</text></paragraph></subsection><subsection commented="no" id="HB648C474ACB44C03B397E71A18AF9F2D"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Administrator to carry out this section $50,000,000 for fiscal year 2022 and each fiscal year thereafter.</text></subsection></section></legis-body></bill>
