R. 4631</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210722">July 22, 2021</action-date><action-desc><sponsor name-id="C001080">Ms. Chu</sponsor> (for herself, <cosponsor name-id="B001292">Mr. Beyer</cosponsor>, <cosponsor name-id="B001285">Ms. Brownley</cosponsor>, <cosponsor name-id="D000631">Ms. Dean</cosponsor>, <cosponsor name-id="D000191">Mr. DeFazio</cosponsor>, <cosponsor name-id="G000559">Mr. Garamendi</cosponsor>, <cosponsor name-id="K000381">Mr. Kilmer</cosponsor>, <cosponsor name-id="L000581">Mrs. Lawrence</cosponsor>, <cosponsor name-id="L000551">Ms. Lee of California</cosponsor>, <cosponsor name-id="L000582">Mr. Lieu</cosponsor>, <cosponsor name-id="M001188">Ms. Meng</cosponsor>, <cosponsor name-id="M001160">Ms. Moore of Wisconsin</cosponsor>, <cosponsor name-id="N000179">Mrs. Napolitano</cosponsor>, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="P000608">Mr. Peters</cosponsor>, <cosponsor name-id="S001156">Ms. Sánchez</cosponsor>, <cosponsor name-id="S001145">Ms. Schakowsky</cosponsor>, <cosponsor name-id="S001193">Mr. Swalwell</cosponsor>, <cosponsor name-id="T000472">Mr. Takano</cosponsor>, <cosponsor name-id="T000468">Ms. Titus</cosponsor>, and <cosponsor name-id="V000130">Mr. Vargas</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Higher Education Act of 1965 to reinstate the authority of the Secretary of Education to make Federal Direct Stafford Loans to graduate and professional students.</official-title></form><legis-body id="HF22A142078124688A3E9C71962873E5D" style="OLC"><section id="H88866B5AF4384451ABDA8A01B57530BE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protecting Our Students by Terminating Graduate Rates that Add to Debt Act</short-title></quote> or the <quote><short-title>POST GRAD Act</short-title></quote>.</text></section><section id="H7F9C0033AF07406B969C131D66556EDC"><enum>2.</enum><header>Reinstatement of authority to make Federal Direct Stafford Loans to graduate and professional students</header><text display-inline="no-display-inline">Section 455(a)(3) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087e">20 U.S.C. 1087e(a)(3)</external-xref>) is amended—</text><paragraph id="HFAF4F82271DE409C89475E70275D0CAC"><enum>(1)</enum><text>in the paragraph heading, by inserting <quote><header-in-text level="subsection" style="OLC">Temporary</header-in-text></quote> before <quote><header-in-text level="subsection" style="OLC">Termination</header-in-text></quote>; and</text></paragraph><paragraph id="H3798F423A90F42A2B4D207560019E739"><enum>(2)</enum><text>in subparagraph (A), in the matter preceding clause (i), by inserting <quote>, and ending on or before June 30, 2021</quote> after <quote>2012</quote>.</text></paragraph></section><section id="H489303307B584DF6BF796A65981C7D95"><enum>3.</enum><header>Inapplicability of rulemaking requirements</header><text display-inline="no-display-inline">Sections 482(c) and 492 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1089">20 U.S.C. 1089(c)</external-xref>; 1098a) shall not apply to the regulations under this Act.</text></section></legis-body></bill>
