pilot program as a part of the Hollings Manufacturing Extension Partnership, and for other purposes.</official-title></form><legis-body id="H6DEF938CA51343A6A8C5B38F2A2AACB0" style="OLC"><section id="HE0CBEABF7DE748A287A0842A9B3C3A92" section-type="section-one"><enum>1.</enum><header>Establishment of expansion awards pilot program as a part of the Hollings Manufacturing Extension Partnership</header><text display-inline="no-display-inline">The National Institute of Standards and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/15/271">15 U.S.C. 271 et seq.</external-xref>) is amended by inserting after section 25A (<external-xref legal-doc="usc" parsable-cite="usc/15/278k-1">15 U.S.C. 278k–1</external-xref>) the following:</text><quoted-block id="H290DD51BA95B4C97BA8E15AFADC8E9AE" style="OLC"><section id="HD143A78CB0CA439D93E5214E38B52F4C"><enum>25B.</enum><header>Expansion awards pilot program</header><subsection id="HE550BF44AF894562B064B34FC541AE2B"><enum>(a)</enum><header>Definitions</header><text>The terms used in this section have the meanings given the terms in section 25.</text></subsection><subsection id="H4B567B6991804620BD4AE3F145AABC5E"><enum>(b)</enum><header>Establishment</header><text>The Director shall establish as a part of the Hollings Manufacturing Extension Partnership a pilot program of expansion awards among participants described in subsection (c) of this section for the purposes described in subsection (e) of this section.</text></subsection><subsection id="HC5F7B016A0C84239B53A8009A149F624"><enum>(c)</enum><header>Participants</header><text>Participants receiving awards under this section shall be Centers, or a consortium of Centers.</text></subsection><subsection id="H6DAC05195077491798F284174F1366F9"><enum>(d)</enum><header>Award amounts</header><text>Subject to the availability of appropriations, an award for a recipient under this section shall be in an amount equal to the sum of the following:</text><paragraph id="HAC6FD541FA384521A9FCC4E4A10BA37B"><enum>(1)</enum><text>Such amount as the Director considers appropriate as a minimum base funding level for each award under this section.</text></paragraph><paragraph id="H19777ED8CB0C4D00B92671ACF79BBFC1"><enum>(2)</enum><text>Such additional amount as the Director considers in proportion to the manufacturing density of the region of the recipient.</text></paragraph><paragraph id="HE020BE83A31945D886A826005F6EAC8F"><enum>(3)</enum><text>Such supplemental amounts as the Director considers appropriate.</text></paragraph></subsection><subsection id="H8B677B5CCFA74D9593ECF6A9A5B817C2"><enum>(e)</enum><header>Purpose of awards</header><text>An award under this section shall be made for one or more of the following purposes:</text><paragraph id="H6ED3255A93A745C1BCF3761EBEF83305"><enum>(1)</enum><text>To provide coordinating services on employee engagement, including employee ownership and workforce training, including connecting manufacturers with career and technical education entities, institutions of higher education (including community colleges), workforce development boards, labor organizations, and nonprofit job training providers to develop and support training and job placement services, including apprenticeship and online learning platforms, for new and incumbent workers, programming to prevent job losses when adopting new technologies and processes, and development of employee ownership practices.</text></paragraph><paragraph id="H33942579FB3E4369ACEA7C25064CB799"><enum>(2)</enum><text>To provide services to improve the resiliency of domestic supply chains and to mitigate vulnerabilities to cyberattacks, including helping to offset the cost of cybersecurity projects for small manufacturers.</text></paragraph><paragraph id="H4AABED9D09EC40DBBE0FFD73F1E03F38"><enum>(3)</enum><text>To expand advanced technology services to small- and medium-sized manufacturers, which may include—</text><subparagraph id="H71B9CCC124AE44BFA2F3BAD269E223D3"><enum>(A)</enum><text>developing technology demonstration laboratories;</text></subparagraph><subparagraph id="HC204CD5BF2E74D4B9DA0E49D0CBBEB37"><enum>(B)</enum><text>services for the adoption of advanced technologies, including smart manufacturing technologies and practices; and</text></subparagraph><subparagraph id="H5F3A18A5D6514E59B5A5746135B72638"><enum>(C)</enum><text>establishing partnerships, for the development, demonstration, and deployment of advanced technologies, with—</text><clause id="H68D73726E4424F9D9FBB3D6184267A1A"><enum>(i)</enum><text>national laboratories (as defined in section 2 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801</external-xref>));</text></clause><clause id="HD04800FC29F147B59B0E524B9754879F"><enum>(ii)</enum><text>Federal laboratories;</text></clause><clause id="H579210D8EDD540FEAF6E4DCE68535408"><enum>(iii)</enum><text>Manufacturing USA institutes (as described in section 34(d)); and</text></clause><clause id="H11D843D23E8C49D68A4A54198C9FA99F"><enum>(iv)</enum><text>institutions of higher education.</text></clause></subparagraph></paragraph><paragraph id="HCD4D00D9D1424E16A7D4D9EB844C0C46"><enum>(4)</enum><text>To build capabilities across the Hollings Manufacturing Extension Partnership for domestic supply chain resiliency and optimization, including—</text><subparagraph id="HB66B94A48477467CAD063F9FA65B6DC4"><enum>(A)</enum><text>assessment of domestic manufacturing capabilities, expanded capacity for researching and deploying information on supply chain risk, hidden costs of reliance on offshore suppliers, redesigning products and processes to encourage reshoring, and other relevant topics; and</text></subparagraph><subparagraph id="H65E820496E394E7FB7A8E041014B4358"><enum>(B)</enum><text>expanded services to provide industry-wide support that assists United States manufacturers with reshoring manufacturing to strengthen the resiliency of domestic supply chains, including in critical technology areas and foundational manufacturing capabilities that are key to domestic manufacturing competitiveness and resiliency, including forming, casting, machining, joining, surface treatment, and tooling.</text></subparagraph></paragraph></subsection><subsection id="HD7F86259354A4E61A499BDE75DA1401C"><enum>(f)</enum><header>Reimbursement</header><text>The Director may reimburse Centers for costs incurred by the Centers under this section.</text></subsection><subsection id="HADCCD598BEAF4D93A6228FFF8A23AC66"><enum>(g)</enum><header>Applications</header><text>Applications for awards under this section shall be submitted in such manner, at such time, and containing such information as the Director shall require in consultation with the Manufacturing Extension Partnership Advisory Board.</text></subsection><subsection id="H0094EE0FA2924E4CB1FC8EBD01BC005F"><enum>(h)</enum><header>Selection</header><paragraph id="H634343ADE8A3499E965FB06AA57D6CD1"><enum>(1)</enum><header>Reviewed and merit-based</header><text>The Director shall ensure that awards under this section are reviewed and merit-based.</text></paragraph><paragraph id="H684FB047FFFB4E3DBF3732075D44FA01"><enum>(2)</enum><header>Geographic diversity</header><text>The Director shall endeavor to have broad geographic diversity among selected proposals.</text></paragraph><paragraph id="HE6039A6F1E3848FEB071B14E8B4E4787"><enum>(3)</enum><header>Criteria</header><text>The Director shall select applications consistent with the purposes identified pursuant to subsection (e) to receive awards that the Director determines will achieve one or more of the following:</text><subparagraph id="H7AD4DCD1769C48C89D4442E5351D1793"><enum>(A)</enum><text>Improvement of the competitiveness of industries in the region in which the Center or Centers are located.</text></subparagraph><subparagraph id="H4D188C8FB3A149429F8AD1EAF5BDA25B"><enum>(B)</enum><text>Creation of jobs or training of newly hired employees.</text></subparagraph><subparagraph id="H8CF58E6378734E9B836E0EEDE3AF2018"><enum>(C)</enum><text>Promotion of the transfer and commercialization of research and technology from institutions of higher education, national laboratories, or other federally funded research programs, and nonprofit research institutes.</text></subparagraph><subparagraph id="H58144ACE4AB04727962D2334315165A7"><enum>(D)</enum><text>Recruitment of a diverse manufacturing workforce, including through outreach to underrepresented populations, including individuals identified in section 33 or section 34 of the Science and Engineering Equal Opportunities Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1885a">42 U.S.C. 1885a</external-xref>, 1885b).</text></subparagraph><subparagraph id="HABFB4C57CC56432B9ECACD07A643B68A"><enum>(E)</enum><text>Any other result the Director determines will advance the objective set forth in sections 25(c) or 26.</text></subparagraph></paragraph></subsection><subsection id="HA57080CC5B7840BD8F5DEF86B6FF8076"><enum>(i)</enum><header>Program contribution</header><text>Recipients of awards under this section shall not be required to provide a matching contribution.</text></subsection><subsection id="H1450954D6BE84EE1A2C3E19B332585EC"><enum>(j)</enum><header>Global marketplace projects</header><text>In making an award under this section, the Director, in consultation with the Manufacturing Extension Partnership Advisory Board and the Secretary, may take into consideration whether an application has significant potential for enhancing the competitiveness of small and medium-sized United States manufacturers in the global marketplace.</text></subsection><subsection id="HB1EB80AE34BF4F86BD6B6329A1E49473"><enum>(k)</enum><header>Duration</header><text>The Director shall ensure that the duration of an award under this section is aligned and consistent with a Center’s cooperative agreement established in section 25(e).</text></subsection><subsection id="H9AA609010CAB4BDCBF338CFB42B4C60B" commented="no"><enum>(l)</enum><header>Report</header><text display-inline="yes-display-inline">After the completion of the pilot program under subsection (b) and not later than October 1, 2024, the Director shall submit to Congress a report that includes—</text><paragraph id="H6F45E27A7C47421B98AA93FB7D81B859" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">a summary description of what activities were funded and the measurable outcomes of such activities;</text></paragraph><paragraph id="HF379282B4CCB41798CAAA559713D8EA1" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">a description of which types of activities under paragraph (1) could be integrated into, and supported under, the program under section 25;</text></paragraph><paragraph id="H2207FFC5957D449BA3922D262D8FC2A1" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">a description of which types of activities under paragraph (1) could be integrated into, and supported under, the competitive awards program under section 25A; and</text></paragraph><paragraph id="H74830561F09F4E12A33C2EBBE6CDC921" commented="no"><enum>(4)</enum><text>a recommendation, supported by a clear explanation, as to whether the pilot program should be continued.</text></paragraph></subsection><subsection id="HB0034C382BFC4AEB92E795EAF64541A3"><enum>(m)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out the pilot program under this section $260,000,000 for each of fiscal years 2022 through 2024.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
