<official-title display="yes">To establish a block grant program to enable southwest border States to construct barriers along their borders with Mexico, and for other purposes.</official-title>

<section id="HDAC6386DAA754850A322A94C76BF7C69" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Securing Our Border States Act</short-title></quote>. </text></section> <section id="H0529016D2285402DAE62C794957BDE6F"><enum>2.</enum><header>Establishment of block grant program to enable southwest border States to construct barriers along their borders with Mexico</header> <subsection id="HA617BF856243469AA4F092496E001386"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, not later than 30 days after the President receives from the Governor of a southwest border State a certification that the Governor intends to use covered block grant funding for the construction of a southwest border barrier, including continuing the construction of portions of existing border barrier, and associated infrastructure, including physical barriers and associated detection technology, roads, and lighting, the President shall—</text>
<paragraph id="H7E0A3A2DC8544D669D28CFC4A39E4365"><enum>(1)</enum><text>acting through the Secretary of the Treasury, disburse an appropriate prorated amount of such block grant funding, as determined under subsection (b); and </text></paragraph> <paragraph id="HDD63C7A931C24A9299399C2F2D3FE20E"><enum>(2)</enum><text>ensure that all relevant Federal entities take such actions as may be necessary to allow for such construction.</text></paragraph></subsection>
<subsection id="H9C04603CCD764FB0BD52A327B25403F4"><enum>(b)</enum><header>Determination of grant amount</header><text>Not later than 30 days after the date of the enactment of this Act, the Secretary of Homeland Security shall—</text> <paragraph id="HAFA96E56907747DDB7B70238865F0AE1"><enum>(1)</enum><text>determine the number of miles along the border between each southwest border State and Mexico where there is no border barrier; and</text></paragraph>
<paragraph id="H7CB3593EBFBC4931B6A9CD8AEBA518E1"><enum>(2)</enum><text>determine the pro-rated amount each southwest border State may receive under this section on the basis of the determination with respect to such State under paragraph (1).</text></paragraph></subsection> <subsection id="H4A9494A60DFF449BB737444388BFCBC8"><enum>(c)</enum><header>Empowering States To Build the Wall Fund</header> <paragraph id="HFAF282E02E2D4E1CA3786A13C9431879"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is hereby established in the General Fund of the Treasury a fund to be known as the <quote>Empowering States To Build the Wall Fund</quote>. Amounts deposited in the Fund shall be available without fiscal year limitation during the five-year period beginning on the date of the first disbursal from the Fund for the purpose of making grants to southwest border States under this section.</text></paragraph>
<paragraph id="H87DE33EFF97C492D939CA6388BFF6036"><enum>(2)</enum><header>Appropriations</header><text>There is hereby appropriated to the Empowering States To Build the Wall Fund $22,000,000,000.</text></paragraph> <paragraph id="HCE02CE556B9448729B72A75F3BF393C3"><enum>(3)</enum><header>Rescission of certain Federal funds appropriated for State, local, and Tribal governments</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, there are hereby permanently rescinded $22,000,000,000 of the total amount of unobligated funds available under any of sections 601 through 603 of title VI of the Social Security Act. </text></paragraph></subsection>
<subsection id="HED9FD72F2EC04C4CA73DB8378858AC5D"><enum>(d)</enum><header>Southwest border State defined</header><text>In this section, the term <quote>southwest border State</quote> means Texas, New Mexico, Arizona, or California.</text></subsection></section> </legis-body> </bill>
