R. 4567</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210720">July 20, 2021</action-date><action-desc><sponsor name-id="K000380">Mr. Kildee</sponsor> (for himself, <cosponsor name-id="G000579">Mr. Gallagher</cosponsor>, <cosponsor name-id="K000188">Mr. Kind</cosponsor>, <cosponsor name-id="D000630">Mr. Delgado</cosponsor>, and <cosponsor name-id="S001208">Ms. Slotkin</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Administrator of the Environmental Protection Agency to establish a household well water testing website, and for other purposes.</official-title></form><legis-body id="H8E7C89AACCB34BA8958505AD4A64AF22" style="OLC"><section id="H1AD3973988D74A3C901952FC40B95D05" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Test Your Well Water Act</short-title></quote>.</text></section><section id="H7511689F18B84790BB8A567DB1426A24" section-type="subsequent-section"><enum>2.</enum><header>Household well water testing website</header><subsection id="H0FE7C0C1071E4C7CA6706489E11F8C9B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of enactment of this Act, the Administrator of the Environmental Protection Agency shall establish a website containing information relating to the testing of household well water.</text></subsection><subsection id="HD7A104C6B9194FC3BB6FA7EF3B383662"><enum>(b)</enum><header>Contents</header><text>The Administrator shall include on the website established under subsection (a) the following:</text><paragraph id="HCD4CE6D46F94485C993A167788BD89B9" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">Information on how to get drinking water tested for a home served by an individual private well.</text></paragraph><paragraph id="H0330996495A54E69874CD9FB31721556"><enum>(2)</enum><text>A list of laboratories that analyze water samples and are certified by a State or the Administrator.</text></paragraph><paragraph id="HAB5B201D06694ADAA421DDFC8BAF1B71"><enum>(3)</enum><text>State-specific information, developed in coordination with each State, on naturally occurring and human-induced contaminants.</text></paragraph><paragraph id="H060685F4C3754EEFAD94D8895DF957C1"><enum>(4)</enum><text>Information that, using accepted risk communication techniques, clearly communicates whether a test result value exceeds a level determined by the Administrator or the State to pose a health risk.</text></paragraph><paragraph id="H59CD3CC79A2744B19670157760FF0409"><enum>(5)</enum><text display-inline="yes-display-inline">Information on treatment options, including information relating to water treatment systems certified to the relevant NSF/ANSI American National Standard for drinking water treatment units by a third-party certification body accredited by the ANSI National Accreditation Board.</text></paragraph><paragraph id="HD09B59F8DAEA47799BCDAA71118C9295"><enum>(6)</enum><text display-inline="yes-display-inline">A directory of whom to contact to report a test result value that exceeds a level determined by the Administrator or the State to pose a health risk.</text></paragraph><paragraph id="HA850EE5EE2CF428CA0689584130EA1B0"><enum>(7)</enum><text display-inline="yes-display-inline">Information on financial assistance that is available for homeowners to support water treatment, including grants under section 306E of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1926e">7 U.S.C. 1926e</external-xref>) and State resources.</text></paragraph><paragraph id="H80460B5913264B379B25B6DCB42A171F"><enum>(8)</enum><text>Any other information the Administrator considers appropriate.</text></paragraph></subsection><subsection id="HA9CD287C7C9A4F218F37B013844B4CE9"><enum>(c)</enum><header>Coordination</header><text>The Administrator shall coordinate with the Secretary of Health and Human Services, the Secretary of Agriculture, and appropriate State agencies in carrying out this section.</text></subsection><subsection id="H30FBE2F107104866AB79281C01A22A1F"><enum>(d)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section $1,000,000 for fiscal year 2022.</text></subsection></section></legis-body></bill>
