which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to award grants to States to implement a tick identification pilot program.</official-title></form><legis-body id="H3F20703145F546FD913AAA9CBCCA1356" style="OLC"><section id="H85EB343AAD274400864F5481269BA1C2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Tick Identification Pilot Program Act of 2021</short-title></quote>.</text></section><section id="HE6B21B3608CC4C7B8DCC59CB4F532DF7" section-type="subsequent-section"><enum>2.</enum><header>Tick identification pilot program</header><subsection id="H7B53FE0664484A4B8D6FB8FED7E3D125"><enum>(a)</enum><header>Establishment</header><text>The Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, may award grants to States to implement a tick identification program.</text></subsection><subsection id="HA3875C98C9DB433C8109035E23453699"><enum>(b)</enum><header>Priority</header><text>In awarding grants under this section, the Secretary shall give priority to States that—</text><paragraph id="H16BCF08CC80D44C685D5A05BB7C75210"><enum>(1)</enum><text>have more reported cases of Lyme disease; and</text></paragraph><paragraph id="H06781D30DD5E4414A8267B28210B5F4F"><enum>(2)</enum><text>submit an effective plan for implementation and maintenance of a tick identification program.</text></paragraph></subsection><subsection id="H3106BB51BD71459BB09AD3155F7E48BF"><enum>(c)</enum><header>Program requirements</header><text>Any program funded under this section shall—</text><paragraph id="HAFF93ED3FD0740658E526E639471C246"><enum>(1)</enum><text display-inline="yes-display-inline">allow individuals to submit electronically photo images of ticks encountered;</text></paragraph><paragraph id="HFF25B71C4BDD4AE3B92026BA24D04872"><enum>(2)</enum><text>require images of ticks to be submitted with the likely geographic location where the ticks were encountered, the date on which the ticks were encountered, and the likely physical location where the ticks were found (for example, on a pet, on a human, or loose);</text></paragraph><paragraph id="HD57B5644393D4F4DA2D2191CA4DE4BDC"><enum>(3)</enum><text>after review by a qualified professional, respond to the individual directly within 72 hours of the image being received with—</text><subparagraph id="H3E404FDAE3254827B48FFD2BA43E36F5"><enum>(A)</enum><text>if possible, identification of the species and life stage of the tick;</text></subparagraph><subparagraph id="H9292AFDBC2D546649C6852980AB551AE"><enum>(B)</enum><text>if possible, an estimate of the risk that the tick carried a tick-borne disease;</text></subparagraph><subparagraph id="H667C225269B143EB9924A9676A83EB97"><enum>(C)</enum><text>a recommendation of the best practices for the individual who encountered the tick, including with respect to seeking medical evaluation and submitting the tick for testing; and</text></subparagraph><subparagraph id="HA2C1EF8CFBBD4DF6B8B3167789FDA618"><enum>(D)</enum><text>additional education on best methods to avoid ticks and prevent contagion of tick-borne illnesses; and</text></subparagraph></paragraph><paragraph id="H7A64C176A6AD4296AEFD61F80D67801E"><enum>(4)</enum><text>maintain a database of reported tick incidents, including—</text><subparagraph id="H4B9AFDE382BD416C92AF24A5E4D07DFF"><enum>(A)</enum><text>the date, geographic location, and environment of the encounter;</text></subparagraph><subparagraph id="HAE805F0D718B4DEE84480541F3D4E172"><enum>(B)</enum><text>any identifying information about the tick that was determined; and</text></subparagraph><subparagraph id="HA1FD0337D78C4B04A5B53DC8C74CC277"><enum>(C)</enum><text>best practices that were disseminated to each reporting individual.</text></subparagraph></paragraph></subsection><subsection id="H2587ABCE0DFF4166AFA1141788BC6A8A"><enum>(d)</enum><header>Application</header><text>To seek a grant under this section, a State shall submit an application at such time, in such form, and containing such information as the Secretary may prescribe.</text></subsection><subsection id="H1CEBB71422954AA6A5A2D5875EBA2926"><enum>(e)</enum><header>Data collection; report</header><paragraph id="H7CF018EFD8414AD3B0CC92F6C38771AB"><enum>(1)</enum><header>Data collection</header><text>The Secretary shall collect, with respect to each State program funded under this section and each fiscal year, the following data:</text><subparagraph id="H2EE937111FFD4368B6CFE15A479D70F4"><enum>(A)</enum><text>The number of tick incidents reported.</text></subparagraph><subparagraph id="HBEE2C9F8F86D415499C8F1178B8B60DD"><enum>(B)</enum><text>For each incident reported—</text><clause id="H3CAAE74FEE5B4BB69D83A497B6E0B69C"><enum>(i)</enum><text>the date, geographic location, and environment of the encounter;</text></clause><clause id="H00967A1A49CC4DFB98319E3C07D8F24B"><enum>(ii)</enum><text>any identifying information about the tick that was determined; and</text></clause><clause id="HAEBD5111383F4DAABF27EDB667B24D4B"><enum>(iii)</enum><text>best practices that were disseminated to each reporting individual.</text></clause></subparagraph></paragraph><paragraph id="H7249F0BC1DB04D839F80BC776CF4846C"><enum>(2)</enum><header>Report</header><text>Not later than 90 days after the first day of each of fiscal years 2022 through 2025, the Secretary shall prepare and submit to the Congress a report on the data collected under paragraph (1).</text></paragraph></subsection><subsection id="HAA5A6B1E567240479A6063BA7B093B93"><enum>(f)</enum><header>Definition</header><text>In this Act:</text><paragraph id="HC149132ACAD445F9BF770735FC4DEB14"><enum>(1)</enum><text>The term <term>qualified professional</term> means a biologist with a background in vector biology.</text></paragraph><paragraph id="H640042BDD40147BDA596D627F3A836A9"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention.</text></paragraph></subsection></section></legis-body></bill>
