which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name>, and in addition to the Committee on <committee-name committee-id="HAS00">Armed Services</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require an annual report on cooperation between the National Guard and Taiwan, and for other purposes.</official-title></form><legis-body id="HE9A81E06BC8A49199062CD9A722E2836" style="OLC"><section id="H4B22658841F84DAB9BACC70350746C8D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Taiwan Partnership Act</short-title></quote>.</text></section><section id="H4E33DE31840F452588424C716F310B17"><enum>2.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that the United States should—</text><paragraph id="H4FE552762CDC46B9875B2A5FC7269FC0"><enum>(1)</enum><text>continue to support the development of capable, ready, and modern defense forces necessary for Taiwan to maintain a sufficient self-defense capability by increasing exchanges between senior defense officials and general officers of the United States and Taiwan at the strategic, policy, and functional levels, consistent with the Taiwan Travel Act (<external-xref legal-doc="public-law" parsable-cite="pl/115/135">Public Law 115–135</external-xref>; 132 Stat. 341), especially for the purposes of—</text><subparagraph id="H7B3CE2EA2CF44A5894F0320A2DE0E958"><enum>(A)</enum><text>improving the interoperability of the military forces of the United States and Taiwan;</text></subparagraph><subparagraph id="HDD54ACE145C349ADB63F0A4FF0A890CE"><enum>(B)</enum><text>improving the reserve force of Taiwan;</text></subparagraph><subparagraph id="H0057EC00873540CA88B934AA5F65E222"><enum>(C)</enum><text>expanding cooperation in humanitarian assistance and disaster relief; and</text></subparagraph><subparagraph id="HB18F9DA6AD8F4EC999B23552AB8695C2"><enum>(D)</enum><text>expanding military to military medical cooperation;</text></subparagraph></paragraph><paragraph id="H3408A13701674D80919DF8C2A316CC52"><enum>(2)</enum><text>expand and strengthen Taiwan’s capability to conduct security activities, including traditional activities of the combatant commands, cooperation with the National Guard, and through multilateral activities; and</text></paragraph><paragraph id="H7C1A6169C6C44BF6A11AC8E01FAB77C4"><enum>(3)</enum><text display-inline="yes-display-inline">using appropriate authorities and consistent with the Taiwan Relations Act (<external-xref legal-doc="public-law" parsable-cite="pl/96/8">Public Law 96–8</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/22/3301">22 U.S.C. 3301 et seq.</external-xref>), seek to develop a partnership between the National Guard and Taiwan as a means of maintaining a sufficient self-defense capability.</text></paragraph></section><section id="HC24C3096156A4209A78F03497ED55D6E"><enum>3.</enum><header>Annual report on cooperation between the National Guard and Taiwan</header><subsection id="HE38F476E12094B1B94984E6AAAEAD6CA"><enum>(a)</enum><header>In general</header><text>Not later than February 15, 2022, and annually thereafter, the Secretary of Defense shall submit to the congressional defense committees (as defined in section 101 of title 10, United States Code) a report on the feasibility and advisability of enhanced cooperation between the National Guard and Taiwan.</text></subsection><subsection id="H09991836EBD34CFC8C8FD5BB4A23471D"><enum>(b)</enum><header>Elements</header><text>Each report required by subsection (a) shall include the following:</text><paragraph id="HD9C6270CE7E540F6A71515CE609614E8"><enum>(1)</enum><text>A description of the cooperation between the National Guard and Taiwan during the preceding calendar year, including mutual visits, exercises, training, and equipment opportunities.</text></paragraph><paragraph id="HDD0F06853D0544C89BED2DEB3E4AE6E6"><enum>(2)</enum><text>An evaluation of the feasibility of enhancing cooperation between the National Guard and Taiwan on a range of activities, including—</text><subparagraph id="H8D2781813A2642DA9C8E861652E83A62"><enum>(A)</enum><text>disaster and emergency response;</text></subparagraph><subparagraph id="HA4F36700A5164922BB5354C8D2F06A2B"><enum>(B)</enum><text>cyber defense and communications security;</text></subparagraph><subparagraph id="H7CB70CF516594A4F893D2EC09CA32AE9"><enum>(C)</enum><text>military medical cooperation;</text></subparagraph><subparagraph id="H1609AA3F1EE642029D48ABF371B4F324"><enum>(D)</enum><text display-inline="yes-display-inline">cultural exchange and education of members of the National Guard in Mandarin Chinese; and</text></subparagraph><subparagraph id="HADF8EDBE22F04E40AA7B9959BFD5E755"><enum>(E)</enum><text>programs for National Guard advisors to assist in training the reserve components of the military forces of Taiwan.</text></subparagraph></paragraph><paragraph id="HEE5647BAD9FC4242BE8D715D3A29F5C3"><enum>(3)</enum><text>Recommendations to enhance such cooperation and improve interoperability, including through familiarization visits, cooperative training and exercises, and co-deployments.</text></paragraph><paragraph id="H610EAFF07DEC409CBEF10D01703B0E5E"><enum>(4)</enum><text>Any other matter the Secretary of Defense determines appropriate.</text></paragraph></subsection></section></legis-body></bill>
