R. 4517</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210719">July 19, 2021</action-date><action-desc><sponsor name-id="G000589">Mr. Gooden of Texas</sponsor> (for himself, <cosponsor name-id="B001291">Mr. Babin</cosponsor>, <cosponsor name-id="P000601">Mr. Palazzo</cosponsor>, <cosponsor name-id="C000059">Mr. Calvert</cosponsor>, and <cosponsor name-id="W000814">Mr. Weber of Texas</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit international travel by the Secretary of State until all passport agencies are fully reopened, and for other purposes.</official-title></form><legis-body id="H983A8ED313AC4C4EA2BFC585EF4157A3" style="OLC"><section id="HB63F8B8BC9324113BBABF692CCBE05A4" section-type="section-one"><enum>1.</enum><header>Prohibition on certain travel and report relating to Department of State passport processing</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, no Federal funds may be obligated or expended for the travel expenses of the Secretary of State to travel outside of the United States until each of the following conditions are satisfied:</text><paragraph id="HCE226152BF1744B79313072ADCDE63F5"><enum>(1)</enum><text>All passport agencies are fully reopened.</text></paragraph><paragraph id="H2AF6EBEF22344F9797980ED9048FCC56"><enum>(2)</enum><text>Routine passport service takes less than eight weeks, and expedited passport service takes less than six weeks.</text></paragraph><paragraph id="H499324943C4B482AB7B1197C84F841C6"><enum>(3)</enum><text>Submits to the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate a report that includes recommendations to improve passport services and processing times, including information relating to Department of Treasury-operated Citibank lockboxes, modernizing passport processing, and Department of State guidelines and protocols related to the Department's Diplomacy Strong framework operations.</text></paragraph></section></legis-body></bill>
