<subsection id="H075ABC28A88A46B787ECA62767F4A6C4"><enum>(a)</enum><header>Short title</header><text display-inline="yes-display-inline">This Act may be cited as the <quote><short-title>Health Enterprise Zones Act of 2021</short-title></quote>.</text></subsection> <subsection id="HFCA3CCCC380741468D14CD506088A73F"><enum>(b)</enum><header>Table of contents</header><text display-inline="yes-display-inline">The table of contents of this Act is as follows:</text>

<section id="HA7BB82E0292A4B44A767DCC1D966DC35"><enum>2.</enum><header>Designation of Health Enterprise Zones</header>
<subsection id="HA92B3DFD94BE495484CFB01240E48C7E"><enum>(a)</enum><header>Designation</header>
<paragraph id="H70EA343BF2564021907AE3F3F2CF5F08"><enum>(1)</enum><header>In general</header><text>Not later than 18 months after the date of enactment of this Act, the Secretary shall, pursuant to applications submitted under subsection (c), designate areas as Health Enterprise Zones to reduce health disparities and improve health outcomes in such areas.</text></paragraph> <paragraph id="HB84F86F6971D47AA9F1FD2DB8EA0F21C"><enum>(2)</enum><header>Eligibility of area</header><text>To be designated as a Health Enterprise Zone under this section, an area must—</text>
<subparagraph id="HDB0D8AA3275B4DA4A15C515A711B6898"><enum>(A)</enum><text display-inline="yes-display-inline">be a contiguous geographic area in one census tract or ZIP Code;</text></subparagraph> <subparagraph id="H33D0B61F78A044019025DB1AC497F392"><enum>(B)</enum><text>have measurable and documented racial, ethnic, or geographic health disparities and poor health outcomes, demonstrated by—</text>
<clause id="HA9BC650CFB1A48FEA6B37A1544B199B9" commented="no"><enum>(i)</enum><text display-inline="yes-display-inline">average income below 150 percent of the Federal poverty line;</text></clause> <clause id="HE38C125388E341398DED53AA88440EB4"><enum>(ii)</enum><text display-inline="yes-display-inline">a rate of participation in the special supplemental nutrition program under section 17 of the Child Nutrition Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/42/1786">42 U.S.C. 1786</external-xref>) that is higher than the national average rate of participation in such program; and</text></clause>
<clause id="HEC3A9208850A4FFB9F1DD4CDA152B580"><enum>(iii)</enum><text>lower life expectancy than the national average;</text></clause> <clause id="H57B5C9B2CBF04C74B07FB6000425C294"><enum>(iv)</enum><text>a higher percentage of instances of low birth weight than the national average; or</text></clause>
<clause id="H49184642B45E4F8EA8EA20A9FD4B3829"><enum>(v)</enum><text>designation under section 332 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254e">42 U.S.C. 254e</external-xref>) as a health professional shortage area; and</text></clause></subparagraph> <subparagraph id="H469BB47C224E48008B6D4C635A70AF79"><enum>(C)</enum><text display-inline="yes-display-inline">are part of a Metropolitan Statistical Area or Micropolitan Statistical Area identified by the Office of Management and Budget.</text></subparagraph></paragraph></subsection>
<subsection id="H1BE54B32E5D1459EA39D60E63AFBD2C6"><enum>(b)</enum><header>Solicitation of applications</header><text>The Secretary shall—</text> <paragraph id="H9EFDC5CACFCC4FBE9D097950C30834A0"><enum>(1)</enum><text>not later than 12 months after the date of enactment of this Act, solicit applications under subsection (c); and</text></paragraph>
<paragraph id="H3E4FC7E5558640ADB9E02D9885763ADC"><enum>(2)</enum><text display-inline="yes-display-inline"> publish on the website of the Department of Health and Human Services—</text> <subparagraph id="H96C30F26A8E54703A44206D105B0A37D"><enum>(A)</enum><text>the names of all applicants, together with the names of each applicant’s coalition partners; and</text></subparagraph>
<subparagraph id="HA358DE7A4D6245468B62D3102F9AB7E8"><enum>(B)</enum><text>a description of all areas proposed to be designated as Health Enterprise Zones.</text></subparagraph></paragraph></subsection> <subsection id="H4352E1FF2EC647319988ED4DF7E559E2"><enum>(c)</enum><header>Submission of applications</header><text display-inline="yes-display-inline">To seek the designation of an area as a Health Enterprise Zone, a community-based nonprofit organization or local governmental agency, in coalition with an array of health care providers, hospitals, nonprofit community health clinics, health centers, social service organizations, and other related organizations shall submit an application to the Secretary.</text></subsection>
<subsection id="H7F5BC0D1AF0E45ED8A61F493816F5514"><enum>(d)</enum><header>Contents</header><text>An application under subsection (c) shall—</text> <paragraph id="H3035DE111C934CC38A3C7FD5396A8A72"><enum>(1)</enum><text>include an effective and sustainable plan with respect to the area proposed for designation—</text>
<subparagraph id="H4FA819653303460B9405257E327B06E5"><enum>(A)</enum><text>to reduce health disparities;</text></subparagraph> <subparagraph id="H40458C9EB5204B8FA34AAB21E998A572"><enum>(B)</enum><text>to reduce the costs of, or to produce savings to, the health care system;</text></subparagraph>
<subparagraph id="H7F5A1D108D8444C2954F0AEB6A682C22"><enum>(C)</enum><text>to improve health outcomes; and</text></subparagraph> <subparagraph id="H65F7D3EA9CE542DEB0A7BFC71EAB949C"><enum>(D)</enum><text>to utilize one or more of the incentives established pursuant to sections 4, 5, 6, and 7 to address health care provider capacity, improve health services delivery, effectuate community improvements, or conduct outreach and education efforts; and</text></subparagraph></paragraph>
<paragraph id="HFFD93DF83E784CCD80BF61FC3735CE39"><enum>(2)</enum><text display-inline="yes-display-inline">identify specific diseases or indicators of health for improvement of health outcomes in such area, including at least one of the following: cardiovascular disease, asthma, diabetes, dental health, behavioral health, maternal and birth health, sexually transmitted infections, and obesity.</text></paragraph></subsection> <subsection id="HA65D687A04454BB490FD9A8CD5A98212"><enum>(e)</enum><header>Considerations</header><text>The Secretary—</text>
<paragraph id="HE408F02CB2B944FE9B3C5BF2141D8BE9"><enum>(1)</enum><text>shall consider geographic diversity, among other factors, in selecting areas for designation as Health Enterprise Zones; and</text></paragraph> <paragraph id="HA318D6A3091747609FC4DC872ECDCDB3"><enum>(2)</enum><text>may conduct outreach efforts to encourage a geographically diverse pool of applicants, including for designating Health Enterprise Zones in rural areas.</text></paragraph></subsection>
<subsection id="HCD1EC285BF6E4259849F346F565BB265"><enum>(f)</enum><header>Priority</header><text>In selecting areas for designation as Health Enterprise Zones, the Secretary shall give higher priority to applications based on the extent to which they demonstrate the following:</text> <paragraph id="HCE71D4A3350A4B6BBD7BF84EC5994ACB"><enum>(1)</enum><text>Support from, and participation of, key stakeholders in the public and private sectors in the area proposed for designation, including residents and local governments of such area.</text></paragraph>
<paragraph id="H26205E2687C446E6A18C8DE0215B8A51"><enum>(2)</enum><text>A plan for long-term funding and sustainability.</text></paragraph> <paragraph id="H0DFD223EA331491E89F6FE253E4100A0"><enum>(3)</enum><text display-inline="yes-display-inline">Supporting funds from the private sector.</text></paragraph>
<paragraph id="HDE777FC97ADA4DC48660DC54E08E422E"><enum>(4)</enum><text>Integration with any applicable State health improvement process or plan.</text></paragraph> <paragraph id="H7EBD9D584DEB4F56A714A0DD5D609F25"><enum>(5)</enum><text>A plan for evaluation of the impact of designation of such area as a Health Enterprise Zone.</text></paragraph>
<paragraph id="H7A6D5D7B868D4552A0F0FD46A58C4184" commented="no"><enum>(6)</enum><text display-inline="yes-display-inline"> A plan to utilize existing State tax credits, grants, or other incentives to reduce health disparities and improve health outcomes in the proposed Health Enterprise Zone.</text></paragraph> <paragraph id="H5546280F077E4C499BE64E00B617EE78"><enum>(7)</enum><text>Such other factors as the Secretary determines are appropriate to demonstrate a commitment to reduce health disparities and improve health outcomes in such area.</text></paragraph></subsection>
<subsection id="H7CB58B8CDE4D4778819BAAE8E27A7023"><enum>(g)</enum><header>Period of designation</header><text display-inline="yes-display-inline">The designation under this section of any area as a Health Enterprise Zone shall expire at the end of the period of 10 fiscal years following the enactment of this Act.</text></subsection></section> <section id="HFCFE5B37464B4F32A19483AE62C58DD1"><enum>3.</enum><header>Consultation</header><text display-inline="no-display-inline">The Secretary shall carry out this Act in consultation with—</text>
<paragraph id="HCBAB0A7344B44797A8F3AE9A56603E73"><enum>(1)</enum><text>the Secretary of Housing and Urban Development; and</text></paragraph> <paragraph id="HD05C0063F64E44A3954992A1C62F0896"><enum>(2)</enum><text>the Deputy Assistant Secretary for Minority Health.</text></paragraph></section>
<section id="H604C301A4CC14A90A996F4AE30733C8B" commented="no" section-type="subsequent-section"><enum>4.</enum><header>Tax incentives</header>
<subsection id="H1EF0C8110D3E4472A1284843761816E2" commented="no"><enum>(a)</enum><header>Work opportunity credit for hiring Health Enterprise Zone workers</header>
<paragraph id="HBF19C102288D453C976A4BCF4A7BFA10" commented="no"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/51">Section 51(d)(1)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>or</quote> at the end of subparagraph (I), by striking the period at the end of subparagraph (J) and inserting <quote>, or</quote>, and by adding at the end the following new subparagraph:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H3DE1CBAD4A494985B4EBC665A07D3F99"> <subparagraph id="H55C9707BC13241689C329CD9DEAFDB3C" commented="no"><enum>(K)</enum><text>a qualified Health Enterprise Zone worker, to the extent that the qualified first-year wages with respect to such worker are paid for qualified Health Enterprise Zone work.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph>
<paragraph id="HA44C0B3C2AA54AD3BD2A8B4AB52BBC47" commented="no"><enum>(2)</enum><header>Qualified Health Enterprise Zone worker</header><text>Section 51(d) of such Code is amended by adding at the end the following new paragraphs:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H0BA15CB248464D98A63F26CCE8550905"> <paragraph id="H21DF563F1EE0492B9D2564E7A3E3F6B5" commented="no"><enum>(16)</enum><header>Qualified Health Enterprise Zone worker</header><text display-inline="yes-display-inline">The term <term>qualified Health Enterprise Zone worker</term> means any individual who is certified by the designated local agency as having (as of the hiring date) a principal place of employment within a Health Enterprise Zone (as such term is defined in section 9 of the <short-title>Health Enterprise Zones Act of 2021</short-title>). </text></paragraph>
<paragraph id="HA48E0F1E99C04611B52325C5C9D03DCA" commented="no"><enum>(17)</enum><header>Qualified Health Enterprise Zone work</header><text display-inline="yes-display-inline">The term <term>qualified Health Enterprise Zone work</term> means employment by a Health Enterprise Zone practitioner (as such term is defined in section 9 of the <short-title>Health Enterprise Zones Act of 2021</short-title>), the primary official duties of which promote access to healthcare in a Health Enterprise Zone (as such term is defined in section 9 of the <short-title>Health Enterprise Zones Act of 2021</short-title>).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> <paragraph id="H51D9489517944087B134BC1227EB7909" commented="no"><enum>(3)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall apply to amounts paid or incurred after the date of the enactment of this Act to individuals who begin work for the employer after such date.</text></paragraph></subsection>
<subsection id="H0E40FD3F6DBA486E82A820AF0D5AFB0C" commented="no"><enum>(b)</enum><header>Credit for Health Enterprise Zone workers</header>
<paragraph id="HB95C30033E1C422BB045028554DB270A" commented="no" display-inline="no-display-inline"><enum>(1)</enum><header>In general</header><text>Subpart A of part IV of subchapter A of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/26/1">chapter 1</external-xref> of the Internal Revenue Code of 1986 is amended by inserting after section 25D the following new section:</text> <quoted-block id="HBF53201166284E35904834B11713D23B"> <section id="HE8018C11050F4456B37E7046C2B92008" commented="no"><enum>25E.</enum><header>Credit for qualified Health Enterprise Zone workers</header> <subsection id="H3C7B094E410F464DB6C3020C4118AE20" commented="no"><enum>(a)</enum><header>Allowance of credit</header><text display-inline="yes-display-inline">In the case of a qualified Health Enterprise Zone worker, there shall be allowed as a credit against the tax imposed by this chapter for a taxable year an amount equal to 40% of wages received for qualified Health Enterprise Zone work. </text></subsection>
<subsection id="H9606543BCB3D4AF5AB8D8D1B902C7713" commented="no"><enum>(b)</enum><header>Definitions</header><text>For purposes of this section—</text> <paragraph id="H1E99B2F6F85D491BB40A419B3BBF0CC2"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>qualified Health Enterprise Zone worker</term> means, with respect to wages, an individual whose principal place of employment while earning such wages is within a Health Enterprise Zone (as such term is defined in section 9 of the <short-title>Health Enterprise Zones Act of 2021</short-title>).</text></paragraph>
<paragraph id="H11F983F31C144D8D9B80DB1CCBC1549B"><enum>(2)</enum><text>The term <term>qualified Health Enterprise Zone work</term> has the meaning given such term in section 51.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> <paragraph id="H5E82223FFAF24AB39ABF9B96613FAEA8" commented="no"><enum>(2)</enum><header>Clerical amendment</header><text>The table of sections for subpart A of part IV of subchapter A of chapter 1 of such Code is amended by inserting after the item relating to section 25D the following new item:</text>

<toc-entry level="section">Sec. 25E. Credit for qualified Health Enterprise Zone workers.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph>
<paragraph id="HD3A200BCC93E4BA38E7B9629EFF58989"><enum>(3)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall apply to amounts paid or incurred after the date of the enactment of this Act.</text></paragraph></subsection></section> <section id="HF154BE05126E4E0B9160CBD1A63E0DC6"><enum>5.</enum><header>Grants</header> <subsection id="HF209A57A63D6410B9D2CC64B312E2C00"><enum>(a)</enum><header>Authorization</header><text display-inline="yes-display-inline">For each area designated under section 2 as a Health Enterprise Zone, the Secretary may award a grant to the community-based nonprofit organization or local governmental agency that applied for such designation to support such applicant and its coalition partners in reducing health disparities and improving health outcomes in such area.</text></subsection>
<subsection id="H5F8E420BBC9445488E0150512D3355C7"><enum>(b)</enum><header>Use of funds</header><text display-inline="yes-display-inline">Programs and activities funded through a grant under this section shall be consistent with the grantee’s plan submitted pursuant to section 2(d)(1) and may include the following:</text> <paragraph id="H5011929838FF4EABB1177B4599F1AE39" commented="no"><enum>(1)</enum><header>Subgrants to health care practitioners</header> <subparagraph id="H050200EBAB1A4A728AC0614A8649BBE0"><enum>(A)</enum><header>In general</header><text>For the purpose of improving or expanding the delivery of health care in the respective Health Enterprise Zone, the grantee may award subgrants to Health Enterprise Zone practitioners to defray costs related to innovative strategies listed in paragraph (2).</text></subparagraph>
<subparagraph id="H4A01729B8CBB40019CBBA9FE4BB7AD20"><enum>(B)</enum><header>Eligibility</header><text>To be eligible to receive a subgrant pursuant to subparagraph (A), a Health Enterprise Zone practitioner shall—</text> <clause id="HBA0AD2569F39492EAED37CE9D3271B7C"><enum>(i)</enum><text>own or lease a health care facility in the Health Enterprise Zone; or</text></clause>
<clause id="HF98D9C29E952418B83EB6A347EEF9C59"><enum>(ii)</enum><text>provide health care in such a facility.</text></clause></subparagraph> <subparagraph id="H5C792D6D65E0460286B4F1EDD3BF7D25"><enum>(C)</enum><header>Amount</header><text>The amount of a subgrant under subparagraph (A) may not exceed the lesser of—</text>
<clause id="HABEB1482253040A191EB380898B836AA"><enum>(i)</enum><text>$5,000,000; or</text></clause> <clause id="H8D07E109C9734E08967065F8855EC45A"><enum>(ii)</enum><text>50 percent of the costs of the equipment, or capital or leasehold improvements, to be defrayed using the subgrant to implement innovative strategies listed in paragraph (2).</text></clause></subparagraph></paragraph>
<paragraph id="H8B1F46E8A9E34DADB0CA42748CEB007B"><enum>(2)</enum><header>Innovative strategies</header><text>A grantee (or subgrantee) may use a grant received under this section (or a subgrant received under paragraph (1)) to implement innovative public health strategies in the respective Health Enterprise Zone, which strategies may include—</text> <subparagraph id="HEB57773D2381485D86914EE27093BE80"><enum>(A)</enum><text>internships and volunteer opportunities for students who reside in the Health Enterprise Zone;</text></subparagraph>
<subparagraph id="HFD33135A12C84823BC1D720BC62CECD8"><enum>(B)</enum><text>funding resources to improve health care provider capacity to serve non-English speakers;</text></subparagraph> <subparagraph id="HCDF319FB6E324152B232BEF1BBA5650F"><enum>(C)</enum><text>operation of medical, mental and behavioral health, and dental mobile clinics;</text></subparagraph>
<subparagraph id="HA42398E9DD94443DB2D79DC1F4BEE9A8"><enum>(D)</enum><text>provision of transportation to and from medical appointments for patients;</text></subparagraph> <subparagraph id="H3F57ECBDCDD1450AB46AEEEA23664C10"><enum>(E)</enum><text>funding resources to improve access to healthy food, recreation, and high-quality housing;</text></subparagraph>
<subparagraph id="H2012439170E94A2E95EB1B92396A00DE"><enum>(F)</enum><text>capital or leasehold improvements to a health care facility in the respective Health Enterprise Zone; and</text></subparagraph> <subparagraph id="H1263705D82644F0E9F81FC53A0101F42"><enum>(G)</enum><text>medical or dental equipment to be used in such a facility.</text></subparagraph></paragraph></subsection></section>
<section id="H6DB6D920AAB24AD2BB034A9C1166BDB2"><enum>6.</enum><header>Student loan repayment program</header>
<subsection id="HE7E59AEDDF5F4389B1533C38958A2161"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall carry out a loan repayment program under which the Secretary enters into agreements with eligible Health Enterprise Zone practitioners to make payments on the principal and interest of the eligible educational loans of such practitioners for each year such practitioners agree to provide health care services in a Health Enterprise Zone.</text></subsection> <subsection id="H25D069171C83436885A5418C24CB3376"><enum>(b)</enum><header>Limitations</header><text>In entering into loan repayment agreements under this section, the Secretary may not agree to—</text>
<paragraph id="H9F64BA66378A4288A0E345A1CAD13DDD"><enum>(1)</enum><text>make payments for more than 10 years with respect to a practitioner; or</text></paragraph> <paragraph id="HBAB58A810D06469FA369BBF687B159B2"><enum>(2)</enum><text>pay more than $10,000 per year, or more than a total of $100,000, with respect to a practitioner.</text></paragraph></subsection>
<subsection id="H1F4328981F5944938FA8A4951273673A"><enum>(c)</enum><header>Ineligibility for double benefits</header><text display-inline="yes-display-inline">No borrower may, for the same service, receive a reduction of loan obligations or a loan repayment under both—</text> <paragraph id="H2BB6DD2F1B2747379986DF0D9E7EBF3B"><enum>(1)</enum><text>this section; and</text></paragraph>
<paragraph id="HF3799F7A762C433FA0FF48D3247047AC"><enum>(2)</enum><text>any federally supported loan forgiveness program, including under section 338B, 338I, or 846 of this Act, or section 428J, 428L, 455(m), or 460 of the Higher Education Act of 1965.</text></paragraph></subsection> <subsection id="H7DC4ED88437E456B87B3840FF978A261"><enum>(d)</enum><header>Definitions</header><text>In this section:</text>
<paragraph id="HDDC5A16062E14EF993CD30D459136CCF"><enum>(1)</enum><text>The term <term>eligible educational loan</term> means any federally funded or guaranteed student loan as determined appropriate by the Secretary in coordination with the Secretary of Education.</text></paragraph> <paragraph id="HEB398A1C2AD141A29AFCAF567B4A8586"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>eligible Health Enterprise Zone practitioner</term> means a Health Enterprise Zone practitioner who agrees—</text>
<subparagraph id="HF0B2F57179914D23A6AFCC457D4DADB1"><enum>(A)</enum><text>to provide health care services in a Health Enterprise Zone for a specified period that is not less than one year; and</text></subparagraph> <subparagraph id="H38B85E8FDD7C4F1CA5DC971CA1398C54"><enum>(B)</enum><text>has one or more eligible educational loans.</text></subparagraph></paragraph></subsection></section>
<section id="HEA7002095EB649618A5C8C211B8D8E97"><enum>7.</enum><header>10-percent increase of payment for items and services payable under Medicare Part B furnished in Health Enterprise Zones</header><text display-inline="no-display-inline">Section 1833(a) of the Social Security Act (42 U.S.C.1395l(a)) is amended by inserting before the period at the end the following: <quote>. With respect to items and services payable under this part that are furnished in a Health Enterprise Zone (as defined in section 9 of the <short-title>Health Enterprise Zones Act of 2021</short-title>) during the period beginning on the first day an area is designated a Health Enterprise Zone under section 2(a)(1) of such Act and ending on the last day of the fiscal year that is 10 fiscal years following the enactment of this Act, the payment rates otherwise established for such items and services shall be increased by 10 percent. The cost-sharing requirements (if any) applicable to an item or service described in the preceding sentence furnished to an individual shall be calculated as if such preceding sentence did not apply</quote>.</text></section> <section id="H72E030F8D84F434DA3B872C13D2692B1"><enum>8.</enum><header>Reporting</header> <subsection id="H5B3288E617D1454388162A72173FF205"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than the end of each fiscal year in the period of 10 fiscal years following the date of enactment of this Act, the Secretary shall submit to the Congress a report on the implementation of this Act and the results thereof.</text></subsection>
<subsection id="H25CEF64C09194E1EAF7C237B01909E94"><enum>(b)</enum><header>Contents</header><text>Each report under subsection (a) shall—</text> <paragraph id="H6049846CA68748D5AAA37A4F4F559E3B"><enum>(1)</enum><text>specify the number and types of incentives provided pursuant to this Act in each Health Enterprise Zone designated under section 2;</text></paragraph>
<paragraph id="H82AD17B6AFB148CA802E63BB73702760"><enum>(2)</enum><text display-inline="yes-display-inline">include evidence of the extent to which the incentives utilized by each Health Enterprise Zone have succeeded—</text> <subparagraph id="H074EE64B213E4CF986E2BDE16A04E6D8"><enum>(A)</enum><text display-inline="yes-display-inline">in attracting health care practitioners to practice in Health Enterprise Zones;</text></subparagraph>
<subparagraph id="H412F66C699934A9288C8DB0CB212CCE1"><enum>(B)</enum><text display-inline="yes-display-inline">in reducing health disparities and improving health outcomes in Health Enterprise Zones; and</text></subparagraph> <subparagraph id="H4DF0ADFE66F24362A761EA94463ED513"><enum>(C)</enum><text display-inline="yes-display-inline">in reducing health costs and hospital admissions and readmissions in Health Enterprise Zones.</text></subparagraph></paragraph></subsection></section>
<section id="HB712A445E53240B8B5210D4CA88A5C31"><enum>9.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="H43234A516D49403C9FD2B0F5C251A066"><enum>(1)</enum><text>The term <term>Health Enterprise Zone</term> means an area designated under section 2 as a Health Enterprise Zone. </text></paragraph>
<paragraph id="H445004639CEB46AB8C3A29B3EC1BE191"><enum>(2)</enum><text>The term <term>Health Enterprise Zone practitioner</term> means a health care practitioner who—</text> <subparagraph id="H0666926373584B4D8A08C6A6E97FBD5C"><enum>(A)</enum><text>is licensed or certified in accordance with applicable State law to treat patients in the respective Health Enterprise Zone;</text></subparagraph>
<subparagraph id="HD8CC7A762C414748A415D3633654073B"><enum>(B)</enum><text>provides—</text> <clause id="HD6DDD2A6719141468F16359CAED46F58"><enum>(i)</enum><text>primary care, which may include obstetrics, gynecological services, pediatric services, or geriatric services;</text></clause>
<clause id="H2C8A82ECC1224BA3A41A91E481EF4AF1"><enum>(ii)</enum><text>behavioral health services, which may include mental health or substance use disorder services; or</text></clause> <clause id="HCE930F9033FE457DB8BD8601D3A8729B"><enum>(iii)</enum><text>dental services; and</text></clause></subparagraph>
<subparagraph id="H7DFE8B0441E5428395474FD9C6BD4F01"><enum>(C)</enum><text>is a participating provider of services or supplier under the Medicare program under title XVIII of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395">42 U.S.C. 1395 et seq.</external-xref>) or a participating provider under a State plan under title XIX of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396 et seq.</external-xref>).</text></subparagraph></paragraph> <paragraph id="HF2330D2492FE45ADADCE43DE188958E4"><enum>(3)</enum><text>The term <term>Secretary</term> means the Secretary of Health and Human Services. </text></paragraph></section>
<section id="H1ADE57634FD048A69BDCBDE4C657E8AD"><enum>10.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">To carry out this Act, there is authorized to be appropriated such sums as may be necessary for the period of 10 fiscal years following the date of enactment of this Act.</text></section> </legis-body> </bill>
