R. 4506</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210719">July 19, 2021</action-date><action-desc><sponsor name-id="A000369">Mr. Amodei</sponsor> (for himself and <cosponsor name-id="L000588">Mr. Lamb</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Veterans Affairs to furnish tests and vaccinations to veterans during public health emergencies.</official-title></form><legis-body id="H86532F8A219841789E97EBD1DBC955B6" style="OLC"><section commented="no" display-inline="no-display-inline" section-type="section-one" id="HE7526C43DD264CB9BAB77432567CDF45"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans’ Access to Care Concerning Inoculations Needed in Emergency Situations Act</short-title></quote> or the <quote><short-title>VACCINES Act</short-title></quote>. </text></section><section id="H9F8D3A1846B647CBA816DB0F4D9E76E5"><enum>2.</enum><header>Testing and vaccinations of veterans during public health emergency</header><subsection commented="no" display-inline="no-display-inline" id="H0BF6FFBAA8104C2B9286C6D0F15C0CC8"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/17">chapter 17</external-xref> of title 38, United States Code, is amended by adding at the end the following new section:</text><quoted-block style="USC" display-inline="no-display-inline" id="HE463D291E9F143FFB4ADC38380A15A12"><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H4518B2A62B32486DB0CD7989314AE943"><enum>1720K.</enum><header>Testing and vaccinations during public health emergency</header><subsection id="HD707F10C2FCC45D6BC5862D619593B12"><enum>(a)</enum><header>Testing and vaccinations</header><text display-inline="yes-display-inline">During a public health emergency, the Secretary shall furnish to veterans—</text><paragraph id="H64FF2357273540799FC840AB0CB907B0"><enum>(1)</enum><text>diagnostic products to detect the disease relating to the emergency; and</text></paragraph><paragraph id="H87E8C582EFB64F799B344D62821C33D2"><enum>(2)</enum><text>vaccinations for such disease.</text></paragraph></subsection><subsection id="HF221C8BDE2774377BDADCC09F8CC2919"><enum>(b)</enum><header>Prohibition on copayments</header><text display-inline="yes-display-inline">The Secretary may not require any copayment or other cost sharing under this chapter for any diagnostic product or vaccine furnished under subsection (a).</text></subsection><subsection id="H054287E5665140CCAECF560CCE902313"><enum>(c)</enum><header>Outreach</header><text display-inline="yes-display-inline">The Secretary shall conduct outreach to ensure that veterans are aware of the diagnostic products and vaccines furnished under subsection (a) during a public health emergency.</text></subsection><subsection id="H19F1500D25A74A838EBCBC1531CEE0FA"><enum>(d)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HBACC65857C7C4E71AB6E297511B273DD"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>public health emergency</term> means a period in which an emergency is declared by a Federal authority.</text></paragraph><paragraph id="H11AB685CAED1442B8EFC44966EFC3CF4"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>veteran</term> includes—</text><subparagraph id="H7F3EE86F89EF47F7BABDC7679AEEEADE"><enum>(A)</enum><text>any veteran without regard to whether the veteran is enrolled, or is eligible to enroll, in the system of annual patient enrollment of the Department established and operated under section 1705(a) of this title; and</text></subparagraph><subparagraph id="HCAC58D0F13A64146A10DDF8569E66BCE"><enum>(B)</enum><text display-inline="yes-display-inline">a veteran who is eligible for care under section 1724.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="H2B8D83B3C0D246D0AFDD8384B74E454B"><enum>(b)</enum><header display-inline="yes-display-inline">Clerical amendment</header><text display-inline="yes-display-inline">The table of sections at the beginning of subchapter II of chapter 17 of such title is amended by inserting after the item relating to section 1720J the following new item:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HC5CA28F9E52E4EA2AB0D5DC9E0260A85"><toc><toc-entry bold="off" level="section">1720K. Testing and vaccinations during public health emergency.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
