R. 44</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210104">January 4, 2021</action-date><action-desc><sponsor name-id="B001302">Mr. Biggs</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 28, United States Code, to provide that the United States district court for the District of Columbia shall have exclusive jurisdiction over actions arising under the immigration laws, and for other purposes.</official-title></form><legis-body id="HB5316DDD2F824D149A9C591CFFA8564D" style="OLC"><section id="H75779031F2A44D27B4D312055FF7857C" section-type="section-one"><enum>1.</enum><header>Jurisdiction over cases arising under the immigration laws</header><subsection id="H641E241F4DE243E5A15E00C64F2C51BB"><enum>(a)</enum><header>In General</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/28/85">Chapter 85</external-xref> of title 28, United States Code, is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="HDD51ABE0F88E4E588DFB2516A7A98211" style="USC"><section commented="no" display-inline="no-display-inline" id="HF30DD2191E80451C8E307D882035F08D" section-type="subsequent-section"><enum>1370.</enum><header>Jurisdiction over cases arising under the immigration laws</header><subsection id="HE3DA3B726C43470D8701CA97D2D60FF7"><enum>(a)</enum><text>Notwithstanding any other provision of law, the district court for the District of Columbia shall have exclusive jurisdiction over—</text><paragraph id="H9A19902DA8DA466E95AE91827759CA66"><enum>(1)</enum><text>any case arising under the immigration laws (as such term is defined in section 101 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101</external-xref> et seq.)); or</text></paragraph><paragraph id="H0D7E66BE5C7544FA89A34178631A24BC"><enum>(2)</enum><text>any claim brought by any foreign national challenging an order of removal from the United States or any other action authorized under the Immigration and Nationality Act.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H6AE1B0C6282A4602962370AF5522D472"><enum>(b)</enum><header>Table of sections</header><text>The table of sections at the beginning of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/28/84">chapter 84</external-xref> of title 28, United States Code, is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H2825F2D1C9674239BD0320B9CFD0E3E4" style="OLC"><toc><toc-entry level="section">1370.
