R. 4465</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210716">July 16, 2021</action-date><action-desc><sponsor name-id="L000562">Mr. Lynch</sponsor> (for himself and <cosponsor name-id="F000450">Ms. Foxx</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To enhance transparency and accountability measures in Federal grantmaking to safeguard federally funded research and technology development, and for other purposes.</official-title></form><legis-body id="HDC414F6E7D454DBFA04273A993087D38" style="OLC"><section id="H7652D00EC3AE49EBA95DF26AF7048660" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federally Funded Research and Technology Development Protection Act</short-title></quote>.</text></section><section id="HDF795BE844F844A993FC1696BF79533F"><enum>2.</enum><header>Enhanced safeguards against foreign procurement of federally funded research and technology development</header><subsection id="H7F1AD567B55744368E2A3253AB3790B9"><enum>(a)</enum><header>Enhanced review required</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Director of the Office of Management and Budget shall—</text><paragraph id="HF1BE84AA7BBC49CEBC075D9F7B6129BB"><enum>(1)</enum><text>require that any agency that makes a Federal grant maintains compliance operations to guard against malign foreign talent recruitment programs; and</text></paragraph><paragraph id="H7133E63279B144A48A58523780AFD3FE"><enum>(2)</enum><text>prescribe standardized disclosure and accountability measures to support such compliance operations.</text></paragraph></subsection><subsection id="HF095DD12FC12466F90CD4282227AB8EB"><enum>(b)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HE1EE1D74F0B040899A1981FD6D3B0EA1"><enum>(1)</enum><header>Agency</header><text>The term <term>agency</term> has the meaning given that term in section 551 of title 5, United States Code. </text></paragraph><paragraph id="HC82AA71D813743F794434520F85B2435"><enum>(2)</enum><header>Malign foreign talent recruitment program</header><text display-inline="yes-display-inline">The term <term>malign foreign talent recruitment program</term> means an effort directly or indirectly organized, managed, or funded by a foreign government to recruit any individual or public or private entity (regardless of citizenship, national origin, or primary headquarters) engaged in research funded directly or indirectly by a Federal agency to share information with, or otherwise act on behalf of, such foreign government.</text></paragraph></subsection></section></legis-body></bill>
