which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Director of the Bureau of Prisons to provide certain information to inmates with respect to voting, and for other purposes.</official-title></form><legis-body id="H1B73E945863E469D9104FFFEA6CE1774" style="OLC"><section id="HBFE93D22B04B45A786B8C0F94657DCD7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Bureau of Prisons Voting Assistance Act of 2021</short-title></quote>.</text></section><section id="H82B64AD3686743FF8F049CE9B2896488"><enum>2.</enum><header>Information with respect to voting</header><subsection id="H7C0333D2146B4EEBB26CC632F06BC160"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days before a Federal, State or local election, the Director of the Bureau of Prisons shall send to—</text><paragraph id="H7C7FA3AC7B8A45C9B3A1249702745EC8"><enum>(1)</enum><text display-inline="yes-display-inline">each inmate, through the Trust Fund Limited Inmate Computer System (TRULINCS) (or a successor platform), who is (or prior to incarceration was) a resident of a State that allows an inmate to vote while in the custody of the Bureau of Prisons, a message including— </text><subparagraph id="H93606A4E57BF4570BB01D5D553B46EC8"><enum>(A)</enum><text>information on how to register to vote; and </text></subparagraph><subparagraph id="H6DD29794083A46C48EDDB16FD2EDFEA4"><enum>(B)</enum><text>information on how to request an absentee ballot; and</text></subparagraph></paragraph><paragraph id="HD2C0FD9CDCD54C4EA19F871B89B83ACF"><enum>(2)</enum><text>each Re-entry Affairs Coordinator of each Federal correctional facility, information including—</text><subparagraph id="H3763A8B1E1C24B50B3E22EBE9186A00F"><enum>(A)</enum><text display-inline="yes-display-inline">criteria for voter registration for each State that allows an inmate to vote while in the custody of the Bureau of Prisons;</text></subparagraph><subparagraph id="H1BEE19B35E824A408D41FFAA8FD78FE0"><enum>(B)</enum><text display-inline="yes-display-inline">instructions on voter registration for each State that allows an inmate to vote while in the custody of the Bureau of Prisons; </text></subparagraph><subparagraph id="H0CD292B083914B82B4ECC198C03D3433"><enum>(C)</enum><text display-inline="yes-display-inline">printed voter registration forms for each State that allows an inmate to vote while in the custody of the Bureau of Prisons; and</text></subparagraph><subparagraph id="H508DA79971424F44BAE76D4B88A01300"><enum>(D)</enum><text>prepaid envelopes for voter registration forms, as provided by a State Bureau of Election. </text></subparagraph></paragraph></subsection><subsection id="HF9F58C664C3549F89C8CD21F381E213C"><enum>(b)</enum><header>Publication; delivery</header><paragraph id="H544EEFF7A4F8495C8591186DD629EDF1"><enum>(1)</enum><header>Federal correctional facility</header><text>In each Federal correctional facility, the Director shall make available to inmates the information under subsection (a), including by posting such information physically at the correctional facility. </text></paragraph><paragraph id="HD16ED7C286C84E008ADDF9FE77E8953A"><enum>(2)</enum><header>Internet website</header><text>The Director shall publish on the internet website of the Bureau of Prisons the information under subsection (a).</text></paragraph><paragraph id="H32AF5C0A94CB43AE8C1F55739126EBB2"><enum>(3)</enum><header>Delivery</header><text display-inline="yes-display-inline">The Re-entry Affairs Coordinator of each Federal correctional facility shall provide each inmate who is (or prior to incarceration was) a resident of a State that allows an inmate to vote while in the custody of the Bureau of Prisons information identified under subsection (a)(2). </text></paragraph></subsection><subsection id="H335C106A833A4D92B5EB2C92A342F8FB"><enum>(c)</enum><header>Language availabilities</header><text>The Director shall provide any information under subsection (a) in both English and Spanish, if the State that allows an inmate to vote while in the custody of the Bureau of Prisons makes available such information in both English and Spanish. </text></subsection><subsection id="H88D4C1DE488347FB98DBCE590F61A28F"><enum>(d)</enum><header>Support for certain inmates</header><text display-inline="yes-display-inline">The Director shall provide support to any inmate who needs assistance with voter registration as a result of a recognized disability.</text></subsection><subsection id="H4BBAF0E967664ECAAD5EAB4636619CE7"><enum>(e)</enum><header>State defined</header><text display-inline="yes-display-inline">In this section, the term <quote>State</quote> means a State of the United States, the District of Columbia, and any commonwealth, territory, or possession of the United States. </text></subsection></section></legis-body></bill>
