R. 4399</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210709">July 9, 2021</action-date><action-desc><sponsor name-id="R000599">Mr. Ruiz</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Higher Education Act of 1965 to authorize additional grant activities for Hispanic-serving institutions.</official-title></form><legis-body id="H0CFA03988D8F42FDAE46FAEE6F265918" style="OLC"><section id="H1AB1823B9B0544BBBE96274BFA87FBDC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Accessing Higher Education Opportunities Act</short-title></quote>.</text></section><section id="H29C2C3A817344261957CFFFCDAD72142" section-type="subsequent-section"><enum>2.</enum><header>Authorized grant activities</header><text display-inline="no-display-inline">Subsection (b) of section 503 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1101b">20 U.S.C. 1101b(b)</external-xref>) is amended—</text><paragraph id="H119138BAD48A450E944F1F0718ABAE8C"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (7) through (16) as paragraphs (9) through (18), respectively; and</text></paragraph><paragraph id="HDA5BE360F5DD4F03800C9057783DEA70"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after paragraph (6) the following:</text><quoted-block display-inline="no-display-inline" id="HF0BBD0FF729A47FE97914019F93C8CFD" style="OLC"><paragraph id="H6664CB05AE884E57A37EA1C49B7241B5"><enum>(7)</enum><text display-inline="yes-display-inline">Student support programs (which may include counseling, mentoring, and other support services) designed to facilitate the successful advancement of students from four-year institutions to postbaccalaureate doctoral degree granting programs that prepare students for health care occupations as such occupations are described in the most recent edition of the Occupational Outlook Handbook published by the Bureau of Labor Statistics.</text></paragraph><paragraph id="H85CB791A4CCB47528CC1CB6B516D3F56"><enum>(8)</enum><text display-inline="yes-display-inline">Developing or expanding access to dual or concurrent enrollment programs and early college high school programs.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H0886C2FB693642CC9EE5E39B17F3D1BC"><enum>3.</enum><header>Funding</header><subsection id="HCC0C4F2BC0EE4768A705AEAAA63CC26A"><enum>(a)</enum><header>Authorizations of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out part A of title V of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1101">20 U.S.C. 1101 et seq.</external-xref>), as amended by this Act, $107,795,000 for the first fiscal year starting after the date of the enactment of this Act.</text></subsection><subsection id="H1C80AA78C6A440889741F1783944445A"><enum>(b)</enum><header>Additional extensions not permitted</header><text display-inline="yes-display-inline">Section 422 of the General Education Provisions Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1226a">20 U.S.C. 1226a</external-xref>) shall not apply to further extend the duration of the authority under subsection (a).</text></subsection></section></legis-body></bill>
