R. 4392</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210709">July 9, 2021</action-date><action-desc><sponsor name-id="M001215">Mrs. Miller-Meeks</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 4, United States Code, to limit the flags that may be flown on Federal property, and for other purposes.</official-title></form><legis-body id="H9A06D3B2AAD24DBEA9C80EB56212917F" style="OLC"><section id="H92916721EFF147729F8859AC63EBF05F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Flag Standardization Act of 2021</short-title></quote>.</text></section><section id="H0018AF4A54D74E829AA161C95D869282"><enum>2.</enum><header>Flags flown on Federal property</header><subsection id="H73DCFFA8BC2E4490B23EA2FC1C5E815E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/4/1">Chapter 1</external-xref> of title 4, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="H676C30BD06844D59852F59460E682230" display-inline="no-display-inline"><section id="H189040D21D1149AF8C81FECDF7E16BF3"><enum>11.</enum><header>Flags flown on Federal property.</header><subsection id="H18E031FE9A3143DFA677AE1D60110FFF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Only one or more specified flags may be flown on Federal property.</text></subsection><subsection id="H9DD72B7C4BE64B78B439C78D9678846F"><enum>(b)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H65D21BC39574464CB1BEFF2486BF5D7D"><enum>(1)</enum><header>Specified flag</header><text> The term <quote>specified flag</quote> means one of the following:</text><subparagraph id="HBAED0D6D2A95471C8FA01662C8FA5DC5"><enum>(A)</enum><text>The flag of the United States.</text></subparagraph><subparagraph id="H58B76EA7488B4410A77483CB8E2FD89C"><enum>(B)</enum><text>The flag of a State.</text></subparagraph><subparagraph id="H70B12A8BCA0C4853AA92C1A80B685668"><enum>(C)</enum><text>The flag of an Indian Tribal government.</text></subparagraph><subparagraph id="H8E4DF3EE30DF40F09EB1663E7F339515"><enum>(D)</enum><text>A flag of the Armed Forces of the United States.</text></subparagraph><subparagraph id="H96D3DD4EEEB040A69421F8269FD7FB95"><enum>(E)</enum><text>The National League of Families POW/MIA flag.</text></subparagraph></paragraph><paragraph id="H40B99CDD5A234274B090A0303E947E45"><enum>(2)</enum><header>State</header><text display-inline="yes-display-inline">The term <quote>State</quote> means each State, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.</text></paragraph><paragraph id="HD0930100FC1A4F3C91921B6F0AF13CCF"><enum>(3)</enum><header>Indian Tribal government</header><text display-inline="yes-display-inline">The term <quote>Indian Tribal government</quote> means the governing body of any Indian or Alaska Native tribe, band, nation, pueblo, village, or community that the Secretary of the Interior acknowledges to exist as an Indian tribe under the Federally Recognized Indian Tribe List Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/25/479a">25 U.S.C. 479a et seq.</external-xref>).</text></paragraph></subsection><subsection id="HD9F3FE5B73664139BF0593B9F5A10194"><enum>(c)</enum><header>Rule of construction</header><text>For the purposes of this section, the term <quote>federal property</quote> shall not be construed to include military housing. </text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H47BD8E733A604C01A1DF19CD63035DB8"><enum>(b)</enum><header>Clerical amendment</header><text>The analysis for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/4/1">chapter 1</external-xref> of title 4, United States Code, is amended by adding at the end the following new item:</text><quoted-block style="USC" id="HA2FC58319CD049D89194CBE3ECA770EC" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">11.
