programs of the Department of Agriculture.</official-title></form><legis-body id="H5FF8E0FA0B88472DB5A4B01E504D34AB" style="OLC"><section id="HAFF41C196AEF4AC28DCA509F27755929" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Broadband Internet Connections for Rural America Act</short-title></quote>.</text></section><section id="HCFC0E5D5ACF7496B82712C0214C0AA01"><enum>2.</enum><header>Innovative broadband advancement program</header><text display-inline="no-display-inline">Section 603(e) of the Rural Electrification Act of 1936 (<external-xref legal-doc="usc" parsable-cite="usc/7/950bb-2">7 U.S.C. 950bb–2(e)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" id="H3C1BF79E00934391805C7C800D75AAC4" display-inline="no-display-inline"><subsection id="H69B6BEA511384A839EF5A1004B1B63C8"><enum>(e)</enum><header>Authorization of appropriations</header><paragraph id="HA230B2BB1FAD48C1B7B5FC45B0E968AE"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated to the Secretary $300,000,000 for each of fiscal years 2022 through 2030, to remain available until expended, to carry out projects in accordance with this section—</text><subparagraph id="H422C484CE58D4306AE5666CC97786211"><enum>(A)</enum><text>in the case of fiscal year 2022, in 15 States, including Maine, Pennsylvania, Virginia, California, Georgia, Texas, Florida, Minnesota, South Carolina, Wyoming, Iowa, and West Virginia; and</text></subparagraph><subparagraph id="H55C7F91693F8472FB431D9C2226E6DB2"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of each of fiscal years 2023 through 2030, in States selected by the Secretary to be diverse on the basis of geography, topography, and demographics.</text></subparagraph></paragraph><paragraph id="HFA4BEB0E7D974C61A6CDA590BCFF9BA9"><enum>(2)</enum><header>Limitation</header><text>Not more than $25,000,000 of the amounts made available under paragraph (1) for each fiscal year may be provided for a single project.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H2E0CBEEB4609454693EC0610D6C5FBFC"><enum>3.</enum><header>Rural broadband program loans and grants</header><subsection id="HEC8A48E340CC4B4DB4F10E3057447C2F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 601 of the Rural Electrification Act of 1936 (<external-xref legal-doc="usc" parsable-cite="usc/7/950bb">7 U.S.C. 950bb</external-xref>) is amended—</text><paragraph id="HB0DDD4119ED74A6AA0A4E96C03ED5257"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text level="section" style="OLC">Access to broadband telecommunications services in rural areas</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">Reconnect rural broadband program</header-in-text></quote>;</text></paragraph><paragraph id="HD07C6DC866444EA9A0F7F2FB21EC1288" display-inline="no-display-inline"><enum>(2)</enum><text>by striking subsection (a) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HF1DF14325D0B450F84ADC7C24D581131"><subsection id="H2969082AC7B64031A00EB50B3DCA2D79"><enum>(a)</enum><header>Establishment; purpose</header><text display-inline="yes-display-inline">The Secretary shall establish a program, which shall be known as the <quote>ReConnect Rural Broadband Program</quote>, to provide grants, loans, and loan guarantees to finance the costs of the construction, improvement, and acquisition of facilities and equipment for broadband service in rural areas.</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="HDBA2B0399F3742689EE12997885A3394"><enum>(3)</enum><text>in subsection (c)(2), by striking subparagraphs (A) and (B) and inserting the following:</text><quoted-block style="OLC" id="H24C92ED5AC134212981DFBC6B8F1E61D" display-inline="no-display-inline"><subparagraph id="H01A35AFACD5F489098489BB34543E128"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">In making grants, making loans, and guaranteeing loans under paragraph (1), the Secretary shall give the highest priority to applications for projects to provide broadband service to unserved rural communities that do not have any residential broadband service of at least—</text><clause id="H393DE138271745FB953D01F96FB86214"><enum>(i)</enum><text>a 10–Mbps downstream transmission capacity; and</text></clause><clause id="H5A285E6E29BD49AE9D74BAD51206DAC7"><enum>(ii)</enum><text>a 1–Mbps upstream transmission capacity.</text></clause></subparagraph><subparagraph id="H64A102820CEF4CADA830738A1FDFB5A1" display-inline="no-display-inline"><enum>(B)</enum><header>Other</header><text display-inline="yes-display-inline">After giving priority to the applications described in clauses (i) and (ii) of subparagraph (A), the Secretary shall then give priority to applications for projects to provide broadband service to rural communities—</text><clause id="HD589E2AFB1E14304BB3005BFC33028F4"><enum>(i)</enum><text>with a population of less than 10,000 permanent residents; and</text></clause><clause id="H4D2863B90F114A72BB6341E93C21FD5B"><enum>(ii)</enum><text>with a high percentage of low income families or persons (as defined in section 501(b) of the Housing Act of 1949 (<external-xref legal-doc="usc" parsable-cite="usc/42/1471">42 U.S.C. 1471(b)</external-xref>).</text></clause></subparagraph><subparagraph id="H22CC0BC804FC44BA83F541835F433BC0" display-inline="no-display-inline"><enum>(C)</enum><header>Additional considerations</header><text display-inline="yes-display-inline">In making grants, making loans, and guaranteeing loans under this subsection, the Secretary shall consider whether an application was developed with the participation of community stakeholders, and will receive a substantial portion of the funding for the project from community stakeholders or other non-Federal sources.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="HFC679C2EEEFC437DB2A2FCB5E146430F"><enum>(4)</enum><text>in subsection (c)(3)—</text><subparagraph id="HFFE287C34CF44BAEBB740CA65746BE1A"><enum>(A)</enum><text>in subparagraph (D)(i)—</text><clause id="H735C2B997F614FF6B7902AEB14C72C7E"><enum>(i)</enum><text>in subclause (I), by striking <quote>(2)(A)(i)</quote> and inserting <quote>(2)(A)</quote>; and</text></clause><clause id="H50DA834387C34C5CA82816E4CC4CBBD3"><enum>(ii)</enum><text>in subclause (II), by striking <quote>any of subclauses (I) through (IV) of paragraph (2)(B)(i)</quote> and inserting <quote>clause (i) or (ii) of paragraph (2)(B)</quote>; and</text></clause></subparagraph><subparagraph id="H3BC3B14570E045CBAD953C0E8EB0E309"><enum>(B)</enum><text>by striking subparagraph (E) and inserting the following:</text><quoted-block style="OLC" id="HC8B24623A4A44398B15916D29F580ADE" display-inline="no-display-inline"><subparagraph id="H6ED89EC1482447C48823E4833679D745"><enum>(E)</enum><header>Applications</header><clause id="H5F030A3776CD4745A9787582A51407A7"><enum>(i)</enum><header>Grant-only applications</header><text display-inline="yes-display-inline">The Secretary shall establish an application process that permits an application for a grant-only award.</text></clause><clause id="H45EF184A7202456F93B8C57F9CB3CA95"><enum>(ii)</enum><header>Combined applications</header><text display-inline="yes-display-inline">The Secretary shall establish an application process that permits—</text><subclause id="H7F04FD56F25D49939B8B4A1365397013"><enum>(I)</enum><text>a single application for a grant and a loan under title I or II, or this title, that is associated with the grant; and</text></subclause><subclause id="HECBF935206864A2D91A3A04FD9ED7FFB"><enum>(II)</enum><text>provides a single decision to award the grant and the loan.</text></subclause></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H48362BAC914C4B8F94CCCF4B1CB11C50"><enum>(5)</enum><text>in subsection (d)(2)—</text><subparagraph id="H9787879ADD4C43148C5D3435AB169ABC"><enum>(A)</enum><text>in subparagraph (A)—</text><clause id="H74271C1AE59244978806FC411BC47F92"><enum>(i)</enum><text>by striking <quote>subparagraphs (B) and (C)</quote> and inserting <quote>subparagraph (B)</quote>;</text></clause><clause id="H7171AD853D8F48A28F08DC6C8762F492"><enum>(ii)</enum><text>by striking <quote>—</quote> and all that follows through <quote>(i)</quote>; and</text></clause><clause id="HD672694F24564B2FA1990994B6551424"><enum>(iii)</enum><text display-inline="yes-display-inline">by striking the semicolon and all that follows through <quote>providers</quote>;</text></clause></subparagraph><subparagraph id="H1B36F4456A9C405B98F76CC8C56CAA98"><enum>(B)</enum><text>in subparagraph (B), by striking <quote>(A)(i)</quote> and inserting <quote>(A)</quote>; and</text></subparagraph><subparagraph id="HD7A39678DD204D5CA89B70292EF70D57"><enum>(C)</enum><text>by striking subparagraph (C);</text></subparagraph></paragraph><paragraph id="H4A1D283EEA8445919ADE7DEC106AE5EE"><enum>(6)</enum><text>in subsection (d), by striking paragraph (5);</text></paragraph><paragraph id="H6F6263D869054126A088D3A5BE88967D"><enum>(7)</enum><text>in subsection (j)(1)—</text><subparagraph id="HF81FCA0A3F1D4BA18A5315CA0D3D3A7E"><enum>(A)</enum><text>by striking <quote>$350,000,000</quote> and inserting <quote>$5,250,000,000</quote>;</text></subparagraph><subparagraph id="H9F8383B14E184960828B0D8C8B14963F"><enum>(B)</enum><text>by striking <quote>2019 through 2023</quote> and inserting <quote>2022 through 2030</quote>; and</text></subparagraph><subparagraph id="HA7F1CEB16E624123AD5D39CB962F4531"><enum>(C)</enum><text>by striking <quote>until expended</quote> and inserting <quote>for 2 fiscal years after the fiscal year for which appropriated</quote>; and</text></subparagraph></paragraph><paragraph id="H180E5A9EC8AB4B50A68FAA95F433565D"><enum>(8)</enum><text>in subsection (k), by striking <quote>2023</quote> and inserting <quote>2030</quote>.</text></paragraph></subsection><subsection id="HC28486AC49B148C0915B7679194E24FE"><enum>(b)</enum><header>Sunset</header><text display-inline="yes-display-inline">The authorities provided by section 779 of the Consolidated Appropriations Act, 2018 (<external-xref legal-doc="public-law" parsable-cite="pl/115/141">Public Law 115–141</external-xref>) shall have no force or effect after June 30, 2022.</text></subsection><subsection id="H2B9F21A0B7AD4930939D4FC0DD151238"><enum>(c)</enum><header>Transition rules</header><paragraph id="HF3B05D5AF2934686A6B3A0238C09DB14"><enum>(1)</enum><header>Availability of funds for administrative costs</header><text display-inline="yes-display-inline">Not more than 1 percent of the unobligated balances of amounts made available as of June 1, 2022, to carry out the pilot program described in section 779 of the Consolidated Appropriations Act, 2018 (<external-xref legal-doc="public-law" parsable-cite="pl/115/141">Public Law 115–141</external-xref>) may be used for the costs of transitioning from the pilot program to the program under section 601 of the Rural Electrification Act of 1936, as amended by this Act.</text></paragraph><paragraph id="HC2949FBDDAD14E6EB81A9B7B3F3FD95E"><enum>(2)</enum><header>Consolidation of funds</header><subparagraph id="HCE87F7168690482399E0CB84BB878547"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The unobligated balances of all amounts made available on or before June 30, 2023, to carry out the pilot program described in section 779 of the Consolidated Appropriations Act, 2018 (<external-xref legal-doc="public-law" parsable-cite="pl/115/141">Public Law 115–141</external-xref>) that are in excess of the amount described in subparagraph (B) of this paragraph are hereby transferred to and merged with amounts made available to carry out the program authorized under section 601 of the Rural Electrification Act of 1936.</text></subparagraph><subparagraph id="H3E25E558B64C461D8A09C1B9BC0B9643"><enum>(B)</enum><header>Unfunded approvals</header><text display-inline="yes-display-inline">The amount described in this subparagraph is the amount required to fully fund each project approved as of June 30, 2023, under the pilot program described in such section 779 for which amounts were not obligated or partially obligated as of such date.</text></subparagraph></paragraph></subsection></section><section id="HE7733DCBCFD9485485F6AE26BFC3BA73"><enum>4.</enum><header>Community Connect grants</header><text display-inline="no-display-inline">Section 604(g) of the Rural Electrification Act of 1936 (<external-xref legal-doc="usc" parsable-cite="usc/7/950bb-3">7 U.S.C. 950bb–3(g)</external-xref>) is amended by striking <quote>$50,000,000 for each of fiscal years 2019 through 2023</quote> and inserting <quote>$150,000,000 for each of fiscal years 2022 through 2030, to remain available for 2 fiscal years after the fiscal year for which appropriated</quote>.</text></section><section id="H7F0031301953426FA7C38DD82DC847E2"><enum>5.</enum><header>Distance learning and telemedicine loans and grants</header><text display-inline="no-display-inline">Section 2335A of the Food Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/950aaa-5">7 U.S.C. 950aaa–5</external-xref>) is amended by striking <quote>$82,000,000 for each of fiscal years 2019 through 2023</quote> and inserting <quote>$150,000,000, to remain available for 2 fiscal years after the fiscal year for which appropriated</quote>.</text></section><section id="H6C7CCC3A8BD34C39B5D47B30F98CC469"><enum>6.</enum><header>Expansion of middle mile infrastructure into rural areas</header><text display-inline="no-display-inline">Section 602(g) of the Rural Electrification Act of 1936 (<external-xref legal-doc="usc" parsable-cite="usc/7/950bb-1">7 U.S.C. 950bb–1(g)</external-xref>) is amended by striking <quote>$10,000,000 for each of fiscal years 2018 through 2023</quote> and inserting <quote>$300,000,000 for each fiscal year, to remain available for 2 fiscal years after the fiscal year for which appropriated</quote>.</text></section><section id="H2149982F3F3B48EDB3F31CDC57E72A01"><enum>7.</enum><header>Broadband Connectors Program</header><subsection id="HA0792EA21F4D47D1AFD101D4D52C8705"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Agriculture shall establish a system for the dissemination of information and technical assistance on the broadband programs of the Department of Agriculture, which shall be for the use of entities eligible to receive funds under title II or VI of the Rural Electrification Act of 1936 (<external-xref legal-doc="usc" parsable-cite="usc/7/901">7 U.S.C. 901 et seq.</external-xref>) or chapter 1 of subtitle D of title XXIII of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/950aaa">7 U.S.C. 950aaa et seq.</external-xref>).</text></subsection><subsection id="H61C0C01BEDC44617A3A55A3E7F2C61F1"><enum>(b)</enum><header>Limitations on authorization of appropriations</header><text>To carry out subsection (a), there are authorized to be appropriated to the Secretary of Agriculture not more than $25,000,000 for each of fiscal years 2022 through 2030, which are authorized to remain available through fiscal year 2030.</text></subsection></section><section id="H6AE695DD12EE42AFAAE15209DD3CDADA"><enum>8.</enum><header>Community Broadband Mapping</header><subsection id="H547BC7FB1892453190CCDE8D6567E293"><enum>(a)</enum><header>Short title</header><text>This section may be cited as the <quote>Community Broadband Mapping Act</quote>.</text></subsection><subsection id="H03134CC4818C4F2386F09E9189FB84AA"><enum>(b)</enum><header>Rural broadband access grants</header><text>Section 601 of the Rural Electrification Act of 1936 (<external-xref legal-doc="usc" parsable-cite="usc/7/950bb">7 U.S.C. 950bb</external-xref>) is amended by adding at the end the following:</text><quoted-block id="H8A8D7890CE904728B83A91D485788069" style="OLC"><subsection id="H7BCBD179023E4A63A434E6D145C37617"><enum>(l)</enum><header>Authority To make grants to certain entities To collect broadband infrastructure data</header><paragraph id="H47C7E5A10969441691BF25D41E698186"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of this section, the Secretary may make a grant under this section to a unit of local government, a tribal government or a unit of tribal government, an economic development or other community organization, an electric cooperative (as defined in section 3 of the Federal Power Act) that sells electric energy to persons in rural areas, a telephone cooperative, or an internet service provider that has not more than 100,000 subscribers, for the purpose of enabling the collection of data relating to where broadband infrastructure is located, cost of broadband service, cost of such service by tier of service, actual speed available at household, speed advertised, and which homes are provided with non-satellite broadband service, without regard to any household service percentage requirement, and in determining the eligibility of any such entity for such a grant, the term <term>rural area</term> means an area that is not in an urbanized area or urban cluster with a population of 25,000 or more as determined by the Bureau of the Census.</text></paragraph><paragraph id="HEE332883FFCA4F32B9898CF833A074ED"><enum>(2)</enum><header>Limitation on grant amount</header><text>The amount of a grant made under this subsection shall not exceed $50,000.</text></paragraph><paragraph id="H9051877824764607A3D96C1B64833B20"><enum>(3)</enum><header>Limitation on amount available for grants</header><text>The Secretary may use not more than 1 percent of the amounts made available under this section for each fiscal year to carry out this subsection.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HF529DA2F65AE4C6CA637F86642CF1C8D"><enum>(c)</enum><header>Expansion of middle mile infrastructure into rural areas grants</header><text>Section 602 of the Rural Electrification Act of 1936 (<external-xref legal-doc="usc" parsable-cite="usc/7/950bb-1">7 U.S.C. 950bb–1</external-xref>) is amended by adding at the end the following:</text><quoted-block id="H48C82668B94D407C9BAC9EED7B7704B1" style="OLC"><subsection id="H795EE1823AF5457E982695EDBCBF6EC5"><enum>(h)</enum><header>Authority To make grants to certain entities To collect broadband infrastructure data</header><paragraph id="H12C680B8D40F4F3AB8324582F349E267"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provision of this section, the Secretary may make a grant under this section to a unit broadband advancement grants</header><text>Section 603 of the Rural Electrification Act of 1936 (<external-xref legal-doc="usc" parsable-cite="usc/7/950bb-2">7 U.S.C. 950bb–2</external-xref>), as amended by section 2 of this Act, is amended by adding at the end the following:</text><quoted-block id="H252DD1D85AB24BA2AAA55ED69F4AE6F8" style="OLC"><subsection id="H774E44166A514F78B676C32C28E33A62"><enum>(f)</enum><header>Authority To make grants to certain entities To collect broadband infrastructure data</header><paragraph id="H776122BCC6C047A19C8468BFB31791CC"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provision of this section, the Secretary may make a grant under this section to a unit of local government, a tribal government or a unit of tribal government, an economic development or other community organization, an electric cooperative (as defined in section 3 of the Federal Power connect grants</header><text>Section 604 of the Rural Electrification Act of 1936 (<external-xref legal-doc="usc" parsable-cite="usc/7/950bb-3">7 U.S.C. 950bb–3</external-xref>) is amended by adding at the end the following:</text><quoted-block id="HE9B9BBF0E15C4842BFB71780891B2F63" style="OLC"><subsection id="H972EAE14513542D683E308F67B1F15C0"><enum>(h)</enum><header>Authority To make grants to certain entities To collect broadband infrastructure data</header><paragraph id="H49276264583D44C383B821B1049B9167"><enum>(1)</enum><header>In general</header><text>Notwithstanding any other provision of this section, the Secretary may make a grant under this section to a unit of local government, a tribal government or a unit of tribal government, an economic development or other community organization, an electric cooperative (as defined in section 3 of the Federal Power Act) that sells electric energy to persons in rural areas, a telephone cooperative, or an internet service provider that has not more than 100,000 subscribers, for the purpose of enabling the collection of data relating to where broadband infrastructure is located, cost of broadband service, cost of such service by tier of service, actual speed available at household, speed advertised, and which homes are provided with non-satellite broadband service, without regard to any household service percentage requirement, and in determining the eligibility of any such entity for such a grant, the term <term>rural area</term> means an area that is not in an urbanized area or urban cluster with a population of 25,000 or more as determined by the Bureau of the Census.</text></paragraph><paragraph id="HF56A743642FD4FE0B0D4270C083FAECD"><enum>(2)</enum><header>Limitation on grant amount</header><text>The amount of a grant made under this subsection shall not exceed $50,000.</text></paragraph><paragraph id="H01C0C4D5C3C846F88A3D7099D966B494"><enum>(3)</enum><header>Limitation on amount available for grants</header><text display-inline="yes-display-inline">The Secretary may use not more than 1 percent of the amounts made available under this section for each fiscal year to carry out this subsection.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H75D1BA05C4214E28A5D4BEA75CCA05E0"><enum>(f)</enum><header>Distance learning and telemedicine grants</header><text>Section 2333 of the Food, Agriculture, Conservation and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/950aaa-2">7 U.S.C. 950aaa–2</external-xref>) is amended by adding at the end the following:</text><quoted-block id="H3337ED6D9D4748CB8DC0E367598B2B33" style="OLC"><subsection 115–141</external-xref>) is amended by inserting <quote>: Provided further, That, notwithstanding any other provision of this section, the Secretary may use not more than 1 percent of the amounts made available to carry out this section to make grants, each not exceeding $50,000, to a unit of local government, a tribal government or a unit of tribal government, an economic development or other community organization, an electric cooperative (as defined in section 3 of the Federal Power Act) that sells electric energy to persons in rural areas, a telephone cooperative, or an internet service provider that has not more than 100,000 subscribers, for the purpose of enabling the collection of data relating to where broadband infrastructure is located, cost of broadband service, cost of such service by tier of service, actual speed available at household, speed advertised, and which homes are provided with non-satellite broadband service, without regard to any household service percentage requirement, and in determining the eligibility of any such entity for such a grant, the term <term>rural area</term> means an area that is not in an urbanized area or urban cluster with a population date</header><text>The amendments made by this section shall take effect 1 year after the date of the enactment of this Act.</text></subsection></section><section id="HB27BD274C27B4998BC9C0E4EAFF26BDF"><enum>9.</enum><header>Limitations on reservation of funds</header><text display-inline="no-display-inline">Section 701(e) of the Rural Electrification Act of 1936 (<external-xref legal-doc="usc" parsable-cite="usc/7/950cc">7 U.S.C. 950cc(e)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" id="HBF238DE4534B4A5DA3382DC10579E0BB" display-inline="no-display-inline"><subsection id="H975B787F76C641CAB8E5B74C5FF64151"><enum>(e)</enum><header>Limitations on reservation of funds</header><text display-inline="yes-display-inline">Not less than 3 but not more than 7 percent of the amounts appropriated to carry out title VI shall be set aside to be used—</text><paragraph id="H71FAA9846DD84D95B48C2DF0D7175C99"><enum>(1)</enum><text>for administrative costs to carry out programs under title VI;</text></paragraph><paragraph id="H48BE9FCE9D44468B93517A2E371A723B"><enum>(2)</enum><text>for technical assistance and pre-development planning activities to support the most rural communities;</text></paragraph><paragraph id="HD25F78D00F1541989BCC391C88F22132"><enum>(3)</enum><text>to conduct oversight under title VI;</text></paragraph><paragraph id="H91C11D6213864335887B6FF9C75D9CA8"><enum>(4)</enum><text>to implement accountability measures and related activities authorized under title VI; and</text></paragraph><paragraph id="H8CB91E2C7D1F42D78279346BAC6A30E0"><enum>(5)</enum><text>to carry out this section.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
