Davis of Illinois</cosponsor>, and <cosponsor name-id="B000574">Mr. Blumenauer</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish a pilot program providing certain individuals with a guaranteed monthly income, to study the effect of a guaranteed monthly income on such individuals, and for other purposes.</official-title></form><legis-body id="HBB698B9E321045DBB9411246545397E8" style="OLC"><section id="H1BBD71993852444789682F1A7967E155" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Guaranteed Income Pilot Program Act of 2021</short-title></quote>.</text></section><section id="HA1465EF8DCE24EC9B47216790293CCD6"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="HE7062BC988D648A4B818770C64644792"><enum>(1)</enum><text display-inline="yes-display-inline">Too many Americans cannot achieve financial stability due to income volatility, the rising cost of living, wage stagnation, and a lack of affordable housing.</text></paragraph><paragraph id="HC07B2FAD35DD43259C803077F99C5BBD"><enum>(2)</enum><text>Real wages have failed to keep pace with inflation, meaning the purchasing power of American households has not changed in 40 years.</text></paragraph><paragraph id="H27EEE28B45F34CF1B6BC5B1577987116"><enum>(3)</enum><text>Income volatility, defined as an annual income fluctuation of 25 percent or more, impacts nearly half of the United States population.</text></paragraph><paragraph id="H9703669BEF2A42C6B5E05771C2F844F6"><enum>(4)</enum><text display-inline="yes-display-inline">Thirty-six percent of American households indicate that they would face difficulty covering a $400 emergency expense with readily available cash or a checking account. There are significant disparities based on race and ethnicity: While only 38 percent of White households report difficulty meeting an unexpected $400 expense, the same is true for more than half of Black and Latinx households.</text></paragraph><paragraph id="H29EDC0CC609340CDA3E0905E5CA96C75"><enum>(5)</enum><text>Full-time minimum wage earners cannot afford an average 2-bedroom apartment anywhere in the United States.</text></paragraph><paragraph id="HE8F818F1C53B4A61B74E0A1FFCB8E9C8"><enum>(6)</enum><text>The changing nature of the economy, including the rise of the gig economy, unemployment risks posed by automation, and the fluctuating nature of waged labor, will result in increased income volatility and prohibit upward economic mobility.</text></paragraph></section><section id="H38806C43AC184282ADDE980D364A9440"><enum>3.</enum><header>Guaranteed income pilot program</header><subsection id="H9EC6E655F8A3447FBE7243C978F5353B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, in consultation with the Commissioner of Internal Revenue, shall establish and implement a 3-year pilot program (hereinafter referred to as the <quote>program</quote>) to provide a guaranteed monthly income to certain eligible individuals in accordance with this section.</text></subsection><subsection id="H9D441904C18345FDA8BEBFD90BDB94DB" commented="no"><enum>(b)</enum><header>Income subsidy</header><paragraph id="H447DAE6BD30D4864BD1A28904CE273D6" commented="no"><enum>(1)</enum><header>Selection of participating eligible individuals</header><text>The Secretary, in consultation with the Commissioner and the external partner selected pursuant to subsection (d), shall develop selection criteria that the Secretary will use to select 12,000 total eligible individuals for participation in the program.</text></paragraph><paragraph id="HF02434F0041C4FE0ABFC994A420EE1F6" commented="no"><enum>(2)</enum><header>Amount of income subsidy</header><text display-inline="yes-display-inline">Of the eligible individuals participating in the program, 6,000 shall receive a cash payment each month equal to the fair market rent for a 2-bedroom home in the zip code in which the eligible individual resides, or a substantially similar amount as determined by the Secretary, in consultation with the Commissioner and the external partner.</text></paragraph><paragraph id="H399FE3A6B07242FA8B86B4E203CE5BB9" commented="no"><enum>(3)</enum><header>Monthly distribution of income subsidy</header><text display-inline="yes-display-inline">Each participating eligible individual shall receive the cash payment on the 15th day of each month.</text></paragraph></subsection><subsection id="HDDCB959F56E74155BBC9B5144096902C"><enum>(c)</enum><header>Responsibilities of Commissioner of Internal Revenue</header><text display-inline="yes-display-inline">The Commissioner of Internal Revenue shall be responsible for—</text><paragraph id="H2758B1D9BC494B59BE469C75759CFCD9"><enum>(1)</enum><text display-inline="yes-display-inline">providing the Secretary access to tax records to administer and study the program under this section;</text></paragraph><paragraph id="HCB5EC83140A2407791EC4B762FDF4A82"><enum>(2)</enum><text>updating the Secretary and the external partner on changes to the taxable income of a participating eligible individual.</text></paragraph></subsection><subsection id="HABD267AC14D84E9081F1018B24E93823"><enum>(d)</enum><header>External partner</header><paragraph id="H11E547C0A6234FCDAA1308162FACC747"><enum>(1)</enum><header>Selection</header><text display-inline="yes-display-inline">The Secretary shall select an external partner to provide assistance with the design, administration, and evaluation of the program.</text></paragraph><paragraph id="H00B20AC208D94535A3D85E25EBA70810"><enum>(2)</enum><header>Qualifications</header><text>An organization selected to be the external partner shall have demonstrated experience in—</text><subparagraph id="H9D853AC20E734EA28BB594FFB853A696"><enum>(A)</enum><text>mixed-methods experimental design; and</text></subparagraph><subparagraph id="H1D101E7C01A44566B790EA649BAA228B"><enum>(B)</enum><text>implementing cash-transfer programs.</text></subparagraph></paragraph><paragraph id="H031606C49775443DABBF02DC3C1C2501"><enum>(3)</enum><header>Confidentiality</header><text display-inline="yes-display-inline">The external partner, and any employee of the external partner, shall be treated as a Federal employee for purposes of <external-xref legal-doc="usc" parsable-cite="usc/26/6103">section 6103</external-xref> of the Internal Revenue Code of 1986.</text></paragraph><paragraph id="H89C29B8906444033850D4B0AC7D59544"><enum>(4)</enum><header>Data collection</header><text>The external partner shall collect data from participating eligible individuals as necessary to complete the study and reports required under section 4, and to conduct any additional research as the Secretary determines necessary.</text></paragraph></subsection><subsection id="H2E3C3766043541DFB4664D5C401DBA2C"><enum>(e)</enum><header>Disregard of cash payments for purposes of all Federal and Federally assisted programs</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, any payment made to participating eligible individuals under this section shall not be taken into account as income, and shall not be taken into account as resources for a period of 12 months from receipt, for purposes of determining the eligibility of such eligible individual (or any other individual) for benefits or assistance (or the amount or extent of benefits or assistance) under any Federal program or any State or local program financed in whole or in part with Federal funds.</text></subsection></section><section id="HC7E8E8EE8E4D46659106604617CEAD36"><enum>4.</enum><header>Study and report</header><subsection id="H412DFE14E8834D0CAEC0C0ED9DD34099"><enum>(a)</enum><header>Study on pilot program</header><text display-inline="yes-display-inline">The Secretary, in collaboration with the Commissioner and the external partner, shall conduct a study on outcomes of the program.</text></subsection><subsection id="H05D325E650EF4E56A2ACAAF8DD29BBBC" display-inline="no-display-inline" commented="no"><enum>(b)</enum><header>Interim report</header><text display-inline="yes-display-inline">Not later than 24 months after participating eligible individuals have been begun participating in the program, the Secretary, in consultation with the Commissioner of Internal Revenue and the external partner, shall provide an interim report on the program under section 3 to the Congress.</text></subsection><subsection id="H753D8C5F24184197B545946B3C4D99C7"><enum>(c)</enum><header>Final report</header><text>Not later than 12 months after the conclusion of the program under section 3, the Secretary, in consultation with the Commissioner of Internal Revenue and the external partner, shall provide a final report on the program to the Congress, including an analysis of—</text><paragraph id="H8CA9D61E49AC4914BD6A1A2A81478443"><enum>(1)</enum><text>the effect of the monthly income subsidy provided in section 3 on—</text><subparagraph id="HAAAA00662C7E474984BE42AD3FCAFC75"><enum>(A)</enum><text>micro-economic outcomes of participating eligible individuals;</text></subparagraph><subparagraph id="HC971DDC94B414839BCF805A23564010C"><enum>(B)</enum><text display-inline="yes-display-inline">the health of participating eligible individuals;</text></subparagraph><subparagraph id="HFEF83D54510049EE8A6F4779F94BD79C"><enum>(C)</enum><text>the social costs of income volatility, including connections with income fluctuation and health, education, employment, childcare, and other outcomes as determined appropriate by the Secretary; and</text></subparagraph></paragraph><paragraph id="H6E7C924CB1F7406D8A6E50A423BF36C3"><enum>(2)</enum><text>the feasibility of expanding the program under section 3 to include a larger number of participants.</text></paragraph></subsection></section><section id="H4FC6C98A482E47579220E8DCCDB18B4B" commented="no"><enum>5.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H66254C7541BF4D4F833FD5A6756D2FD3" commented="no"><enum>(1)</enum><header>Commissioner</header><text>The term <quote>Commissioner</quote> means the Commissioner of the Internal Revenue Service.</text></paragraph><paragraph id="HE79037FBC1C84A4AB3E719B246B8B219" commented="no"><enum>(2)</enum><header>Eligible individual</header><text>The term <quote>eligible individual</quote> means an individual taxpayer between the ages of 18–65.</text></paragraph><paragraph id="H4D8F6E750A9A406DB19B5911DB427049" commented="no"><enum>(3)</enum><header>External partner</header><text>The term <quote>external partner</quote> means a non-partisan research agency or a non-profit academic institution with expertise in social science experimentation.</text></paragraph><paragraph id="H8E415975068646A5940CE28CB1946D2F" commented="no"><enum>(4)</enum><header>Fair market rent</header><text display-inline="yes-display-inline">The term <quote>fair market rent</quote> means the applicable fair market rent established under section 8(c) of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f(c)</external-xref>).</text></paragraph><paragraph id="HDA475D989BA049AFA73EB8F6E61A6628" commented="no"><enum>(5)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of Health and Human Services. </text></paragraph></section><section id="HDABB658FD7944DB7B55B52B707A4A1D8"><enum>6.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There is authorized to be appropriated to carry out this Act $285,000,000 for each of the fiscal years 2022 through 2025.</text></section></legis-body></bill>
