R. 4327</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210701">July 1, 2021</action-date><action-desc><sponsor name-id="O000019">Mr. Obernolte</sponsor> (for himself, <cosponsor name-id="S001214">Mr. Steube</cosponsor>, <cosponsor name-id="B001299">Mr. Banks</cosponsor>, <cosponsor name-id="P000048">Mr. Pfluger</cosponsor>, and <cosponsor name-id="C001087">Mr. Crawford</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 18, United States Code, to allow an owner of a trade secret redress of the theft of trade secrets extraterritorially, and for other purposes.</official-title></form><legis-body id="H9526DAF3E51A45D391AE9133F0259B28" style="OLC"><section id="HF6DBAA5C8BCC4D5C9E383780194F3589" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protect American Trade Secrets Act of 2021</short-title></quote>.</text></section><section id="HA3429AA969714263B1929B95C7FDA073"><enum>2.</enum><header>Redress of theft of trade secrets extraterritorially</header><text display-inline="no-display-inline">Section 1836 of title 18, United States Code, is amended by adding at the end the following new subsection: </text><quoted-block style="OLC" id="HCB3D53E71FB1402CA46686C6C6861627" display-inline="no-display-inline"><subsection id="H0E7CA4D4E8B04D50959D47DAF01CF240"><enum>(e)</enum><header>Applicability to conduct outside United States</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, this section shall apply to conduct occurring outside the United States and impacting United States commerce, including conduct by an offender who is—</text><paragraph id="HD5D82E0D9A6E4956A45B6E18774E8294"><enum>(1)</enum><text>not a United States person or an alien lawfully admitted for permanent residence into the United States; or</text></paragraph><paragraph id="HF049F5B90389466F8A36A65A70DEC56A"><enum>(2)</enum><text>an organization which is created or organized under the laws of a foreign government or which has its principal place of business located outside of the United States.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
