which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Public Health Service Act to improve the public health system in tribal communities and increase the number of American Indians and Alaska Natives pursuing health careers, and for other purposes.</official-title></form><legis-body id="HB203C891323A4F57816041035AAC58D2" style="OLC"><section id="H0A003F6B8AE740C48766C14738F1F5BB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Native Health and Wellness Act of 2021</short-title></quote>.</text></section><section id="H6D7897232B5D46F88E0680A0B0251A71"><enum>2.</enum><header>Tribal health block grant</header><text display-inline="no-display-inline">Title III of the Public Health Service Act is amended by inserting after section 317U of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-23">42 U.S.C. 247b–23</external-xref>) the following new section:</text><quoted-block display-inline="no-display-inline" id="H02C36896375F475586F0513A4CA77466" style="OLC"><section id="H95D16E604C0B49C0A77E5563BA30422F"><enum>317V.</enum><header>Tribal health block grant</header><subsection id="HF5B1FF6CDB184E2E94E0788D417EE70F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">To the extent and in the amounts made available in advance by appropriations, the Secretary, acting through the Director of the Centers for Disease Control and Prevention, shall award a grant, in an amount determined pursuant to the formula developed under subsection (e), to each eligible Indian tribe or tribal organization for the purposes of promoting health, preventing disease, and reducing health disparities among American Indians and Alaska Natives.</text></subsection><subsection commented="no" id="H23C4670D126443AF88E4A2E472DF081E"><enum>(b)</enum><header>Consultation</header><text display-inline="yes-display-inline">The Secretary shall carry out this section, including the development of the formula required by subsection (e), in consultation with eligible Indian tribes and tribal organizations.</text></subsection><subsection id="H135E5E12C95141F3A08F1671CDA337D7"><enum>(c)</enum><header>Eligibility</header><text>To be eligible for a grant under this section for a fiscal year, an Indian tribe or tribal organization shall submit to the Secretary a plan at such time, in such manner, and containing such information as the Secretary may require.</text></subsection><subsection id="H027895BBD5E84D969DD71C5ADE0048F5"><enum>(d)</enum><header>Use of funds</header><text>Each grantee under this section shall use the grant funds—</text><paragraph id="H69C4D93BF20A44159B40DD5A481FB84E"><enum>(1)</enum><text>to establish or support preventive health service programs that facilitate the achievement of health-status goals;</text></paragraph><paragraph id="HF845EF3B60ED40079C3CD2DE65BEB331"><enum>(2)</enum><text display-inline="yes-display-inline">to establish or support public health services that reduce the prevalence of chronic disease among American Indians and Alaska Natives; or</text></paragraph><paragraph id="HBF6A96AD98654C39AAF57508DB097C4C"><enum>(3)</enum><text>to strengthen public health infrastructure to facilitate the surveillance and response to infectious disease and foodborne illness outbreaks.</text></paragraph></subsection><subsection id="HA274F11A12B14680B5BD111A00CA2548"><enum>(e)</enum><header>Formula</header><text display-inline="yes-display-inline">The Secretary shall develop a formula to be used in allocating the total amount of funds made available to carry out this section for a fiscal year among the eligible Indian tribes and tribal organizations.</text></subsection><subsection id="H0C6D75A023E146D989C7B87869110C90"><enum>(f)</enum><header>Reports</header><text display-inline="yes-display-inline">Each grantee under this section shall submit reports at such time, in such manner, and containing such information as the Secretary may require.</text></subsection><subsection id="HBE2C44BEA8EC4624A0B419B8ECC8857D"><enum>(g)</enum><header>Definitions</header><text>In this section, the terms <term>Indian tribe</term> and <term>tribal organization</term> have the meanings given to such terms in section 4 of the Indian Health Care Improvement Act (<external-xref legal-doc="usc" parsable-cite="usc/25/1603">25 U.S.C. 1603</external-xref>).</text></subsection><subsection id="H4B3C24CDDD034B999245467BA454B9C9"><enum>(h)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated $56,700,000 for each of fiscal years 2022 through 2026.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="HDABBCDB89BE74DC9BCE429D92E8D8B69"><enum>3.</enum><header>Grant program to recruit and mentor American Indian and Alaska Native youth and young adults</header><text display-inline="no-display-inline">Subpart 3 of part E of title VII of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/295f">42 U.S.C. 295f et seq.</external-xref>) is amended by adding at the end the following new section:</text><quoted-block display-inline="no-display-inline" id="H60C23D1ECDC346DB8E84CFF691399ED4" style="OLC"><section id="H8299AC1E9FAE43DC9FC2ECBD80C8B2C4"><enum>779.</enum><header>Recruitment and mentoring of American Indian and Alaska Native youth and young adults</header><subsection id="HB1C23789FC4748929948A0F5996CA523"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall make grants to Indian tribes and tribal organizations for the purpose of recruiting and mentoring American Indian and Alaska Native youth and young adults in health professions.</text></subsection><subsection id="H85656CA594D74F1C8578B89B68EFE11A"><enum>(b)</enum><header>Use of funds</header><text>An Indian tribe or tribal organization receiving a grant under subsection (a) shall use the grant funds—</text><paragraph id="H995E7A6122644BF283C2043E7E196CAD"><enum>(1)</enum><text>to expose American Indian and Alaska Native adolescent youth or young adults to health professions;</text></paragraph><paragraph id="HEC037B880758447798F7E7CC50EBC8EF"><enum>(2)</enum><text>to promote science education;</text></paragraph><paragraph id="H1945075B42984131976B81EAC85F5F1B"><enum>(3)</enum><text>to establish mentoring relationships between—</text><subparagraph id="H4D29B8A736EE41C196408A9FB2636309"><enum>(A)</enum><text>American Indian and Alaska Native youth or young adults; and</text></subparagraph><subparagraph id="HCAD29EB254F74F0D8F46C80D68878075"><enum>(B)</enum><text>health professionals;</text></subparagraph></paragraph><paragraph id="H14D68B470EF6465ABEA1A38E02E21C37"><enum>(4)</enum><text>to provide hands-on learning experiences in a health care setting;</text></paragraph><paragraph id="HA133C5A04A9E454D91702C147EAA418C"><enum>(5)</enum><text>to establish partnerships with institutions of higher education (including tribal colleges), local educational agencies, and other community-based entities to develop a larger and more competitive applicant pool for health professional careers; or</text></paragraph><paragraph id="HD09370EF8BBE4924BDFB9BE98F7BDC7A"><enum>(6)</enum><text>to provide counseling, mentoring, and other services designed to assist American Indian and Alaska Native youth or young adults in the pursuit of higher education with respect to health professions.</text></paragraph></subsection><subsection id="HE657BADBA2F04DBEAE2916CBD83E32DC"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H8D89D4C9D67C43BF8601E5E80319DA21"><enum>(1)</enum><header>Health profession</header><text>The term <term>health profession</term> has the meaning given to the term <term>Health profession</term> in section 4 of the Indian Health Care Improvement Act (<external-xref legal-doc="usc" parsable-cite="usc/25/1603">25 U.S.C. 1603</external-xref>).</text></paragraph><paragraph id="HD1B7EB84302B4F9E8408364BE9503433"><enum>(2)</enum><header>Indian tribe</header><text>The term <term>Indian tribe</term> has the meaning given to such term in section 4 of the Indian Health Care Improvement Act (<external-xref legal-doc="usc" parsable-cite="usc/25/1603">25 U.S.C. 1603</external-xref>).</text></paragraph><paragraph id="HA8673A0BD56442D795012B395599C064"><enum>(3)</enum><header>Tribal organization</header><text>The term <term>tribal organization</term> has the meaning given such term in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>).</text></paragraph></subsection><subsection id="HB6BC1502762E4AA6AD88CC8F31F4A0D2"><enum>(d)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated $10,000,000 for each of fiscal years 2022 through 2026.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
