which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Energy Independence and Security Act of 2007 to reauthorize the Energy Efficiency and Conservation Block Grant Program, and for other purposes.</official-title></form><legis-body id="H2B1932A79EAE4196A1947BE17C85173C" style="OLC"><section id="HC87C57272BF24A4C94CD5874467ADE40" section-type="section-one"><enum>1.</enum><header>Energy efficiency and conservation block grant program</header><subsection id="HFA35763A8B254E329E2FFFAD24588DE6"><enum>(a)</enum><header>Purpose</header><text>Section 542(b)(1) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17152">42 U.S.C. 17152(b)(1)</external-xref>) is amended—</text><paragraph id="H8360FDC22CF745D7AF3D4390328D4CC2"><enum>(1)</enum><text>in subparagraph (A), by striking <quote>; and</quote> and inserting a semicolon;</text></paragraph><paragraph id="HCFFA7CE4A79648BF844BE34D69B94E40"><enum>(2)</enum><text>in subparagraph (B), by striking the semicolon and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="H7A38773C3E694936BC19B83479ED7195"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block id="H0FE84E699B7540D7BFF06795D0E9AC1A" style="OLC"><subparagraph id="HD0B0F59678EA463FBFFFF191846443BF"><enum>(C)</enum><text>diversifies energy supplies, including by facilitating and promoting the use of alternative fuels;</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H8EA7443BF7AA4D288FD978D3773C836A"><enum>(b)</enum><header>Use of funds</header><text>Section 544(9) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17154">42 U.S.C. 17154(9)</external-xref>) is amended to read as follows:</text><quoted-block id="HA0A89B91D66847D2A07B09AE879733A4" style="OLC"><paragraph id="HDEAD2E3181274C0282EC0E42F93F79C0"><enum>(9)</enum><text>deployment of energy distribution technologies that significantly increase energy efficiency or expand access to alternative fuels, including—</text><subparagraph id="HC68386D213C540218CAE7BCF95FC627D"><enum>(A)</enum><text>distributed resources;</text></subparagraph><subparagraph id="HF2B6C3BE204443F6BBC6495B33F0D9B3"><enum>(B)</enum><text>district heating and cooling systems; and</text></subparagraph><subparagraph id="H43AE4D765DC64D798B36DD59F51FD3B2"><enum>(C)</enum><text>infrastructure for delivering alternative fuels;</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H5EC148CFFD9148AAA98E567574F325C7"><enum>(c)</enum><header>Competitive grants</header><text>Section 546(c)(2) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17156">42 U.S.C. 17156(c)(2)</external-xref>) is amended by inserting <quote>, including projects to expand the use of alternative fuels</quote> before the period at the end.</text></subsection><subsection id="H00718E2D940143219C4F3880CB36A792"><enum>(d)</enum><header>Funding</header><text>Section 548(a) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17158">42 U.S.C. 17158(a)</external-xref>) is amended to read as follows:</text><quoted-block id="H35809F1299C74BC3A6A93FD498A8170A" style="OLC"><subsection id="H699218B1399045DE9DE095F28138599E"><enum>(a)</enum><header>Authorization of appropriations</header><paragraph id="H60F17AF7909C490B8C35C995A3DC6434"><enum>(1)</enum><header>Grants</header><text>There is authorized to be appropriated to the Secretary to carry out the program $3,500,000,000 for each of fiscal years 2022 through 2026.</text></paragraph><paragraph id="H8F0773D3F9414819B623C3C95755C6F0"><enum>(2)</enum><header>Administrative costs</header><text>The Secretary may use for administrative expenses of the program not more than 1 percent of the amounts made available under paragraph (1) in each of fiscal years 2022 through 2026.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HC75FD476DEB74DBF9480E0BD6C3B2830"><enum>(e)</enum><header>Technical amendments</header><text>Section 543 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17153">42 U.S.C. 17153</external-xref>) is amended—</text><paragraph id="HF5E51DB9BE3F4C51A9ADCA43496F0EAB"><enum>(1)</enum><text>in subsection (c), by striking <quote>subsection (a)(2)</quote> and inserting <quote>subsection (a)(3)</quote>; and</text></paragraph><paragraph id="H4142376A384D404196899B1573ED9E46"><enum>(2)</enum><text>in subsection (d), by striking <quote>subsection (a)(3)</quote> and inserting <quote>subsection (a)(4)</quote>.</text></paragraph></subsection></section></legis-body></bill>
