which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><action display="yes"><action-date date="20211103">November 3, 2021</action-date><action-desc>Additional sponsors: <cosponsor name-id="L000586">Mr. Lawson of Florida</cosponsor>, <cosponsor name-id="T000463">Mr. Turner</cosponsor>, <cosponsor name-id="B001305">Mr. Budd</cosponsor>, and <cosponsor name-id="C000754">Mr. Cooper</cosponsor></action-desc></action><action display="yes"><action-date date="20211103">November 3, 2021</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on June 30, 2021</action-instruction></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide additional funding for scholarships for students at 1890 institutions.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HAG00" reported-display-style="italic" id="HCB9D7672A8084591B0ABCCF3B7EEF476"><section id="HE452A7396DE142F586EE5C3F6E9AD64F" section-type="section-one"><enum>1.</enum><header>Additional funding for scholarships for students at <enum-in-header>1890</enum-in-header> institutions</header><subsection id="H305751E315AF417C9CFE17B0E526DC93" commented="no"><enum>(a)</enum><header>Rescission</header><text display-inline="yes-display-inline">Of the unobligated balances from amounts made available by section 1006 of the American Rescue Plan Act (<external-xref legal-doc="public-law" parsable-cite="pl/117/2">Public Law 117–2</external-xref>), the remaining unobligated balance, or $100,000,000, whichever is less, is hereby rescinded.</text></subsection><subsection id="H1154007DB4964B46AC4B2CBB70994455" commented="no"><enum>(b)</enum><header>Funding</header><text display-inline="yes-display-inline">In addition to amounts otherwise provided for carrying out section 1446 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3222a">7 U.S.C. 3222a</external-xref>), there is appropriated to the Secretary of Agriculture, out of amounts in the Treasury not otherwise appropriated, an amount of additional new budget authority equivalent to the amount rescinded under subsection (a), to remain available until expended, to carry out such section 1446.</text></subsection><subsection id="H8069068CC3FA4DDF92994DA0F963EEFB" commented="no"><enum>(c)</enum><header>Administrative funds</header><text display-inline="yes-display-inline">Of the funds made available under section 1446(b)(4) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3222a">7 U.S.C. 3222a(b)(4)</external-xref>) for a fiscal year, not more than 4 percent may be used for expenses related to administering the program under such section 1446.</text></subsection><subsection id="H774CD2AB7C7D49628B1DBF90E4544915"><enum>(d)</enum><header>Extension</header><text display-inline="yes-display-inline">Section 1446(b) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/7/3222a">7 U.S.C. 3222a(b)</external-xref>) is amended—</text><paragraph id="HD3D5B88AAD704A52960853868F255FF7"><enum>(1)</enum><text>in paragraph (2), by striking <quote>each of fiscal years 2020 through 2023</quote> and inserting <quote>fiscal year 2020 and each fiscal year thereafter</quote>; and</text></paragraph><paragraph id="H5860445F45F34C1990ED51D4B0DD1250"><enum>(2)</enum><text>by adding at the end the following: </text><quoted-block style="OLC" id="H3D4E470EAFC44C9AB10172600BD5E808" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HAG00"><paragraph id="HC8EECB253EFD4A3F9A2BD4162DE9F60C"><enum>(4)</enum><header>Fiscal year 2024 and each fiscal year thereafter until obligated</header><text display-inline="yes-display-inline">Of the amounts made available under section 1(b) of the Act entitled <quote>An Act to provide additional funding for scholarships for students at 1890 institutions</quote>, the Secretary shall make available to carry out this section not less than $10,000,000 for fiscal year 2024 and each fiscal year thereafter, until all funding made available under such section 1(b) has been obligated.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body><endorsement display="yes"><action-date>November 3, 2021</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
