which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To make amendments to the names of certain agencies to help end the stigmatization of substance use disorder, and for other purposes.</official-title></form><legis-body id="HAA0DB7F877E44909ADFE616E52257AC4" style="OLC"><section id="H8EDC56626CC64967A305C838A7B89DA0" section-type="section-one"><enum>1.</enum><header>Short title; findings</header><subsection id="HF6D2E532223E4635986BC5A31C4D9693"><enum>(a)</enum><header>Short title</header><text display-inline="yes-display-inline">This Act may be cited as the <quote><short-title>Stopping Titles that Overtly Perpetuate Stigma Act</short-title></quote> or the <quote><short-title>STOP Stigma Act</short-title></quote>.</text></subsection><subsection id="H2AAA188E523A40AD98A199C3F00AADDC"><enum>(b)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress makes the following findings:</text><paragraph id="HB52B5948DC064B76A278CD5DDC2A3DDA"><enum>(1)</enum><text display-inline="yes-display-inline">Stigma surrounding substance use disorder negatively affects access to care and has a detrimental effect on treatment outcomes. </text></paragraph><paragraph id="HA469FF7F61A147E3B6A3DB5C4FEE229D"><enum>(2)</enum><text>The language used to discuss substance use disorder can contribute to this stigma.</text></paragraph><paragraph id="HD3A6F78189234345BC0D0808A0281893"><enum>(3)</enum><text display-inline="yes-display-inline">Several agencies and a grant within the Department of Health and Human Services use stigmatizing language in their titles.</text></paragraph></subsection></section><section id="HE6C202372B524A3B9F54CB780C2681F8"><enum>2.</enum><header>Ending stigmatization of substance use disorder</header><subsection id="HDFF8EDD4A9364FA292386EF186998F57"><enum>(a)</enum><header>Guidance</header><paragraph id="HF66AA50CD6904D48B067441481680827"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Health and Human Services (referred to in this section as the <quote>Secretary</quote>) shall issue guidance proposing new names for covered agencies and programs.</text></paragraph><paragraph id="H6D9D8C61D8B4494BAEAB26F67E63D643"><enum>(2)</enum><header>Excluded terms</header><text>The guidance issued under paragraph (1) shall not propose a name for a covered agency or program that contains a term identified by the National Institute on Drug Abuse as stigmatizing, including the following:</text><subparagraph id="H8A384C7BC9AC4634AA1F541D7BF4CB46"><enum>(A)</enum><text>Abuse (including substance abuse, substance abuser, drug abuse, and drug abuser).</text></subparagraph><subparagraph id="H5EC621AB1B484165A02E3BFADF14A7D9"><enum>(B)</enum><text>Addict (including former addict and reformed addict).</text></subparagraph><subparagraph id="HD334F11D11F444368CC0C4AE75AAE907"><enum>(C)</enum><text>Alcoholic.</text></subparagraph><subparagraph id="HD2ECF90E01F44CFFAB36ED78DD3BF3A9"><enum>(D)</enum><text>Other stigmatizing terms with respect to substance use, such as <quote>clean</quote>, <quote>dirty</quote>, and <quote>habit</quote>.</text></subparagraph></paragraph></subsection><subsection id="H6879B35FF72C484285772A71F4A12DE3"><enum>(b)</enum><header>Stakeholder feedback</header><text display-inline="yes-display-inline">In developing the guidance under subsection (a), the Secretary shall provide for opportunities for input on such guidance from relevant stakeholder groups.</text></subsection><subsection id="HE36DA047F523444CA5BB3702C990BAFC"><enum>(c)</enum><header>Transmission to Congress</header><text display-inline="yes-display-inline">The Secretary shall transmit to the Committee on Energy and Commerce and the Committee on Appropriations of the House of Representatives and the Committee on Health, Education, Labor and Pensions and the Committee on Appropriations of the Senate—</text><paragraph id="HB779FEEB73444966BE103EC4CCF3A01D"><enum>(1)</enum><text>the guidance issued under subsection (a);</text></paragraph><paragraph id="HF6D7AD08ADF240CB9319944DE847DB95"><enum>(2)</enum><text display-inline="yes-display-inline">an assessment of the cost of changing the names of covered agencies and programs as proposed in such guidance; and</text></paragraph><paragraph id="H018D758123164933884E20517CB1446A"><enum>(3)</enum><text>the Secretary’s recommendations for changes to Federal law to change the names of covered agencies and programs as proposed in such guidance.</text></paragraph></subsection><subsection id="H01B14138CC06468F95210730A7825B3A"><enum>(d)</enum><header>Covered agency or program defined</header><text display-inline="yes-display-inline">In this section, the term <quote>covered agency or program</quote> means each of the following agencies of the Department of Health and Human Services and programs administered by the Secretary of Health and Human Services:</text><paragraph id="H6BF5C4F3886344ADB3EFD41139EDEEC8"><enum>(1)</enum><text>Within the National Institutes of Health, the following:</text><subparagraph id="HA76ED8C5616B4D0EADD5C29E43F625FA"><enum>(A)</enum><text display-inline="yes-display-inline">The National Institute on Alcohol Abuse and Alcoholism designated under paragraph (12) of section 401(b) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/281">42 U.S.C. 281</external-xref>).</text></subparagraph><subparagraph id="H8BDE9982734449A989583D02AC5F5645"><enum>(B)</enum><text display-inline="yes-display-inline">The National Institute on Drug Abuse designated under paragraph (13) of such section.</text></subparagraph><subparagraph id="HFE3FB8572D944677B6D0CC0AABE2E961"><enum>(C)</enum><text display-inline="yes-display-inline">The National Drug Abuse Research Centers designated under section 464 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/285o-2">42 U.S.C. 285o–2</external-xref>).</text></subparagraph><subparagraph id="HC33A07932CBA4C5C80C046566B8FD341"><enum>(D)</enum><text display-inline="yes-display-inline">The National Drug Abuse Training Center established under section 412 of the Drug Abuse Office and Treatment Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/21/1179">21 U.S.C. 1179</external-xref>).</text></subparagraph></paragraph><paragraph id="HCBA62372E0FB40CE98900EEE81CC7123"><enum>(2)</enum><text display-inline="yes-display-inline">The Substance Abuse and Mental Health Services Administration and each of the following agencies of, and program carried out by, such Administration:</text><subparagraph id="HFE2A312059E54BEA8AAC9109DD5B56BF"><enum>(A)</enum><text display-inline="yes-display-inline">The National Center on Substance Abuse and Child Welfare.</text></subparagraph><subparagraph id="HA49E2515FAB4425494E4B3B5C8C5A0E6"><enum>(B)</enum><text display-inline="yes-display-inline">The Center for Substance Abuse Prevention established under section 515 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-21">42 U.S.C. 290bb–21</external-xref>).</text></subparagraph><subparagraph id="H17A02438F4AC4D3591D69C405CB87DF4"><enum>(C)</enum><text display-inline="yes-display-inline">The Center for Substance Abuse Treatment established under section 507 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb">42 U.S.C. 290bb</external-xref>).</text></subparagraph><subparagraph id="H3F21A5750B5444908E91B334B0EA20B2"><enum>(D)</enum><text display-inline="yes-display-inline">The program providing for block grants for the prevention and treatment of substance abuse established under subpart II of part B of title XIX of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300x-21">42 U.S.C. 300x–21 et seq.</external-xref>)</text></subparagraph></paragraph><paragraph id="H41367C5215734B33966EE61C3AF1A10E"><enum>(3)</enum><text>Such other agency, service, office, or program of the Department as the Secretary may specify. </text></paragraph></subsection></section></legis-body></bill>
