Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Defense to conduct testing, removal, and remediation of perfluoroalkyl substances and polyfluoroalkyl substances at all military installations, formerly used defense sites, and State-owned facilities of the National Guard in the United States.</official-title></form><legis-body id="HC3C1DD7213464BCA9DEC1C33C5D31FEA" style="OLC"><section id="H950198697E574BB6B94058E214BFE3E8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>PFAS Filthy Fifty Act</short-title></quote>.</text></section><section id="H6218563E07554F6282812CDA98C706FE"><enum>2.</enum><header>Testing, removal, and remediation by Department of Defense of perfluoroalkyl substances and polyfluoroalkyl substances</header><subsection id="H03C8360842314F6FACD997AF952C3294"><enum>(a)</enum><header>Testing</header><text>Not later than two years after the date of the enactment of this Act, the Secretary of Defense shall complete testing for PFAS at all military installations, formerly used defense sites, and State-owned facilities of the National Guard in the United States.</text></subsection><subsection id="HE0EE484134054D18A8F2156348D50AD1"><enum>(b)</enum><header>Removal</header><text>Not later than 60 days following the detection of PFAS at a military installation, formerly used defense site, or State-owned facility of the National Guard in the United States, the Secretary shall take removal actions to ensure that all individuals served by a drinking water source contaminated by PFAS from the installation, site, or facility have access to drinking water that meets the applicable standard under subsection (d), regardless of whether the Secretary is the drinking water purveyor.</text></subsection><subsection id="H74B8DCCFDCFC41B5B15987DAC1CB40BF"><enum>(c)</enum><header>Remediation</header><text>Not later than ten years after the date of the enactment of this Act, the Secretary shall complete all physical construction required for the remediation of PFAS at all military installations, formerly used defense sites, and State-owned facilities of the National Guard in the United States.</text></subsection><subsection id="HFEE370B786FF40FBB017B25F5BA60209"><enum>(d)</enum><header>Standards for removal or remedial actions with respect to PFAS contamination</header><text>In conducting removal or remedial actions under this section, the Secretary of Defense shall ensure that such actions result in a level that meets or exceeds the most stringent of the following standards for PFAS in any environmental media:</text><paragraph id="H609F77B6AC7F4940A22E40F04773FC76"><enum>(1)</enum><text>An enforceable State standard, in effect in that State, for drinking, surface, or ground water, or soil.</text></paragraph><paragraph id="HB1C7EA58DDE44D86ADE2BBFEE64E1C87"><enum>(2)</enum><text>An enforceable Federal standard for drinking, surface, or ground water, or soil.</text></paragraph><paragraph id="H6F417D9F0D98401091FC3E792F1DCE10"><enum>(3)</enum><text>A health advisory under section 1412(b)(1)(F) of the Safe Drinking Water Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300g-1">42 U.S.C. 300g–1(b)(1)(F)</external-xref>).</text></paragraph></subsection></section><section id="H1E5391F1A5974716A4331AD097A01EBA"><enum>3.</enum><header>Status of remediation of perfluoroalkyl substances and polyfluoroalkyl substances at certain priority locations</header><subsection id="HB7D255C1E03B4017A2F02E5F90AAB691"><enum>(a)</enum><header>Report</header><text>Not later than 60 days after the date of the enactment of this Act, the Secretary of Defense shall submit to Congress a report identifying the status of efforts to remediate perfluoroalkyl substances and polyfluoroalkyl substances at the following sites:</text><paragraph id="H25816805792A4518A0F8F1B37F1788C6"><enum>(1)</enum><text>England Air Force Base, Louisiana.</text></paragraph><paragraph id="H5A4074CC8A174421A080FEA6C30CAB8E"><enum>(2)</enum><text>Naval Air Weapons Station China Lake, California.</text></paragraph><paragraph id="HE1B7C6DC11D44C84A6F3FF3C6D813CE2"><enum>(3)</enum><text>Patrick Air Force Base, Florida.</text></paragraph><paragraph id="H55C2D52324E248B69A8E4B5648F15ED1"><enum>(4)</enum><text>Myrtle Beach Air Force Base, South Carolina.</text></paragraph><paragraph id="HBA9D3D962493434E9DF5B4B463AC3235"><enum>(5)</enum><text>Langley Air Force Base, Virginia.</text></paragraph><paragraph id="H8365A9B7E9E24048A4E8955E5F6CB89B"><enum>(6)</enum><text>Naval Air
