R. 4224</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210629">June 29, 2021</action-date><action-desc><sponsor name-id="D000630">Mr. Delgado</sponsor> (for himself, <cosponsor name-id="F000466">Mr. Fitzpatrick</cosponsor>, and <cosponsor name-id="P000614">Mr. Pappas</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require, pursuant to the Federal Water Pollution Control Act, disclosure of the introduction of perfluoroalkyl or polyfluoroalkyl substances into treatment works, and for other purposes.</official-title></form><legis-body id="HCF677E987FFA4328A3448F5255ACC0C6" style="OLC"><section id="H96670EFBF9074AB98AB13402EC9AB917" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>PFAS Transparency Act</short-title></quote>.</text></section><section commented="no" id="H3709DC1D12FA4CE0B211638BC547684D" section-type="subsequent-section"><enum>2.</enum><header>Disclosure of introductions of PFAS</header><subsection commented="no" id="H67F075BB995E4B65B079F9F9A9541E54"><enum>(a)</enum><header>In general</header><text>The introduction of any perfluoroalkyl or polyfluoroalkyl substance by the owner or operator of an industrial source shall be unlawful unless such owner or operator first notifies the owner or operator of the applicable treatment works of—</text><paragraph commented="no" id="H51DD545B3D3A4455AA459DD5905D0B5A"><enum>(1)</enum><text>the identity and quantity of such substance;</text></paragraph><paragraph commented="no" id="H75120211DE1448349B0907CC4EC23FEE"><enum>(2)</enum><text>whether such substance is susceptible to treatment by such treatment works; and</text></paragraph><paragraph commented="no" id="H19921120DE6744879FEC615434AD7DD6"><enum>(3)</enum><text display-inline="yes-display-inline">whether such substance would interfere with the operation of the treatment works.</text></paragraph></subsection><subsection commented="no" id="H6AF3971C25074F16B14EF50F9168C835"><enum>(b)</enum><header>Violations</header><text>A violation of this section shall be treated in the same manner as a violation of a regulation promulgated under subsection 307(b) of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1317">33 U.S.C. 1317(b)</external-xref>).</text></subsection><subsection commented="no" display-inline="no-display-inline" id="HEC5AC469B4A14128906A436A72CED526"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph commented="no" id="HE409A09D5A7444E58644295B7823DDE4"><enum>(1)</enum><header>Introduction</header><text display-inline="yes-display-inline">The term <term>introduction</term> means the introduction of pollutants into treatment works, as described in section 307(b) of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1317">33 U.S.C. 1317</external-xref>).</text></paragraph><paragraph id="HFF16C6439AD440F18C609E0800397017"><enum>(2)</enum><header>Treatment works</header><text display-inline="yes-display-inline">The term <term>treatment works</term> has the meaning given that term in section 212 of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1292">33 U.S.C. 1292</external-xref>).</text></paragraph></subsection></section></legis-body></bill>
