Doyle of Pennsylvania</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the National and Community Service Act of 1990 to establish a National Climate Service Corps to help communities withstand and respond to changes in the Earth’s climate with respect to natural disasters, and for other purposes.</official-title></form><legis-body id="H739769060A4341E982031A34DC4CA7C9" style="OLC"><section id="H2D7459956C3B4F229C4531F265FAF1C2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Climate Service Corps and Careers Network Act of 2021</short-title></quote>.</text></section><section id="HD52AA72442164AE4B46D386DDE3780C6"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="H6FE3EBFCB3574B4D966D9C56E7DB33C9"><enum>(1)</enum><text display-inline="yes-display-inline">Every region of the United States is confronting the effects of climate change and related natural disasters, including extreme heat and droughts, heavy rains and flooding, hurricanes and tornadoes, acidification of the oceans and sea level rise, wildfires, and mudslides, among other effects.</text></paragraph><paragraph id="HC3FCF0A47C734AD2883B3AA8BF4C1A3F"><enum>(2)</enum><text display-inline="yes-display-inline">These changes affect the health, agriculture, food supply, infrastructure, energy supply, water quality and water supply, and have the potential to reduce the standard of living and quality of life in the United States.</text></paragraph><paragraph id="HCCB0079D5BCE42A294DF0801DDAC65B5"><enum>(3)</enum><text display-inline="yes-display-inline">The Fourth National Climate Assessment estimates that low-income communities will be disproportionately impacted by climate change through higher rates of adverse health conditions, greater exposure to environmental hazards, and more severe impacts and longer recovery from natural disasters.</text></paragraph><paragraph id="H3107E64553114826BE4CEB675BDA3ABF"><enum>(4)</enum><text display-inline="yes-display-inline">The Fourth National Climate Assessment estimates that—</text><subparagraph id="H1B93FCE9D13941D38090D0E0E15EC84C"><enum>(A)</enum><text>climate change will shrink the American economy by up to 10 percent by the year 2100 and will result in losses up to $141,000,000,000 from heat-related deaths, $118,000,000,000 from sea level rise, and $32,000,000,000 from infrastructure damage; and</text></subparagraph><subparagraph id="H974CAC424E99426986AD8DB7D74C32F3"><enum>(B)</enum><text>proactive adaptation initiatives yield benefits in excess of their costs in both the near term and long term.</text></subparagraph></paragraph><paragraph id="H22A17D46F9F441FC8B411C9D2F300435"><enum>(5)</enum><text display-inline="yes-display-inline">The frequency and severity of natural disasters taking place each year is steadily and significantly increasing. In 1970, there were 78 registered natural disasters. In 2017, there were 335 natural disasters, impacting approximately 96,000,000 people and costing the United States more than $306,000,000,000.</text></paragraph><paragraph id="HF9C6CD81CF29447A808EA661B0967E50"><enum>(6)</enum><text display-inline="yes-display-inline">Service and Conservation Corps, which are descended from the Civilian Conservation Corps of the 1930s, are trained for and have experience with the four stages of disaster: mitigation, preparedness, response, and recovery.</text></paragraph><paragraph id="HBC360D1D93854B97890065CFC544E5D1"><enum>(7)</enum><text display-inline="yes-display-inline">During the COVID–19 pandemic, climate change did not stop. The existing network of 137 Service and Conservation Corps continued to respond to the needs of their communities. This included fighting wildfires to controlling erosion. </text></paragraph></section><section id="H44DC25483C9D4FD7B077F3E17F63A4C9"><enum>3.</enum><header>National Climate Service Corps</header><subsection id="HDDB15857F582431087ABEDF921825AFF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 122(a) of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12572">42 U.S.C. 12572(a)</external-xref>) is amended—</text><paragraph id="H0FB7AC047BB7448192EB6FCCB3BFBC7D"><enum>(1)</enum><text>by redesignating paragraphs (4) and (5) as paragraphs (5) and (6), respectively; and</text></paragraph><paragraph id="H2081DB28EA8A41ABB754011163E07109"><enum>(2)</enum><text>by inserting after paragraph (3) the following new paragraph:</text><quoted-block display-inline="no-display-inline" id="HF758C07EFB9C4172BB0A16058F4997B7" style="OLC"><paragraph id="H546A93ADF04745EBB90A4B078786327C"><enum>(4)</enum><header>National Climate Service Corps</header><subparagraph id="H1F5EA3A5913C4BE7840D28947CCF67D5"><enum>(A)</enum><header>Purpose</header><clause id="HDD5BDD3A1A4548ADB9AB4C6A09A92723"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">The recipient may carry out national service projects through a Climate Service Corps that improves community adaptation, mitigation, preparedness, response, and recovery from natural disaster and other trends related to climate change through activities such as those described in subparagraph (B) and improves performance on the indicators described in subparagraph (C).</text></clause><clause id="H389AF5F437EB423A8B8E9CC60F4B821A"><enum>(ii)</enum><header>Selection priority</header><text display-inline="yes-display-inline">In selecting national service projects to carry out under this paragraph, the recipient shall, to the extent practicable, carry out projects in communities that are disproportionately impacted by climate and severe weather events, including from communities of color, low-income communities, and tribal communities.</text></clause></subparagraph><subparagraph id="H69AC8BC8462946518D5DCABF96744AFA"><enum>(B)</enum><header>Activities</header><clause id="H01F57D181CA14E5F8482A3A98FF0B35B"><enum>(i)</enum><header>In general</header><text>A Climate Service Corps described in this paragraph may carry out activities, including—</text><subclause id="HCD77AB12AA554AD099B63DB7B25829F0"><enum>(I)</enum><text>assessing community resilience to the effects of climate change;</text></subclause><subclause id="HE5B08ECAEEA24E38B338314097DC4944"><enum>(II)</enum><text>supporting climate adaptation and mitigation of the negative effects of climate change;</text></subclause><subclause id="H5C9134642210440B80C4435622249E58"><enum>(III)</enum><text>environmental sustainability and resiliency;</text></subclause><subclause id="H70A0A6B66C91454E9142377DD0193163"><enum>(IV)</enum><text>emergency preparedness;</text></subclause><subclause id="H7880EF08B62B4A2F9F29A0C3A84CC8C7"><enum>(V)</enum><text>promoting sustainable and resilient communities;</text></subclause><subclause id="H6C7515C9D87947BD83985810450E8952"><enum>(VI)</enum><text>assisting with recovery from disasters to rebuild in a manner that provides improved resilience or adaptation for future climate impacts;</text></subclause><subclause id="HEB38B89795AB461CAF44B29F7A9BAFC6"><enum>(VII)</enum><text>assisting with prevention, recovery, or restoration of wildland, rangeland, and wildland-urban interface areas from the effects of wildfire and associated impacts due to the effects of climate change; or</text></subclause><subclause id="H45BA361C9E414F4B930A10FF8580B85B"><enum>(VIII)</enum><text>other relevant activities, as determined by the Corporation.</text></subclause></clause><clause commented="no" id="HED224431B07243B3B852B5AE666A6AED"><enum>(ii)</enum><header>Participation</header><text display-inline="yes-display-inline">In addition to the requirements for participants under section 137, in carrying out national service projects under this paragraph, the recipient shall, to the extent practicable—</text><subclause id="HE1CB59DAC9034640A11E3F8A27998739"><enum>(I)</enum><text>select as participants individuals who are at least 16 but not more than 30 years of age (including out of-school youth and other disadvantaged youth (such as individuals who are aging out of foster care, individuals who have limited English proficiency, homeless individuals, and individuals with disabilities)), and veterans who have not reached the age of 36, at the time of beginning the term of service; and</text></subclause><subclause id="H64339D116D7D4089B130222149094E8C"><enum>(II)</enum><text>provide each participant with team-based, highly structured, and adult-supervised work experience, education, career guidance, and counseling, and employment training, support services, and mentoring.</text></subclause></clause></subparagraph><subparagraph id="HDBD75360AD3B46139AF73134BCBC0728"><enum>(C)</enum><header>National Climate Service Corps indicators</header><text>The indicators for a Climate Resiliency Service Corps program described in this paragraph are—</text><clause id="H19107B1CCB584E40B188098B2A413633"><enum>(i)</enum><text display-inline="yes-display-inline">the number of acres, miles, homes, buildings or infrastructure projects built, improved, or treated for improved resilience and adaptation;</text></clause><clause id="H63759410D8C043E08C54848553E559A2"><enum>(ii)</enum><text display-inline="yes-display-inline">the number of individuals educated about and prepared for disasters and other trends related to climate change;</text></clause><clause id="HD125EA5FA3B84B55814CD85409A6761B"><enum>(iii)</enum><text display-inline="yes-display-inline">the number of individuals assisted, including those rescued, evacuated, or provided shelter;</text></clause><clause id="H96661F5FFEB74FFA9F7CDFF728487C77"><enum>(iv)</enum><text display-inline="yes-display-inline">the number of tons of debris collected;</text></clause><clause id="H917737361C4B4595AABF8E7929A9880F"><enum>(v)</enum><text display-inline="yes-display-inline">the number of homes or buildings treated, including those boarded up, tarped, mucked, or gutted during disaster response;</text></clause><clause id="H46E3481C2AF44C98B02C1E7E84647DD9"><enum>(vi)</enum><text display-inline="yes-display-inline">the number of acres, homes, or buildings restored during disaster recovery;</text></clause><clause id="HF4A80BF2B7AE43469A0698CC8F699662"><enum>(vii)</enum><text display-inline="yes-display-inline">the number of trees and plants planted;</text></clause><clause id="H5DF5732F61B14A989CE9E0A593884BB0"><enum>(viii)</enum><text display-inline="yes-display-inline">the number of infrastructure projects undertaken to improve resilience against future natural disasters;</text></clause><clause id="H90C6352F621B4CF7BBB30DBC2E78AC2B"><enum>(ix)</enum><text display-inline="yes-display-inline">the number of economically disadvantaged individuals with access to job training and other skill enhancement;</text></clause><clause id="H2446ED3B5FA74C149C2B722501ABDE6B"><enum>(x)</enum><text>the number of economically disadvantaged individuals with access to information about job placement services;</text></clause><clause id="H48CA46311D934A5784A938977FBCD3B8"><enum>(xi)</enum><text>the number of individuals receiving education or training in environmentally conscious practices;</text></clause><clause id="H7A15663DADD3463795CF548D728EA03B"><enum>(xii)</enum><text display-inline="yes-display-inline">any additional indicator relating to natural disaster and other trends that the Corporation establishes, in consultation (as appropriate), with the Secretaries of the Departments of the Interior, Agriculture, Commerce, and Defense, the Director of the Federal Emergency Management Agency, and the Administrator of the Environmental Protection Agency; and</text></clause><clause id="H6C904842E2AB44A58E7B0EF26D788BBA"><enum>(xiii)</enum><text display-inline="yes-display-inline">any additional local indicator applicable to a particular recipient and on which an improvement in performance is needed related to climate change.</text></clause></subparagraph><subparagraph id="H42D82826896D4A7E8C6DCE6EB0469F76" commented="no"><enum>(D)</enum><header>Living allowance</header><text display-inline="yes-display-inline">Notwithstanding section 140(a), no participant shall receive a living allowance that is less than the equivalent of $15 per hour. </text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H39C6DC4649E8443784574E465EF1F7F9"><enum>(b)</enum><header>Conforming amendments</header><text display-inline="yes-display-inline">Section 122 of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12572">42 U.S.C. 12572</external-xref>), as amended by subsection (a), is further amended—</text><paragraph id="H955CF404A2BC489D96392B44679FF22A"><enum>(1)</enum><text>in paragraph (b)(3), by striking <quote>or (5)</quote> and inserting <quote>(5), or (6)</quote>; and</text></paragraph><paragraph id="HAFC1B48565DB43C0937D70A35999B765"><enum>(2)</enum><text>in paragraph (c)(1), by striking <quote>(5)</quote> and inserting <quote>(6)</quote>.</text></paragraph></subsection></section><section id="H9899021B06334760B9091BFC2E8EB5E3" commented="no"><enum>4.</enum><header>Environmental Justice Task Force</header><subsection id="H70B598626DDB4BD5BF2555CF71D2E5A9" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Each recipient of a subgrant under section 122(a) of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12572">42 U.S.C. 12572(a)</external-xref>) that receives such subgrant for the purpose of establishing a National Climate Service Corps in a subdivision of a State shall ensure that such Corps forms an Environmental Justice Task Force (in this section referred to as the <quote>Task Force</quote>) to advise and consult on community-based projects and recruitment.</text></subsection><subsection id="H23B047ED21B94BCE816B50479202CCAD" commented="no"><enum>(b)</enum><header>Duties</header><text>Each Task Force shall have an advisory role in agenda-setting and shall prioritize projects that address environmental justice and benefit communities that have suffered systemic racial, social, and economic injustices, and face a disproportionate burden of adverse human health or environmental effects.</text></subsection><subsection id="H0088CA02BD474A9E850251BDFDD6B910" commented="no"><enum>(c)</enum><header>Composition</header><text>Each Task force shall include—</text><paragraph id="HD576117B9A984162A25405865F981C25" commented="no"><enum>(1)</enum><text>local elected officials;</text></paragraph><paragraph id="HF22F19E4C4964D4FA2ED95252A602027" commented="no"><enum>(2)</enum><text>local educators;</text></paragraph><paragraph id="H61E1175F04B9448BA6EE560DE20A9AC1" commented="no"><enum>(3)</enum><text>faith-based leaders;</text></paragraph><paragraph id="HFBB0D8E17A8A49CE859F8A1C8B33BEE6" commented="no"><enum>(4)</enum><text>veterans advocates;</text></paragraph><paragraph id="H843AA329D9054101B5B37CBEF8F4EC72" commented="no"><enum>(5)</enum><text>State and local service corps leadership; and</text></paragraph><paragraph id="H594D951A3B3E458E92C5E0A9C9124C8B" commented="no"><enum>(6)</enum><text>community leaders.</text></paragraph></subsection></section><section id="HDC552CEF428848C9A1F5471DF67ABEE5" commented="no"><enum>5.</enum><header>Cooperation among States for emergency response</header><subsection id="H9DA49BE96EFF44B88BE31D997E709479" commented="no"><enum>(a)</enum><header>Agreements between States</header><text>States that provide subgrants to State or nonprofit entities that engage in National Climate Service Corps activities under section 122(a)(4) of the National and Community Service Act of 1990, added by section 3(2), or States that have nonprofit organizations receiving funding under the national service laws (as defined in section 101 of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12511">42 U.S.C. 12511</external-xref>)) and that are engaging in similar activities (referred to as <quote>participating States</quote>) may enter into a compact with other participating States to provide for mutual cooperation to manage any emergency or disaster that is duly declared by the affected State. </text></subsection><subsection id="HAC8C129FC535471AB9BAA06FEF1E6207" commented="no"><enum>(b)</enum><header>Participating State responsibilities</header><paragraph id="H3A74B76A22CE4BB28F2A83C9EF0C8DD7" commented="no"><enum>(1)</enum><header>Requests for assistance</header><text>The authorized representative of a participating State may request assistance of the National Climate Service Corps or of such nonprofit organizations of another participating State by contacting the authorized representative of that State. The provisions of the compact described in subsection (a) shall only apply to requests for assistance made by and to such authorized representatives.</text></paragraph><paragraph id="HE86B255BEE4B46BB8C70AB91372A04C1" commented="no"><enum>(2)</enum><header>Consultation</header><text>The State officials of participating States shall ensure—</text><subparagraph id="H0CE09BB2E764419696982EAA017CDB80" commented="no"><enum>(A)</enum><text>that there is frequent consultation between State officials who are assigned emergency management responsibilities, and other appropriate representatives of the participating States, with the relevant officials of affected jurisdictions and with the relevant officials of the Federal Government; and</text></subparagraph><subparagraph id="HFF32AA678F6149A98AC34C18F335713D" commented="no"><enum>(B)</enum><text>the free exchange of information, plans, and resource records relating to emergency capabilities.</text></subparagraph></paragraph></subsection></section><section id="HBA93966B249B4280BD13285639D10F57"><enum>6.</enum><header>Climate Resiliency AMERICORPS VISTA</header><text display-inline="no-display-inline">Section 103(a) of the Domestic Volunteer Service Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/42/4953">42 U.S.C. 4953(a)</external-xref>) is amended—</text><paragraph id="HECE39D6F2A024FA1AFBF7833E804CD93"><enum>(1)</enum><text>in paragraph (12), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="H17858151807D4A3AA819A0164F8F3F41"><enum>(2)</enum><text>in paragraph (13), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="HC8A37EFE525044109952A9D27FCFA019"><enum>(3)</enum><text>after subsection (13), by adding the following:</text><quoted-block display-inline="no-display-inline" id="H85CC211A86F848929239466F20CD45E2" style="OLC"><paragraph id="HA42F78A161DF4023AD27F6A2DCA845CF"><enum>(14)</enum><text display-inline="yes-display-inline">in addressing the capacity of low-income communities to implement projects that increase resilience to shocks and stressors resulting from climate change.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="HF0EAC5E863234C249D28F5DE03C75E5F"><enum>7.</enum><header>Noncompetitive hiring authority</header><text display-inline="no-display-inline">A qualified corps member under section 122 of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12572">42 U.S.C. 12572</external-xref>) shall be eligible for appointment in the competitive service in the same manner as a Peace Corps volunteer as prescribed in Executive Order 11103 (<external-xref legal-doc="usc" parsable-cite="usc/22/2504">22 U.S.C. 2504</external-xref> note, relating to Providing for the Appointment of Former Peace Corps Volunteers to the Civilian Career Services).</text></section><section id="H496082F2188447BCB257E712A7832D38"><enum>8.</enum><header>Climate Careers Network</header><subsection id="HCD80490DD91E4BAEB5D85DE104FCE75C"><enum>(a)</enum><header>In general</header><text>The Corporation (acting through the Employers of National Service initiative), in consultation with the Departments of Energy, Agriculture, Education, Labor, Interior, Transportation, Housing and Urban Development, the Environmental Protection Agency, the National Oceanic and Atmospheric Administration, and other relevant Federal agencies, as determined to be appropriate by the Corporation, shall establish a program to be known as the <quote>Climate Careers Network</quote> to carry out the activities described in subsection (b) for the purposes of—</text><paragraph id="HA71254CFAA29402EB2867214D16A75B8"><enum>(1)</enum><text>addressing the challenge of job placement in a clean energy economy; and</text></paragraph><paragraph id="HD0C59957BBAF4634B171D3C2F76868CF"><enum>(2)</enum><text display-inline="yes-display-inline">supporting individuals—</text><subparagraph id="H6CB2791094D042878C646073C303CC19"><enum>(A)</enum><text>who have completed service in the National Climate Service Corps; and</text></subparagraph><subparagraph id="H726F58104D08481F801EEA40CED88B42"><enum>(B)</enum><text>of all ages and backgrounds who want to get involved in growing green industries in the United States.</text></subparagraph></paragraph></subsection><subsection id="HC290AEC6ADC14A16A9B1D878F7E94838"><enum>(b)</enum><header>Activities of the climate careers network</header><text>The activities described in this subsection are as follows:</text><paragraph id="H6FFA0D81D5944A2F967D371C23FBA74B"><enum>(1)</enum><text>Creating and maintaining a database that outlines opportunities for individuals who have completed service in the National Climate Service Corps and other individuals, and that includes information related to opportunities for those individuals in a clean energy economy.</text></paragraph><paragraph id="H484023F8FA5F48849079060F0B0445B9"><enum>(2)</enum><text>Establishing direct partnerships between the Climate Careers Network program and existing infrastructure for relevant training and job placement in order to connect individuals with new jobs and lifelong careers, such as partnerships with 2 or more of the following:</text><subparagraph id="HF5F4F3799A2744F0B151B65F7B963B89"><enum>(A)</enum><text>Labor organizations or joint labor management organizations.</text></subparagraph><subparagraph id="H0CD31CC2196E4BA892708A352D006401"><enum>(B)</enum><text>Employers.</text></subparagraph><subparagraph id="H8368A1A01A224A72A6FAC3B87402B9B9"><enum>(C)</enum><text>High schools and adult education programs.</text></subparagraph><subparagraph id="HD56B0E4ADFE8470D90E4E8A863A34BBF"><enum>(D)</enum><text>Nonprofit organizations with demonstrated success in areas of clean energy and climate change mitigation activities.</text></subparagraph><subparagraph id="H8E7602BCD27D485A910C08E65FC39EF0"><enum>(E)</enum><text>Institutions of higher education.</text></subparagraph><subparagraph id="HA20B1A300D4C4A9BAE7F4268E6FD6B99"><enum>(F)</enum><text>Community development organizations.</text></subparagraph><subparagraph id="H596EE2C29E4A44FFB4BDAA59B4A7980F"><enum>(G)</enum><text>State and local workforce development boards established under title I of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3111">29 U.S.C. 3111 et seq.</external-xref>).</text></subparagraph><subparagraph id="H1BC216FBF24F4451BF2CB233BBFD7320"><enum>(H)</enum><text>Career and technical education providers, including those that award credentials and build career pathways.</text></subparagraph><subparagraph id="HCEC645494D7D467AB3F4E0EBC04A544A"><enum>(I)</enum><text>Other entities that may provide relevant direct employment opportunities.</text></subparagraph></paragraph></subsection><subsection id="H869D04C0EDEE437BB109E17606B4B47E"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H9627DAEFB2844904B546178A018EF18B"><enum>(1)</enum><header>Corporation</header><text>The term <term>Corporation</term> means the Corporation for National and Community Service established under section 191 of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12651">42 U.S.C. 12651</external-xref>).</text></paragraph><paragraph id="H992CBF13C7354340B23358D5C88CE3CC"><enum>(2)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given the term in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>).</text></paragraph></subsection></section><section id="HBB7FEF0CC0DA4EBFA3D8B49BC9E83BE4" commented="no"><enum>9.</enum><header>Matching funds waiver</header><text display-inline="no-display-inline">The matching funds requirements under section 212(a)(1) of the Public Lands Corps Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/16/1729">16 U.S.C. 1729(a)(1)</external-xref>) and section 121(e) of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12571">42 U.S.C. 12571(e)</external-xref>) shall be waived for projects carried out using amounts made available under this Act or the amendments made by this Act. </text></section><section id="H312D7F8C790B480E988C93A4435B53D9"><enum>10.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated—</text><paragraph id="H3EF37EF96A61457D8296C1E039AEEE72"><enum>(1)</enum><text>$2,000,000,000 for each of fiscal years 2022 through 2026 to carry out section 3; </text></paragraph><paragraph id="H6BE134A002D245BA9789AD754AE82679"><enum>(2)</enum><text>$50,000,000 for each of fiscal years 2022 through 2026 to carry out section 8; and</text></paragraph><paragraph id="H7C1ECB4CBFAB4495B9515B5E6DAADECD"><enum>(3)</enum><text>for each of fiscal years 2022 through 2026, such sums as may be necessary to provide national service educational awards under subtitle D of title I of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12601">42 U.S.C. 12601 et seq.</external-xref>) for the members of the National Climate Service Corps for such fiscal year.</text></paragraph></section><section id="H058B52579A3B4866895CD3F02517C1FB"><enum>11.</enum><header>National Climate Service Corps defined</header><text display-inline="no-display-inline">In this Act, the term <term>National Climate Service Corps</term> means the National Climate Service Corps described in section 122(a)(4) of the National and Community Service Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12572">42 U.S.C. 12572(a)(4)</external-xref>), as added by section 3.</text></section></legis-body></bill>
