R. 4181</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210625">June 25, 2021</action-date><action-desc><sponsor name-id="M001204">Mr. Meuser</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HRU00">Committee on Rules</committee-name>, and in addition to the Committee on <committee-name committee-id="HBU00">the Budget</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Congressional Budget and Impoundment Control Act of 1974 to require the Congressional Budget Office to conduct an analysis of the impact on inflation from certain reconciliation legislation reported or submitted pursuant to reconciliation directives in a concurrent resolution on the budget.</official-title></form><legis-body id="HA788B46237EC4A6F88F806A2A1FBF511" style="OLC"><section id="HF2C3FB2AA1EA4AF696B4335119414327" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop Inflationary Spending Act</short-title></quote>. </text></section><section id="H6A197017286047B2A8F1A2BAC60A0E97"><enum>2.</enum><header>Congressional Budget Office inflation analysis</header><subsection id="HBFA0A24E655D46B3993F43C80A7E7B6A"><enum>(a)</enum><header>CBO inflation analysis</header><text>Section 310 of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/641">2 U.S.C. 641</external-xref>) is amended by adding at the end the following new subsection:</text><quoted-block style="OLC" id="HB55DC170924E42928E66B329FCA8F841" display-inline="no-display-inline"><subsection id="H0EE62056A9CB47D49E7695C85A835508"><enum>(h)</enum><header>CBO analysis</header><text display-inline="yes-display-inline">The Director of the Congressional Budget Office shall, to the extent practicable, prepare an analysis of the impact on inflation incurred in carrying out reconciliation legislation in the fiscal year in which it is to become effective and in each of the 4 fiscal years following such fiscal year, together with the basis for each such estimate, for any reconciliation legislation that is—</text><paragraph id="H41B678E74B6E4C63BEE7B34571684C16"><enum>(1)</enum><text>reported to a House under subsection (b)(1);</text></paragraph><paragraph id="HF9A9DE6F1BBC4CB886CDAABB2042E233"><enum>(2)</enum><text>submitted to a Committee on the Budget of a House under subsection (b)(2); or</text></paragraph><paragraph id="HB84DB8A67609488A8D16F68E713C7991"><enum>(3)</enum><text>submitted directly to the Committee on Rules of the House of Representatives.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H717C2FB72367451C92ABC3DCA4E5FB06" display-inline="no-display-inline"><enum>(b)</enum><header>Effective date</header><text>This section and the amendments made by this section shall take effect on the date of enactment of this Act.</text></subsection></section></legis-body></bill>
