to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish a Global Autism Assistance Program.</official-title></form><legis-body id="HCB7E8158BD3549F08A20D51F0DCF5741" style="OLC"><section id="HF05449C6DBEC45FBA737D472C031490F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Global Autism Act</short-title></quote>.</text></section><section id="H9F12AD2D151A49CD8D0F2278D0C2C235" section-type="subsequent-section"><enum>2.</enum><header>Global Autism Assistance Program</header><subsection id="H954255FEBE5642DC8869C6D61A45EBCF"><enum>(a)</enum><header>Establishment and purpose</header><text>The Administrator for the United States Agency for International Development shall establish and administer a health and education grant program, to be known as the Global Autism Assistance Program, to—</text><paragraph id="H144C024CD36644419589C5E9960BCC89"><enum>(1)</enum><text>support activities under subsection (c)(2) by nongovernmental organizations and other service providers, including advocacy groups, focused on autism spectrum disorder (ASD) in developing countries; and</text></paragraph><paragraph id="HADC5D52A61A64801BBAB124BE0595890"><enum>(2)</enum><text>establish a program, to be known as the Train the Trainers Program, under subsection (d) to train health and education professionals working with children with ASD in developing countries.</text></paragraph></subsection><subsection id="H665C74BB41E94EC6ADAEA10F02097088"><enum>(b)</enum><header>Designation of eligible regions</header><text display-inline="yes-display-inline">Not later than 120 days after the date of the enactment of this Act, the Administrator, in consultation with research, advocacy, and service organizations for individuals with ASD, shall designate not fewer than two regions in developing countries that are determined to—</text><paragraph id="HD030839517EA45E5A951499CB7CD6ECF"><enum>(1)</enum><text display-inline="yes-display-inline">require assistance in addressing the needs of people with ASD, their families, and systems that serve them;</text></paragraph><paragraph id="H15F34CD47AAC4FD2BAE1C5B88683E88A"><enum>(2)</enum><text>have sufficient familiarity with issues related to ASD to make effective use of the Global Autism Assistance Program.</text></paragraph></subsection><subsection id="H58D7BF4E341743A58549C8DA68149C9F"><enum>(c)</enum><header>Selection of implementing NGO</header><paragraph id="H5068589CEDFE42ADA4EBE2F805E7EA56"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the designation of eligible regions pursuant to subsection (b), the Administrator shall select and award a grant under this section to a nongovernmental organization with experience in ASD-related issues to implement the Global Autism Assistance Program through selection and awarding of grants to local service providers and advocacy groups focused on ASD.</text></paragraph><paragraph id="H9366AC9F01D1458FB783D44CCEAFE9E2"><enum>(2)</enum><header>Activities</header><text>A local service provider or advocacy group that receives a grant under paragraph (1) may use such grant to carry out any of the following activities (including, as appropriate, the translation into local languages of relevant English-language publications):</text><subparagraph id="HDA7FC3F79AB248C49AD20D0BCE771C7A"><enum>(A)</enum><header>Education and outreach to the public</header><text display-inline="yes-display-inline">Use public service announcements and other public media to help the public become more aware of the signs of ASD so that children with ASD can be diagnosed and access evidence-based interventions earlier.</text></subparagraph><subparagraph id="H6FBB90A1C874455BAD654BC7224B03B9"><enum>(B)</enum><header>Support to families</header><text>Development of resources for families, such as online web resource centers in local languages, dissemination of materials to parents of newly diagnosed children, such as information contained in the Centers for Disease Control and Prevention’s publication entitled <quote>Learn the Signs, Act Early</quote>, or other suitable alternatives, and dissemination of educational aids and guides to help parents with their children’s development.</text></subparagraph><subparagraph id="H01590E735A1547E38BEFEA9ACF5BB378"><enum>(C)</enum><header>Support to educational institutions</header><text>Funding for schools or other educational institutions, focusing on teachers of the youngest students, and including the distribution of equipment or of the materials referred to in subparagraph (B).</text></subparagraph><subparagraph id="HFE3AFA64BD7A4A47A34CC6AF24270974"><enum>(D)</enum><header>Support to clinics and medical centers</header><text>Provision of funding to clinics and medical centers with proven records in addressing ASD to assist with operating expenses, including personnel, equipment supplies, and facilities, development of assessment testing for ASD, and acquisition of specialized equipment, such as augmentative communication devices.</text></subparagraph></paragraph><paragraph id="H7CDD78C8609C4EA0914FBA0CE671D779"><enum>(3)</enum><header>Applications for grants</header><subparagraph id="H4D75CBD17FF54D2093B12C5E61985352"><enum>(A)</enum><header>Submission of applications</header><text>To be eligible to receive a grant from the implementing nongovernmental organization, a local service provider or advocacy group shall submit to such implementing nongovernmental organization an application at such time, in such manner, and containing such information as such implementing nongovernmental organization may require.</text></subparagraph><subparagraph id="H2CE74019F3C64A5091BB1A292514D78C"><enum>(B)</enum><header>Establishment of screening board</header><clause id="H3D00AAB86AAD420481893BC50D27D3B7"><enum>(i)</enum><header>In general</header><text>The implementing nongovernmental organization responsible for implementing the Global Autism Assistance Program shall establish a screening board to be known as the Project Advisory Board to review for content and appropriateness applications from local service providers or advocacy groups submitted in accordance with subparagraph (A).</text></clause><clause id="H9E45F91B171B48EBAACBEE0FDECEFD47"><enum>(ii)</enum><header>Membership</header><text>The members of the Project Advisory Board shall be appointed by the implementing nongovernmental organization, in consultation with the Administrator, and in accordance with the following provisions:</text><subclause id="H966BA86CCC00461E80182F9EB5A19569"><enum>(I)</enum><text>Each member shall serve for a term of one year and each member may serve as many as three consecutive terms.</text></subclause><subclause id="H529F5E99021C47A68DEACC9DB833728E"><enum>(II)</enum><text>A member of the Project Advisory Board may continue to serve after the expiration of the term of such member until such time as a successor is appointed.</text></subclause><subclause id="H2E8402BF24C7412D834F250BDFE18225"><enum>(III)</enum><text display-inline="yes-display-inline">Membership of the Project Advisory Board shall include at least seven voting members who are members of autism advocacy groups, adults with ASD, professionals working with ASD, or otherwise associated with the autism community. Among the voting members of the Board shall be at least two parents from different families of individuals with ASD, one medical professional working with ASD, one teacher of individuals with ASD, and one individual who has ASD. Efforts shall be made to include on the Project Advisory Board individuals with experience working in the developing world.</text></subclause><subclause id="H8156BF3F08FD4D97A49DD9F84FFF973B"><enum>(IV)</enum><text>Membership of the Project Advisory Board shall include non-voting members as determined appropriate by the Administrator.</text></subclause><subclause id="H1DAA84BDE0B84EFA99DED5CEC8650DD8"><enum>(V)</enum><text>Membership of the Project Advisory Board shall be chosen so as to ensure objectivity and balance and to reduce the potential for conflicts of interest.</text></subclause></clause></subparagraph></paragraph><paragraph id="HCFF64064D042416497FA1A2DC5185973"><enum>(4)</enum><header>Support and assistance</header><text>The implementing nongovernmental organization shall provide, contract for, and coordinate technical assistance in support of its mission in meeting the goals and purposes of this Act.</text></paragraph></subsection><subsection id="H880D939F60234341B17F1BE80C6D39F2"><enum>(d)</enum><header>Train the trainers</header><text>The implementing nongovernmental organization, acting on behalf of the Administrator, in consultation with the Project Advisory Board, shall establish a program, to be known as the Train the Trainers Program, to—</text><paragraph id="H3B77F79BE24A4CE4AA9938CE58827F19"><enum>(1)</enum><text>identify health and education professionals to receive specialized training for teaching and working with youth with ASD, including training conducted in or workshops at locations within one of the regions designated pursuant to subsection (b);</text></paragraph><paragraph id="HFB5B5C78E81A4703970EBB5AAD013ABF"><enum>(2)</enum><text>conduct training through biomedical conferences in at least two of the regions designated pursuant to subsection (b), including bringing medical and psychological specialists from the United States to train and educate parents, health professionals, caregivers, community health workers, and others who serve people with ASD, including training related to—</text><subparagraph id="H6264E447D63140849B2FC5DC24B58A52"><enum>(A)</enum><text>biomedical interventions that can improve the health and wellbeing of people with ASD;</text></subparagraph><subparagraph id="H88780C664F274FD8889D5404FB157CEE"><enum>(B)</enum><text>how nutrition, various metabolic issues and other variables can impact behavior; and</text></subparagraph><subparagraph id="H8FE26FFB110A4F75B217A0F422430206"><enum>(C)</enum><text>various evidence-based habilitative and other therapies including but not limited to—</text><clause id="HBFD7A87D579248CCA1E98E46FACCE416"><enum>(i)</enum><text>applied behavior analysis and other evidence-based early intensive behavior interventions;</text></clause><clause id="H09F040F01C134450B91F728B7DF27A2C"><enum>(ii)</enum><text>occupational therapy; and</text></clause><clause id="H2B2669B653D4465097D942838BC7CCE0"><enum>(iii)</enum><text>speech language pathology;</text></clause></subparagraph><subparagraph id="H6EF01789C1274EC79E2F3CF631AC87C8"><enum>(D)</enum><text>other evidence-based interventions and strategies that are effective at improving the health and well-being for people with ASD; and</text></subparagraph><subparagraph id="H8BD6CF33BEAE4A2BBCE097A17DE0EAFB"><enum>(E)</enum><text>other evidence-based practices as determined by the grantee and based on local needs; and</text></subparagraph></paragraph><paragraph id="H4D7EC9510A434F318434A873F0683555"><enum>(3)</enum><text>conduct post-workshop follow-up technical support and assistance.</text></paragraph></subsection><subsection commented="no" id="H894EBEC0DF574E00965D66D9EF58D869"><enum>(e)</enum><header>Funding</header><text>To carry out this section, the Administrator shall allocate amounts that have been appropriated or otherwise made available to the United States Agency for International Development.</text></subsection><subsection id="HDBC2E231FB9541E7B0075AE7F6275ADC"><enum>(f)</enum><header>Annual report</header><text display-inline="yes-display-inline">The Administrator shall submit to the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate on an annual basis a report on activities carried out under this section during the prior calendar year.</text></subsection></section></legis-body></bill>
