which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish competitive grant programs to incentivize the safe and responsible storage of firearms, and for other purposes.</official-title></form><legis-body id="H6B41D43B26954F6C8014FD26F7D68693" style="OLC"><section id="H4EF336EAF6E045188727613D05EDDD73" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Responsible Ownership of Firearms Act of 2021</short-title></quote>.</text></section><section id="HDE4291BD20AF4044B0238C4C601A3BCD"><enum>2.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text><paragraph id="H5603C56BE2ED4E6BA80A231B368B0E29"><enum>(1)</enum><text>Since 1999, more than 15,000 law enforcement agencies have partnered with nonprofit organizations to distribute more than 40,000,000 firearm safety education kits, which include firearm locking devices and informational materials, to firearm owners in all 50 states and 5 U.S. territories.</text></paragraph><paragraph id="H454F443EA5844A48AB91AA792A18867B"><enum>(2)</enum><text>In addition to providing for the secure storage of countless firearms, these actions have raised awareness about safe and responsible firearm ownership and the importance of storing firearms securely when not in use, which has proven effective in preventing unauthorized access to firearms thereby reducing and preventing accidents, theft, and misuse, including suicide.</text></paragraph><paragraph id="HFA877ED7D30D4891B1A4FB6A60A56408"><enum>(3)</enum><text>Federal investment in enhancing and expanding these efforts is critical to educating a broader proportion of the public while keeping operable firearms out of the hands of those who cannot be trusted to use them responsibly.</text></paragraph></section><section id="HAD871316643D421683CC7FB358E859B2"><enum>3.</enum><header>Establishment of competitive grant program</header><subsection id="H241309C7CD274DC98A7ECE0C8D48FD8E"><enum>(a)</enum><header>Purpose</header><text>The purpose of this program is to reduce the rates of accidental death, theft, criminal misuse, and suicide through the safe and responsible storage of firearms when not in use.</text></subsection><subsection id="H085DF456F6504A769F18A640DAF13EB6"><enum>(b)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Attorney General, through the Bureau of Justice Assistance of the Office of Justice Programs of the Department of Justice shall establish a competitive grant program to make funds available to nonprofit organizations to purchase firearm safety education kits for distribution to the public.</text></subsection><subsection id="HF19F17D1F64046F58E1F9CF28CA42B20"><enum>(c)</enum><header>Activities</header><text>In carrying out this section, the Director of the Bureau of Justice Assistance shall make available grants to nonprofit organizations to partner with local, State, or tribal law enforcement agencies to:</text><paragraph id="H4A508D2151194B9EA3E6D7E17106396B"><enum>(1)</enum><text>purchase and distribute firearm locking devices to firearm owners; and</text></paragraph><paragraph id="H8E5B2BADA79C45938DE367EB8DFDB39D"><enum>(2)</enum><text>develop and distribute educational materials on safe and responsible gun ownership, safe firearm storage and firearm safety in general.</text></paragraph><continuation-text continuation-text-level="subsection">The educational materials shall not include information intended to prevent, preclude, or dissuade the legal use, possession, or ownership of firearms. </continuation-text></subsection><subsection id="H2B82E8BDB26844C4B2F5CECDA5D24A69"><enum>(d)</enum><header>Eligible entities</header><paragraph id="H02EBE8B8C222476EB14ECFD0C09BCDB4"><enum>(1)</enum><text>An entity eligible to receive funding under this section shall be—</text><subparagraph id="H267D3BB5D08F4458B7F2F17971B67C0D"><enum>(A)</enum><text>a nonprofit organization; and</text></subparagraph><subparagraph id="H70B7465B81924075A945C0469FEC65AE"><enum>(B)</enum><text>identified as having the technical and logistical experience, and financial capabilities needed to carry out activities under subsection (c).</text></subparagraph></paragraph><paragraph id="H472277F7B39345CDB1E3D71F30C40B6F"><enum>(2)</enum><text>The Attorney General, through the Department of Justice Office of Justice Programs, shall prioritize for receipt of a grant under this Act eligible entities that have a history of effectively participating in activities set forth in subsection (c).</text></paragraph></subsection><subsection id="HD8053169EC574E0DA21A96267A0A8904"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $50,000,000, to be available until expended.</text></subsection></section><section id="H3749B81F22054254B184260A272DB017"><enum>4.</enum><header>Rule of construction</header><text display-inline="no-display-inline">Nothing in this Act, or any amendment made by this Act, shall be construed to—</text><paragraph id="H4068F54375994884B39C656FEDB86351"><enum>(1)</enum><text>authorize the establishment, directly or indirectly, of a national firearms registry; or</text></paragraph><paragraph id="H151FCCD321764AF39A108D1077937DC1"><enum>(2)</enum><text>promote or require mandatory firearm storage requirements.</text></paragraph></section></legis-body></bill>
