committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize appropriations for the Caribbean Basin Security Initiative, enhance the United States-Caribbean security partnership, prioritize disaster resilience, and for other purposes.</official-title></form><legis-body id="HDAB3F93770154740BDC42014FD324A6A" style="OLC"><section id="H23CC131D7620433A854422E34EFDAF85" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Caribbean Basin Security Initiative Authorization Act</short-title></quote>.</text></section><section id="HB7F2E42F39E04DE38EEA426C9BAD4151"><enum>2.</enum><header>Authorization of appropriations for the Caribbean Basin Security Initiative</header><subsection id="H9E747CC0614A4505BB68BE7806BF6EBB"><enum>(a)</enum><header>Authorization</header><text display-inline="yes-display-inline">There is authorized to be appropriated $74,800,000 for each of fiscal years 2022 through 2026 to carry out the Caribbean Basin Security Initiative to achieve the purposes described in subsection (b).</text></subsection><subsection id="H9D1F7AB8694B457B9A2332CA19D5AD2D"><enum>(b)</enum><header>Purposes</header><text>The purposes described in this subsection are the following:</text><paragraph id="H7798048D0B6E47FA9FA91B681C7B5F35"><enum>(1)</enum><text>To promote citizen safety, security, and the rule of law in the Caribbean through increased strategic engagement with the governments of beneficiary countries and with elements of local civil society, including the private sector, in such countries.</text></paragraph><paragraph id="H1ABBDA1F936E4B358BE8321F0CDCAC42"><enum>(2)</enum><text>To carry out the promotion of such safety, security, and the rule of law through efforts including the following:</text><subparagraph id="H2E7539EED9C845519A647662A20CA2FF"><enum>(A)</enum><text>Capacity building for law enforcement and military units, including professionalization, anti-corruption and human rights training, vetting, and community-based policing.</text></subparagraph><subparagraph id="H92969B3823D14568A208EE9A82E6E689"><enum>(B)</enum><text display-inline="yes-display-inline">Maritime and aerial security cooperation, including assistance to strengthen Caribbean maritime and aerial interdiction operations capability and the provision of support systems and equipment, training, and maintenance.</text></subparagraph><subparagraph id="HCD2BB19A4224455FB00FC39316F870A8"><enum>(C)</enum><text display-inline="yes-display-inline">Border and port security cooperation, including support to strengthen capacity for screening and to intercept narcotics, weapons, bulk cash, and other contraband at airports and seaports.</text></subparagraph><subparagraph id="H6B8BEFDF09E54973ADE639BB88D418F9"><enum>(D)</enum><text display-inline="yes-display-inline">Support for justice sector reform and strengthening of the rule of law, including capacity building for prosecutors, judges, and other justice officials, and support to increase the efficacy of criminal courts.</text></subparagraph><subparagraph id="HC2C267FF5938463C9DEC1EDB337913D1"><enum>(E)</enum><text display-inline="yes-display-inline">Cybersecurity and cybercrime cooperation, including capacity-building and support for cybersecurity systems.</text></subparagraph><subparagraph id="H06E288931E3A4BD787AFB5466E1EC8D5"><enum>(F)</enum><text display-inline="yes-display-inline">Countering transnational criminal organizations and local gang activity, including capacity-building, equipment, and support for operations targeting the finances and illegal activities of transnational criminal networks and local gangs such as their recruitment of at-risk youth, and the provision of assistance to populations vulnerable to being victims of extortion and crime by criminal networks.</text></subparagraph><subparagraph id="H34584F23B189462E80511F58FEF160DD"><enum>(G)</enum><text display-inline="yes-display-inline">Strengthening special prosecutorial offices and providing technical assistance to combat corruption, money laundering, financial crimes, extortion, and human rights crimes, and conduct asset forfeitures and criminal analysis.</text></subparagraph><subparagraph id="H813F32588B9F425BA35F2E6623CCA167"><enum>(H)</enum><text display-inline="yes-display-inline">Strengthening the ability of the security sector to respond to and become more resilient in the face of natural disasters, including by carrying out training exercises to ensure critical infrastructure and ports are able to come back online rapidly following disasters and providing preparedness training to police and first responders.</text></subparagraph><subparagraph id="H4DA99407A8E74CA096C64DC98103F5D5"><enum>(I)</enum><text display-inline="yes-display-inline">Supporting training for civilian police and appropriate security services in criminal investigations, best practices for citizen security, and the protection of human rights.</text></subparagraph><subparagraph id="H30F01F0B49BC4DF492E96F50C7799E44"><enum>(J)</enum><text display-inline="yes-display-inline">Improving community and law enforcement cooperation to improve effectiveness and professionalism of police and increase mutual trust.</text></subparagraph><subparagraph id="H9183B55690A14CD28ABE03FEE86EC473"><enum>(K)</enum><text display-inline="yes-display-inline">Increasing economic opportunities for at-risk youth and vulnerable populations, including workforce development training and remedial education programs for at-risk youth.</text></subparagraph><subparagraph id="HE3A849C4B4864CF7BD36A35BB2348F78"><enum>(L)</enum><text display-inline="yes-display-inline">Improving juvenile justice sectors through regulatory reforms, separating youth from traditional prison systems, and improving support and services in juvenile detention centers.</text></subparagraph></paragraph><paragraph id="H4CD1D94C25684C1AB27D715E63C0FA43"><enum>(3)</enum><text display-inline="yes-display-inline">To prioritize efforts to combat corruption and include anti-corruption components to programs, including by—</text><subparagraph id="HFF07A982390B41A3B5DCA18760EE563E"><enum>(A)</enum><text display-inline="yes-display-inline">strengthening national justice systems and attorneys general and supporting independent media and investigative reporting;</text></subparagraph><subparagraph id="H5EBA1EAE3A7E4D68BE560330E4F4C026"><enum>(B)</enum><text>supporting multilateral anti-corruption mechanisms; and</text></subparagraph><subparagraph id="H8834BE9ABB7B4F56BDF0659DBD627B4B"><enum>(C)</enum><text>encouraging cooperative agreements between the Department of State, other relevant Federal departments and agencies, and the attorneys general of relevant countries to fight corruption in the Caribbean.</text></subparagraph></paragraph><paragraph id="H17047E5FD77D4D53AE4BA96F1D7603CE"><enum>(4)</enum><text>To promote the rule of law in the Caribbean and counter malign influence from authoritarian regimes, including China and Russia, by:</text><subparagraph id="H32014CA0E8F245D3B0C769FD4CFC01F2"><enum>(A)</enum><text>Monitoring security assistance from authoritarian regimes and taking steps necessary to ensure that this assistance does not undermine or jeopardize U.S. security assistance.</text></subparagraph><subparagraph id="HFE54521E38204DB2847539220941C3C9"><enum>(B)</enum><text>Evaluating and, as appropriate, restricting United States involvement in investment and infrastructure projects financed by authoritarian regimes that might obstruct or otherwise impact United States security assistance to beneficiary countries.</text></subparagraph><subparagraph id="HBB062664F7624B58A3A5139553B28113"><enum>(C)</enum><text>Monitoring and restricting equipment and support from high risk vendors for telecommunications infrastructure in beneficiary countries.</text></subparagraph><subparagraph id="H2F2DB40AD49747C6B2A90E0C4C89A120"><enum>(D)</enum><text>Countering disinformation by promoting transparency and accountability from beneficiary countries.</text></subparagraph><subparagraph id="H6266A28CF7A84473B2EBB7E052710307"><enum>(E)</enum><text>Eliminating corruption linked to investment and infrastructure facilitated by authoritarian regimes through support for investment screening, competitive tendering and bidding processes, the implementation of investment law, and contractual transparency.</text></subparagraph></paragraph><paragraph id="H9EDE2A516E0246F79197636CD5BE1A90"><enum>(5)</enum><text>To promote strategic engagement with the governments of beneficiary countries through effective branding and messaging of United States assistance and security cooperation, including by developing a public diplomacy strategy for educating citizens of beneficiary countries about United States assistance and security cooperation programs and benefits.</text></paragraph></subsection></section><section id="H8A071DD5851B4E9FAFCDC99A45AE3328"><enum>3.</enum><header>Strategy to improve disaster resilience</header><subsection id="HF2C7A717BB434698A183B32563056015"><enum>(a)</enum><header>Prioritization</header><text display-inline="yes-display-inline">During the 5-year period beginning on the date of the enactment of this Act, the Secretary of State shall, in consultation with the Administrator of the United States Agency for International Development and the President and Chief Executive Officer of the Inter-American Foundation, prioritize efforts to increase disaster response and resilience by carrying out programs in beneficiary countries for the following purposes:</text><paragraph id="HB9C9F146774F455595D3F8404A4AF0CF"><enum>(1)</enum><text>Encouraging coordination between beneficiary countries and relevant Federal departments and agencies to provide expertise and information sharing.</text></paragraph><paragraph id="H1971FDF3EAA44C489EAAAF3BA4CE9D4C"><enum>(2)</enum><text>Supporting sharing of best practices on disaster resilience including constructing resilient infrastructure and rebuilding after natural disasters.</text></paragraph><paragraph id="HA0F5317885FF42C1A49A3BF95670D279"><enum>(3)</enum><text>Improving rapid-response mechanisms and cross-government organizational preparedness for natural disasters.</text></paragraph></subsection><subsection id="H479091BB002E4811A701B0E1556CAAEE"><enum>(b)</enum><header>Strategy</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of State shall, in coordination with the Administrator of the United States Agency for International Development and in consultation with the President and Chief Economic Officer of the Inter-American Foundation, submit to the appropriate congressional committees a strategy that incorporates specific, measurable benchmarks to achieve the purposes described in <internal-xref idref="HF2C7A717BB434698A183B32563056015" legis-path="3.(a)">subsection (a)</internal-xref> and to inform citizens of beneficiary countries about the extent and benefits of United States assistance to such countries. In developing such strategy, the Secretary of State shall also consult with nongovernmental organizations in beneficiary countries and in the United States.</text></subsection><subsection id="H6D77F183C9B14DA0A0445F5DCBB1FB77"><enum>(c)</enum><header>Annual progress update</header><text display-inline="yes-display-inline">The Secretary, in coordination with the Administrator, shall annually submit to the appropriate congressional committees a written description of the progress made as of the date of such submission in meeting the benchmarks included in the strategy submitted pursuant to <internal-xref idref="H479091BB002E4811A701B0E1556CAAEE" legis-path="3.(b)">subsection (b)</internal-xref>.</text></subsection></section><section id="H98CD9FBF5AA1471CB3EC97DC87CEAC0E"><enum>4.</enum><header>Monitoring and reporting requirements</header><text display-inline="no-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of State, in coordination with the Administrator of the United States Agency for International Development, shall submit to the appropriate congressional committees an implementation plan that includes a timeline and stated objectives for actions to be taken with respect to the Caribbean Basin Security Initiative. The plan shall also include the following elements:</text><paragraph id="HF61A0F9F57EC45FF8D775018371249A9"><enum>(1)</enum><text display-inline="yes-display-inline">A multi-year strategy with a timeline, overview of objectives, and anticipated outcomes for the region and for each beneficiary country, with respect to each program area described in <internal-xref idref="HB7F2E42F39E04DE38EEA426C9BAD4151" legis-path="2.">section 2</internal-xref>.</text></paragraph><paragraph id="H46D9FF635F7D44DDBDF0A0F328C48EDD"><enum>(2)</enum><text>Specific, measurable benchmarks to track the progress of the Initiative towards accomplishing the outcomes described pursuant to <internal-xref idref="HF61A0F9F57EC45FF8D775018371249A9" legis-path="4.(1)">paragraph (1)</internal-xref>.</text></paragraph><paragraph id="H502D9ADF7B5F4FFDB7638385D7A08274"><enum>(3)</enum><text display-inline="yes-display-inline">A plan for the delineation of the roles to be carried out by the Department of State, the United States Agency for International Development, the Department of Justice, the Department of Defense, and any other Federal department or agency in carrying out the Initiative, to prevent overlap and unintended competition between activities and resources.</text></paragraph><paragraph id="H2C925746699845B897BA6244B65B0C84"><enum>(4)</enum><text display-inline="yes-display-inline">A plan to coordinate and track all activities carried out under the Initiative between all relevant Federal departments and agencies, in accordance with the publication requirements described in section 4 of the Foreign Aid Transparency and Accountability Act of 2016 (<external-xref legal-doc="public-law" parsable-cite="pl/114/191">Public Law 114–191</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/22/2394c">22 U.S.C. 2394c</external-xref>).</text></paragraph><paragraph id="HACE157B823C34CEBAECD3C4944FD4F00"><enum>(5)</enum><text display-inline="yes-display-inline">The results achieved during the previous year—</text><subparagraph id="HD72542A0FC1E4E9587B40F4DB8E5CF9B"><enum>(A)</enum><text>of monitoring and evaluation measures to track the progress of the Initiative in accomplishing the benchmarks included pursuant to <internal-xref idref="H46D9FF635F7D44DDBDF0A0F328C48EDD" legis-path="4.(2)">paragraph (2)</internal-xref>; and</text></subparagraph><subparagraph id="H526E3CDCC7E44CD28603493DAF71928B"><enum>(B)</enum><text>of the implementation of the strategy and plans described in paragraphs (1), (3), and (4).</text></subparagraph></paragraph><paragraph id="H4C7E4DB4749540759901405DF2CD4A3F"><enum>(6)</enum><text display-inline="yes-display-inline">A description of the process for co-locating Caribbean Basin Security Initiative projects funded by the United States Agency for International Development and the Bureau of International Narcotics and Law Enforcement Affairs of the Department of State, to ensure that crime prevention funding and enforcement funding are used in the same localities as necessary.</text></paragraph></section><section id="HB827657FC6E4474B8FA83EF0C90B5F2C"><enum>5.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="HEFA95F5E83404BA19B057EE9F05B8314"><enum>(1)</enum><header>Appropriate congressional committees</header><text display-inline="yes-display-inline">The term <term>appropriate congressional committees</term> means—</text><subparagraph id="H5601D94F0DA540CBB8D991B14A2E253C"><enum>(A)</enum><text>the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives; and</text></subparagraph><subparagraph id="H823355C4A3664C88A61340A52A3F9DC3"><enum>(B)</enum><text>the Committee on Foreign Relations and the Committee on Appropriations of the Senate.</text></subparagraph></paragraph><paragraph id="H43D424F9D2404097A17F384AD8D8363F"><enum>(2)</enum><header>Beneficiary countries</header><text>The term <term>beneficiary countries</term> means the beneficiary countries of the Caribbean Basin Security Initiative.</text></paragraph></section></legis-body></bill>
