R. 4123</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210624">June 24, 2021</action-date><action-desc><sponsor name-id="B001311">Mr. Bishop of North Carolina</sponsor> (for himself, <cosponsor name-id="W000821">Mr. Westerman</cosponsor>, <cosponsor name-id="B001305">Mr. Budd</cosponsor>, <cosponsor name-id="N000190">Mr. Norman</cosponsor>, <cosponsor name-id="B001306">Mr. Balderson</cosponsor>, <cosponsor name-id="P000605">Mr. Perry</cosponsor>, <cosponsor name-id="H001071">Mr. Hice of Georgia</cosponsor>, <cosponsor name-id="S001199">Mr. Smucker</cosponsor>, <cosponsor name-id="S001214">Mr. Steube</cosponsor>, <cosponsor name-id="C001104">Mr. Cawthorn</cosponsor>, and <cosponsor name-id="H001084">Ms. Herrell</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committees on <committee-name committee-id="HED00">Education and Labor</committee-name>, and <committee-name committee-id="HWM00">Ways and Means</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To codify certain rules related to health reimbursement arrangements and other account-based group health plans, and for other purposes.</official-title></form><legis-body id="HA9854036AB2F4574B3FBC1A8578EA1E6" style="OLC"><section id="H8765D9E023AA4D5B8E1ACB0332D33A14" section-type="section-one"><enum>1.</enum><header>Short title; findings</header><subsection id="H9FAA770A65B54420B739BCC0AACB60E2"><enum>(a)</enum><header>Short title</header><text display-inline="yes-display-inline">This Act may be cited as the <quote><short-title>Increasing Health Coverage through HRAs Act of 2021</short-title></quote>.</text></subsection><subsection id="H8FFC752A58FF4D3B8025BED94F3F4901"><enum>(b)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text><paragraph id="H093F1A3742554503A5E891271854291A"><enum>(1)</enum><text display-inline="yes-display-inline">Permitting health reimbursement arrangements to be used for the purchase of private insurance will allow more small businesses to offer access to quality health insurance coverage to their employees.</text></paragraph><paragraph id="H14986654BC8846B190525E60EC285EB2"><enum>(2)</enum><text>Permitting health reimbursement arrangements to be used for the purchase of private insurance will increase the number of Americans with health insurance coverage by as many as 800,000.</text></paragraph><paragraph id="H80541EA048124EDCABE66F21BE81FDFD"><enum>(3)</enum><text>Permitting health reimbursement arrangements to be used for the purchase of private insurance will significantly increase the number of Americans obtaining coverage in the individual market, leading to more choice, stability, innovation, and lower premiums.</text></paragraph><paragraph id="H09525F1BFFFA4119931E68B8CBBD2518"><enum>(4)</enum><text>The administration rule permitting health reimbursement arrangements to be used for the purchase of private insurance ensures that those with pre-existing conditions will not pay more for coverage by requiring workers within each class of employment to be offered the same coverage regardless of health status.</text></paragraph></subsection></section><section id="HB7FEB3FE8A7E4DA7937B8E06E727ADED"><enum>2.</enum><header>Codification of health reimbursement arrangements and other account-based group health plans</header><text display-inline="no-display-inline">The final rule (84 FR 28888) published on June 20, 2019, by the Secretary of the Treasury, the Secretary of Labor, and the Secretary of Health and Human Services (relating to health reimbursement arrangements and other account-based group health plans) shall have the full force and effect of law. </text></section></legis-body></bill>
