R. 3994</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210617">June 17, 2021</action-date><action-desc><sponsor name-id="G000563">Mr. Gibbs</sponsor> (for himself, <cosponsor name-id="G000579">Mr. Gallagher</cosponsor>, <cosponsor name-id="J000295">Mr. Joyce of Ohio</cosponsor>, <cosponsor name-id="B001306">Mr. Balderson</cosponsor>, <cosponsor name-id="G000552">Mr. Gohmert</cosponsor>, <cosponsor name-id="H001086">Mrs. Harshbarger</cosponsor>, <cosponsor name-id="B001302">Mr. Biggs</cosponsor>, <cosponsor name-id="G000588">Mr. Gonzalez of Ohio</cosponsor>, <cosponsor name-id="J000302">Mr. Joyce of Pennsylvania</cosponsor>, <cosponsor name-id="C001054">Mr. Carl</cosponsor>, <cosponsor name-id="M001159">Mrs. Rodgers of Washington</cosponsor>, <cosponsor name-id="W000815">Mr. Wenstrup</cosponsor>, and <cosponsor name-id="S001213">Mr. Steil</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to extend the authorization period for emergency treatment in non-Department of Veterans Affairs medical facilities under the Veterans Community Care Program.</official-title></form><legis-body id="H63ED0045E9174084A147927D01CC0615" style="OLC"><section id="H17E8F7FEF0394AD0A2C6DD4CF49E45BD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Addressing Care Timelines for Veterans Act</short-title></quote> or the <quote><short-title>ACT for Veterans Act</short-title></quote>.</text></section><section id="HA103D10E35564F6BAA12448E9649BFEB" section-type="subsequent-section"><enum>2.</enum><header>Authorization period for emergency treatment in non-Department of Veterans Affairs medical facilities</header><subsection id="HF14AB74A817C4D72A1D0B12E830F6CCD"><enum>(a)</enum><header>Authorization period</header><text display-inline="yes-display-inline">Section 1703(a)(3) of title 38, United States Code, is amended—</text><paragraph id="HD8C9EC1ADD354B098346655219BC2BE7"><enum>(1)</enum><text>by striking <quote>A covered veteran</quote> and inserting <quote>(A) Except as provided by subparagraph (B), a covered veteran</quote>; and</text></paragraph><paragraph id="H8C83C99550B540B8A8ED4675DD16752E"><enum>(2)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block display-inline="no-display-inline" id="H1CB2454A388F4692892315B6716592D3" style="USC"><subparagraph id="H116ACB305EED4067AF6A80969DA453FC" indent="up2"><enum>(B)</enum><text display-inline="yes-display-inline">In the case of an emergency which existed at the time of admission of a covered veteran to a health care provider, the Secretary shall deem the care or services received by the veteran during such admission to be authorized under subparagraph (A) if the covered veteran (or an individual acting on behalf of the covered veteran) makes an application for such authorization during the period following such admission that the Secretary determines appropriate for purposes of this paragraph, except such period may not be less than 96 hours.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H8EE525D3D9AC4FC38DB578DCE9AA1410"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendment made by subsection (a) shall take effect on the date specified in section 101(b) of the Caring for Our Veterans Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/38/1703">38 U.S.C. 1703</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/115/182">Public Law 115–182</external-xref>; 132 Stat. 1403).</text></subsection></section></legis-body></bill>
