which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Public Health Service Act to address physician assistant training needs, and for other purposes.</official-title></form><legis-body id="H4078F3F8C0D545F496A520E0639DB62C" style="OLC"><section id="H32C6DA1CE82A4DD5A45C2A675D4C8620" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Physician Assistant Education Public Health Initiatives Act of 2021</short-title></quote>.</text></section><section id="H16372282CEF7495EB537C845A7D60686"><enum>2.</enum><header>Expanding clinical training opportunities</header><text display-inline="no-display-inline">The Public Health Service Act is amended by inserting after section 749A of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/293l-1">42 U.S.C. 293l–1</external-xref>) the following:</text><quoted-block id="H09C0A53148034408B6455BA81B17286C" style="OLC"><section id="H9EF5EC0E8E6F4FBD8703E61B36B9158B"><enum>749A–1.</enum><header>Expanding clinical training opportunities</header><subsection id="HAF96B414C6344667BA81B23E0B71ED63"><enum>(a)</enum><header>In general</header><text>The Secretary, acting through the Administrator of the Health Resources and Services Administration, shall award grants to physician assistant education programs to establish or expand clinical education and training for physician assistants at underserved sites including Federally qualified health centers, critical access hospitals, and rural health clinics.</text></subsection><subsection id="H7525C873B3BF49438FF1F8C039B83F93"><enum>(b)</enum><header>Allocation for rural sites</header><text>Of the amount made available to carry out this section for a fiscal year, the Secretary shall allocate 50 percent of such amount for clinical education and training at underserved sites that are located in rural areas.</text></subsection><subsection id="H9C2EC34D04C44E589CADC9C1F7163115"><enum>(c)</enum><header>Priority</header><text>In awarding grants under this section, the Secretary shall give priority to physician assistant education programs proposing to establish or expand clinical rotations for physician assistants in pediatrics, women’s health, or behavioral health.</text></subsection><subsection id="H880CE60242374B44904A972BF5BB6299"><enum>(d)</enum><header>Reporting to congress</header><text>The Secretary shall—</text><paragraph id="H8F6951E5C62642D0B600FC17B17B14CC"><enum>(1)</enum><text>not later than March 1, 2024, submit an interim report to the Congress on the implementation of this section; and</text></paragraph><paragraph id="H59A833CF015443E8876E95CEDF523F77"><enum>(2)</enum><text>not later than March 1, 2027, submit a final report to the Congress on such implementation.</text></paragraph></subsection><subsection id="H782288FAD38046A29A5771577ADEA3D4"><enum>(e)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated $5,000,000 for each of fiscal years 2022 through 2026.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="HC7E7CF6F5AC044179444C1B08539D2C5"><enum>3.</enum><header>Promoting telehealth education for physician assistant students</header><text display-inline="no-display-inline">The Public Health Service Act is amended by inserting after section 749A–1 of such Act, as added by section 2, the following:</text><quoted-block style="OLC" id="H73B2C2D317C441D1A4F3445050B9A3B6" display-inline="no-display-inline"><section id="H662D7B858F7947E3BFFC4B5EE2736360"><enum>749A–2.</enum><header>Promoting telehealth education for physician assistant students</header><subsection id="H8178AF036B5E4DD99DC559328F88991C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, acting through the Administrator of the Health Resources and Services Administration, shall award grants to physician assistant education programs to develop and implement telehealth curricula for students who are enrolled at such programs.</text></subsection><subsection id="H78210E7DF67E41EC818D20A14B5A0A30"><enum>(b)</enum><header>Use of funds</header><text>Recipients of grants under this section shall use the grants to develop and implement curricula that improve student knowledge on telehealth delivery, including—</text><paragraph id="HAC218F60562C47289B6CC652248B9556"><enum>(1)</enum><text>effective patient communication principles;</text></paragraph><paragraph id="H33C8D58CE8F74D16B771436D72370DC9"><enum>(2)</enum><text>legal requirements pertaining to privacy and security;</text></paragraph><paragraph id="HF0DB7290C87A40F8B9F3B8B5AEF2C4BD"><enum>(3)</enum><text>social, cultural, physical, and linguistic barriers to the use of telehealth services; and</text></paragraph><paragraph id="H94D01DD51C374AC998599B98A8AAD239"><enum>(4)</enum><text>patient safety and criteria for care escalation during a telehealth encounter.</text></paragraph></subsection><subsection id="H05714116884B4B6EB00C3122C4E05CF2"><enum>(c)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated $3,000,000 for each of fiscal years 2022 through 2026.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H85E7E24C6D2A4B5D8069B943701B589F"><enum>4.</enum><header>Research To enhance physician assistant education</header><text display-inline="no-display-inline">The Public Health Service Act is amended by inserting after section 749A–2 of such Act, as added by section 3, the following:</text><quoted-block style="OLC" id="H5C10F720599D45FE95F11A469DBFCB82" display-inline="no-display-inline"><section id="H26B72973CCE54FAC87AF5AF49C92D8E0"><enum>749A–3.</enum><header>Research To enhance physician assistant education</header><subsection id="H05F2DA3FEB844F66BED6264FA1FCFB38"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, acting through the Administrator of the Health Resources and Services Administration, shall award grants to eligible entities to fund research on physician assistant education enhancement and innovation.</text></subsection><subsection id="HACDD5E30A603472DB70E66DEA9274C91"><enum>(b)</enum><header>Use of funds</header><text>Recipients of grants under this section shall use the grants to fund research on physician assistant education enhancement and innovation, including—</text><paragraph id="H9C18C8A82FAD4C9A9D05C97EBDA61949"><enum>(1)</enum><text>the use of simulation to mitigate clinical training site shortages;</text></paragraph><paragraph id="H73761FB5D9F94D6A8942E1D89F6C02BD"><enum>(2)</enum><text>barriers to integrating physician assistant students into the delivery of telehealth services; or</text></paragraph><paragraph id="H9E460A6B08BB4E4B9D989909624CBB80"><enum>(3)</enum><text>recruitment and retention strategies for faculty and students underrepresented in physician assistant education programs and the physician assistant profession.</text></paragraph></subsection><subsection id="H6F6D7C1406BB4CB9B73D6E4C513B0F7D"><enum>(c)</enum><header>Report requirement</header><text>Recipients of grants under this section shall provide to the Secretary with respect to each year covered by the grant a report on the activities conducted using such funds, including—</text><paragraph id="HC3F56E7C167F46FBAF7593A7FABD74C9"><enum>(1)</enum><text>the number of researchers supported during such year by such recipient using such funds;</text></paragraph><paragraph id="H0BBBBC359E814892A4A629B608B85A88"><enum>(2)</enum><text>a list of the researchers counted under paragraph (1), organized by researcher, including—</text><subparagraph id="H06484AF68F1840B6BF30117E885751DD"><enum>(A)</enum><text>the research topic of each such researcher; and</text></subparagraph><subparagraph id="H0058244D7D1241D3BBC6329C36B70FD5"><enum>(B)</enum><text>citations to published clinical and scientific research by each such researcher that is attributable to support under this section;</text></subparagraph></paragraph><paragraph id="HB8228F6C759041D4A4A53EFF73AD0DBA"><enum>(3)</enum><text>an evaluation of the benefits of grants under this section; and</text></paragraph><paragraph id="H984624BC8D3540998602821FF38F1B00"><enum>(4)</enum><text>any other information the Secretary may request.</text></paragraph></subsection><subsection id="HBF1E7D6FD5DD4C29BBE254DCE0250548"><enum>(d)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HCCBE432BF2BC4E40AFF123DA1FB5EE02"><enum>(1)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means an organization that has demonstrated expertise in physician assistant education and is—</text><subparagraph id="H5E334625C9374D21B2A715921D17C8B9"><enum>(A)</enum><text>a nonprofit organization; or</text></subparagraph><subparagraph id="H2E9A212723044B47B7CFD423549FAA10"><enum>(B)</enum><text>an institution of higher education.</text></subparagraph></paragraph><paragraph id="HBEEAC9F74ECF44C6827B6FC191063788"><enum>(2)</enum><header>Physician assistant education</header><text>The term <term>physician assistant education</term> means selecting, educating, and graduating students in accredited graduate physician assistant education programs.</text></paragraph></subsection><subsection id="HCC5A25F97D50464B886CBBE08D25B354"><enum>(e)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated $2,000,000 for each of fiscal years 2022 through 2026.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
