<official-title display="yes">To encourage and promote further research into informal learning opportunities to engage youth in STEM fields, and for other purposes.</official-title>

<section id="H10F6B92BDCFF44C8BA1F078FF615F5CF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline"> This Act may be cited as the <quote><short-title>Innovations in Informal STEM Learning Act</short-title></quote>.</text></section> <section id="H435E987809AE4EEFAE8C4E048BFAF947"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 2 of the STEM Education Act of 2015 is amended as follows:</text> 
<paragraph id="H583661E86894470392C689864BF9006D"><enum>(1)</enum><text display-inline="yes-display-inline">In the header, by striking <quote><header-in-text level="section" style="OLC">Definition of STEM Education</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">Definitions</header-in-text></quote>.</text></paragraph> <paragraph id="HCF3438CFD5484962B56B2DFEB41502B5"><enum>(2)</enum><text display-inline="yes-display-inline">By striking <quote>For purposes of</quote> and inserting <quote>(a) <header-in-text level="subsection" style="OLC">In general.—</header-in-text>For purposes of</quote>.</text></paragraph> 
<paragraph id="H48CE11F5756D48ABA5CDA8662540D14B"><enum>(3)</enum><text>By inserting at the end the following:</text> <quoted-block style="OLC" id="H87165788AA344C659DED1DBAA63EE571" display-inline="no-display-inline"> <subsection id="H0229B474211D4AB8ABA0D442CB1F2F13"><enum>(b)</enum><header>Other definitions</header><text display-inline="yes-display-inline">For the purposes of this Act, the following:</text> 
<paragraph id="H8D2D8013A1EB4C67B80F6BB3A59D50F5"><enum>(1)</enum><header>Institution of higher education</header><text display-inline="yes-display-inline">The term <quote>institution of higher education</quote> has the meaning given the term in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>).</text></paragraph> <paragraph id="H3320E01BC48E4AC09EA03E407A688380"><enum>(2)</enum><header>Non-profit organization</header><text>The term <quote>non-profit organization</quote> means an organization which is described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such code.</text></paragraph> 
<paragraph id="H8C9B98A31F934879BE81C588C009DD61"><enum>(3)</enum><header>Pre<enum-in-header>K–8</enum-in-header></header><text>The term <quote>preK–8</quote> means pre-kindergarten through grade 8.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> <section id="HC6A3373227C74D419A828787A4C160D5"><enum>3.</enum><header>Supporting preK–8 informal STEM education opportunities</header><text display-inline="no-display-inline">Section 3 of the STEM Education Act of 2015 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862q">42 U.S.C. 1862q</external-xref>) is amended by adding at the end the following:</text>

<subsection id="H30D80B8A351744BDBDA0A597896AA651"><enum>(c)</enum><header>PreK–8 informal STEM education program</header> 
<paragraph id="HCCD37D87CAF24FCABB866E70118C5376"><enum>(1)</enum><header>In general</header><text>The Director of the National Science Foundation shall provide grants to institutions of higher education or a non-profit organizations (or a consortia of such intuitions or organization) on a merit-reviewed, competitive basis for research on programming that engages students in grades preK–8, including underrepresented and rural students, in STEM education in order to prepare such students to pursue degrees or careers in STEM subjects.</text></paragraph> <paragraph id="HDCEB9F528DD1413EB07221563A797D77"><enum>(2)</enum><header>Use of funds</header> <subparagraph id="H381168A6F2334EC6AE10527F235442E6"><enum>(A)</enum><header>In general</header><text>Grants awarded under this section shall be used toward research to advance the engagement of students, including underrepresented and rural students, in grades preK–8 in STEM through providing before-school, after-school, out-of-school, or summer activities, including in single-gender environments or programming, that are designed to encourage interest, engagement, and skills development for students in STEM.</text></subparagraph> 
<subparagraph id="HBDB3FCDEA36B4DA483FE4AA011F659B5"><enum>(B)</enum><header>Permitted activities</header><text>The activities described in subparagraph (A) may include—</text> <clause id="HB21EE49D717842A6812C62D8B48ED0D4"><enum>(i)</enum><text>the provision of programming described in such subparagraph for the purpose of research described in such subparagraph;</text></clause> 
<clause id="H48727265D5BC4AC5A24467A180B53248"><enum>(ii)</enum><text>the use of a variety of engagement methods, including cooperative and hands-on learning;</text></clause> <clause id="HA8854C6792684011AD45226713CBBA27"><enum>(iii)</enum><text>exposure of students to role models in the fields of STEM and near-peer mentors;</text></clause> 
<clause id="HCE4E6E5BDD6E47339C34A3FCA51EC3D0"><enum>(iv)</enum><text>training of informal learning educators, youth-serving professionals, and volunteers who lead informal STEM programs in using evidence-based methods consistent with the target student population being served;</text></clause> <clause id="HBB821F9EBF8C46BBA47CC5CB258885DD"><enum>(v)</enum><text>education of students on the relevance and significance of STEM careers, provision of academic advice and assistance, and activities designed to help students make real-world connections to STEM content;</text></clause> 
<clause id="H9C02FB19D8E8455F885623D0427441EB"><enum>(vi)</enum><text>the attendance of students at events, competitions, and academic programs to provide content expertise and encourage career exposure in STEM;</text></clause> <clause id="HC057087452764C5CB2813F96B5BECD82"><enum>(vii)</enum><text display-inline="yes-display-inline">activities designed to engage parents and families of students in grades preK–8 in STEM, which may include the purchase of parts and supplies needed to participate in such competitions;</text></clause> 
<clause id="H7ABE9D184A5A4451930A9BD81A5DB298"><enum>(viii)</enum><text>innovative strategies to engage students, such as using leadership skills and outcome measures to impart youth with the confidence to pursue STEM coursework and academic study;</text></clause> <clause id="HE9079B46079E4AC3A78A76F36CBED97F"><enum>(ix)</enum><text>coordination with STEM-rich environments, including other nonprofit, nongovernmental organizations, out-of-classroom settings, single-gender environments, institutions of higher education, vocational facilities, corporations, museums, or science centers; and</text></clause> 
<clause id="H6B758484CF7B4374B48D961EFE2B6C12"><enum>(x)</enum><text>the acquisition of instructional materials or technology-based tools to conduct applicable grant activity.</text></clause></subparagraph></paragraph> <paragraph id="H6E7CA2B88702480CA2783B7619A49A5E"><enum>(3)</enum><header>Application</header><text>An applicant seeking funding under this section shall submit an application at such time, in such manner, and containing such information as may be required. Applications that include or partner with a nonprofit, nongovernmental organization that has extensive experience and expertise in increasing the participation of students in preK–8 in STEM are encouraged. The application may include the following:</text> 
<subparagraph id="H0C5ADA500B334B009978E6A6A90839D4"><enum>(A)</enum><text>A description of the target audience to be served by the research activity or activities for which such funding is sought.</text></subparagraph> <subparagraph id="H776F9C9A818C49839E20F1191EBA72C6"><enum>(B)</enum><text>A description of the process for recruitment and selection of students to participate in such activities.</text></subparagraph> 
<subparagraph id="HDE8B04F45F3F477FB418B54FE82AE971"><enum>(C)</enum><text>A description of how such activity or activities may inform programming that engages students in grades preK–8 in STEM.</text></subparagraph> <subparagraph id="HF476E4E1CCB54E208CD5F1D3BFCC70A9"><enum>(D)</enum><text>A description of how such activity or activities may inform programming that promotes student academic achievement in STEM.</text></subparagraph> 
<subparagraph id="H4D1B4DCCB12849CAA760759363E60B9E"><enum>(E)</enum><text>An evaluation plan that includes, at a minimum, the use of outcome-oriented measures to determine the impact and efficacy of programming being researched.</text></subparagraph></paragraph> <paragraph id="HC7588E4ACD5F41BD9DC2E9287FE23A60"><enum>(4)</enum><header>Evaluations</header><text>Each recipient of a grant under this section shall provide, at the conclusion of every year during which the grant funds are received, an evaluation in a form prescribed by the Director.</text></paragraph> 
<paragraph id="H4AD24A91CBDF4D5E9130E5FAC10A21D7"><enum>(5)</enum><header>Accountability and dissemination</header> 
<subparagraph id="H3A9506BAAC66459DA5898D83C6899788"><enum>(A)</enum><header>Evaluation required</header><text>The Director shall evaluate the activities established under this section. Such evaluation shall—</text> <clause id="H7CC3748777834D7F984DC4BDFAC5FC21"><enum>(i)</enum><text>use a common set of benchmarks and tools to assess the results of research conducted under such grants; and</text></clause> 
<clause id="HB4B2F29D26384D4FA0A58657F32E3BA6"><enum>(ii)</enum><text>to the extent practicable, integrate the findings of the research resulting from the activity or activities funded through the grant with the current research on serving students with respect to the pursuit of degrees or careers in STEM, including underrepresented and rural students, in grades preK–8.</text></clause></subparagraph> <subparagraph id="H9F6FBAB7DE7B4C7AA5A9383F09E19522"><enum>(B)</enum><header>Report on evaluations</header><text>Not later than 180 days after the completion of the evaluation under subparagraph (A), the Director shall submit to Congress and make widely available to the public a report that includes—</text> 
<clause id="H88002B79BDC94099AE0ED9FA0B1ED91A"><enum>(i)</enum><text>the results of the evaluation; and</text></clause> <clause id="HF64C5723074D440F88A08A0283E3983C"><enum>(ii)</enum><text>any recommendations for administrative and legislative action that could optimize the effectiveness of the program under this section.</text></clause></subparagraph></paragraph> 
<paragraph id="HF163C03D951A473D9194CA2EB0C4FE85"><enum>(6)</enum><header>Coordination</header><text>In carrying out this section, the Director shall, for purposes of enhancing program effectiveness and avoiding duplication of activities, consult, cooperate, and coordinate with the programs and policies of other relevant Federal agencies.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="H5B2DB35FD4A14D15BC1FE34C22080F98"><enum>4.</enum><header>Sense of congress regarding industry investment in stem education</header><text display-inline="no-display-inline">It is the sense of Congress that—</text> 
<paragraph id="H4D7CC389BDA64C8193842A38C8AF91B3"><enum>(1)</enum><text>In order to bolster the STEM workforce pipeline, many industry sectors are becoming involved in preK–8 initiatives to educate students on the relevance and significance of STEM careers and expose students to role models in the fields of STEM and near-peer mentors to foster their interest in STEM;</text></paragraph> <paragraph id="H4A0405C7117842F6922492DD115BF27C"><enum>(2)</enum><text>Partnerships with education providers, STEM focused competitions, and academic programs, have become important aspects of private sector efforts to strengthen the STEM workforce;</text></paragraph> 
<paragraph id="HA604270C66F14F3F90E28A8BBEC25E6A"><enum>(3)</enum><text>Understanding the work that private sector organizations are undertaking in STEM fields should inform the Federal Government’s role in STEM education; and</text></paragraph> <paragraph id="HAFBCB62F8D9E459BBA6C52C4D88BCB70"><enum>(4)</enum><text>Successful private sector STEM initiatives, as reflected by measurements of relevant outcomes, should be encouraged and support by the National Science Foundation.</text></paragraph></section>
