R. 376</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210121">January 21, 2021</action-date><action-desc><sponsor name-id="B000825">Mrs. Boebert</sponsor> (for herself, <cosponsor name-id="B001302">Mr. Biggs</cosponsor>, <cosponsor name-id="B001274">Mr. Brooks</cosponsor>, <cosponsor name-id="G000595">Mr. Good of Virginia</cosponsor>, <cosponsor name-id="B001305">Mr. Budd</cosponsor>, <cosponsor name-id="M001195">Mr. Mooney</cosponsor>, <cosponsor name-id="H001084">Ms. Herrell</cosponsor>, <cosponsor name-id="M001211">Mrs. Miller of Illinois</cosponsor>, <cosponsor name-id="P000048">Mr. Pfluger</cosponsor>, <cosponsor name-id="C001118">Mr. Cline</cosponsor>, <cosponsor name-id="W000814">Mr. Weber of Texas</cosponsor>, and <cosponsor name-id="L000578">Mr. LaMalfa</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the advice and consent to ratification of the Paris Agreement by the United States Senate before any action may be taken to carry out the goals of the Paris Agreement, and for other purposes.</official-title></form><legis-body id="H84E98E02633345C8965F84C6298EBD6E" style="OLC"><section id="H637DA8EB2D8F4DA8B7E7038333B58FB4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Paris Agreement Constitutional Treaty Act</short-title></quote>.</text></section><section id="HAA24FD10825B429FBFFFD128DEDB818A"><enum>2.</enum><header>Treaty obligations</header><text display-inline="no-display-inline">No action may be taken to carry out the goals of the Paris Agreement, including any action, agenda, agreement, platform, or plan, unless the Senate first adopts a resolution of advice and consent to ratification of the Paris Agreement. </text></section><section id="H33C0DF5264604950BB0D5D843A196176"><enum>3.</enum><header>Prohibition on use of funds to advance the Paris Agreement</header><text display-inline="no-display-inline">Notwithstanding any other provision of law and section 2, no funds are authorized to be appropriated, obligated, or expended to take any action to advance the Paris Agreement.</text></section><section id="H9368C944AEA7402EAAE373B9E8305035"><enum>4.</enum><header>Paris Agreement defined</header><text display-inline="no-display-inline">In this Act, the term <term>Paris Agreement</term> means the decision by the United Nations Framework Convention on Climate Change’s 21st Conference of Parties in Paris, France, adopted December 12, 2015. </text></section></legis-body></bill>
