R. 3754</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210608">June 8, 2021</action-date><action-desc><sponsor name-id="C001103">Mr. Carter of Georgia</sponsor> (for himself, <cosponsor name-id="D000616">Mr. DesJarlais</cosponsor>, <cosponsor name-id="A000372">Mr. Allen</cosponsor>, <cosponsor name-id="T000479">Mr. Taylor</cosponsor>, <cosponsor name-id="G000552">Mr. Gohmert</cosponsor>, <cosponsor name-id="D000615">Mr. Duncan</cosponsor>, and <cosponsor name-id="B001260">Mr. Buchanan</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Defense to issue guidance prohibiting race-based education and training in the Armed Forces, and for other purposes.</official-title></form><legis-body id="H8A9B409F37F9430EA58D365B04366C10" style="OLC"><section id="H521EE78014A648AD97C4D6059A9DF680" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Military Education and Values Act</short-title></quote>.</text></section><section id="H115DFADA7AED4EE3AEB8C7B5DFE35CCB"><enum>2.</enum><header>Guidance required</header><text display-inline="no-display-inline">Not later than 60 days after the date of the enactment of this Act, the Secretary of Defense shall issue guidance that—</text><paragraph id="H1EFD5D28A76D40AABE44E1150E2CB791"><enum>(1)</enum><text display-inline="yes-display-inline">prohibits, within the Department of Defense and the Armed Forces, the use of any education or training methodology that promotes or causes a racial divide or lack of equality;</text></paragraph><paragraph id="HA049EB980A294409B6E0AD6B0B460097"><enum>(2)</enum><text>reiterates that members of the Armed Forces from all races will be treated equally; and</text></paragraph><paragraph id="H88398537E2F14DE89EE818615CA2FC8D"><enum>(3)</enum><text>updates members of the Armed Forces on the core tenets of the United States military.</text></paragraph></section><section id="H17084EC27C504993A07D4C0594A85D2E"><enum>3.</enum><header>Report on race-based education and training</header><subsection id="H3272189E7929464E998ED1DC2BF5CE54"><enum>(a)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report on the status of critical race-theory and other race-based training and education methodologies in the Armed Forces.</text></subsection><subsection id="H1CDE36760F114971ACFBA40390697D2C"><enum>(b)</enum><header>Elements</header><text>The report under subsection (a) shall—</text><paragraph id="H7A2663707AB4452A9EC9B75AE3732A96"><enum>(1)</enum><text display-inline="yes-display-inline">include an explanation of whether, and to what extent, critical race theory and other race-based training and education methodologies are used in the Armed Forces; and</text></paragraph><paragraph id="H94558812E703410FB470095E3042BF7F"><enum>(2)</enum><text>for each instance in which such an education or training methodology is used—</text><subparagraph id="H85864A8297F5465C905598445E1F7B63"><enum>(A)</enum><text display-inline="yes-display-inline">describe where and how such methodology is used;</text></subparagraph><subparagraph id="H0503A892FE804F0FBA493D3A1AAB0CB6"><enum>(B)</enum><text display-inline="yes-display-inline">identify any units that received education or training based on such methodology and the locations at which such education or training occurred; and</text></subparagraph><subparagraph id="H7C070F1449504EBEBD4217D96BD9E867"><enum>(C)</enum><text display-inline="yes-display-inline">indicate whether any member of the Armed Forces was punished for expressing disagreement with such education or training methodology.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
