<enum>I</enum><header>COVID–19 Home Safety </header><section id="HBC9B5CB4281648EBB762C98CF5957469"><enum>101.</enum><header>Short title</header><text display-inline="no-display-inline">This title may be cited as the <quote><short-title>COVID–19 Home Safety Act</short-title></quote>. </text></section><section id="HC907B8F8526442ABAE360BE374476C24"><enum>102.</enum><header>Study and report on the effect of the COVID–19 public health emergency on injuries and deaths from consumer products</header><subsection id="H34D6AF913D724ED8A79EC4A10F941826"><enum>(a)</enum><header>COVID–<enum-in-header>19</enum-in-header> report required</header><text display-inline="yes-display-inline">Not later than 3 months after the date of enactment of this section and every 3 months thereafter for the duration of the COVID–19 public health emergency, the Consumer Product Safety Commission shall submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate, and make publicly available, a report on the effect of the COVID–19 public health emergency on injuries and deaths from consumer products.</text></subsection><subsection id="HE1E3A5086BE148EDAA08FE73230E33F0"><enum>(b)</enum><header>Contents of report</header><text>The report shall include the following:</text><paragraph id="H63B99BD84C9048D59FBA0DAAE2EAB758"><enum>(1)</enum><text>Relevant data and statistics from—</text><subparagraph id="H5444CED4F6894AA790E56DF7318E7364"><enum>(A)</enum><text>the data sources of the Commission;</text></subparagraph><subparagraph id="HF907CF0FF9E6484BAF09B50772089D91"><enum>(B)</enum><text>other appropriate agencies;</text></subparagraph><subparagraph id="HAFBDA4B7A9054867B449A2BEA9DFE3DF"><enum>(C)</enum><text>media reports;</text></subparagraph><subparagraph id="H7EFFDF876FE44CFEAC23C78EA177823F"><enum>(D)</enum><text>poison control centers, to the extent practical; and</text></subparagraph><subparagraph id="H5FDB3D070DA447D48E26AE44970F71AB"><enum>(E)</enum><text>any other relevant data sources.</text></subparagraph></paragraph><paragraph id="H701024E01D2445ACA05C046E0AFA3217"><enum>(2)</enum><text>An identification of trends in injuries and deaths from consumer products, comparing data from representative time periods before and during the COVID–19 public health emergency.</text></paragraph><paragraph id="H9B3A9B6BAC8542A7A8484578F5062B5A"><enum>(3)</enum><text display-inline="yes-display-inline">An identification of subpopulations that have experienced elevated risk of injury or death from consumer products during the COVID–19 public health emergency, such as minorities, infants, people with disabilities, children, or the elderly.</text></paragraph><paragraph id="HE05A08B789B74F8581A0CA9A347EEFBA"><enum>(4)</enum><text display-inline="yes-display-inline">An identification of where most injuries or deaths from consumer products during the COVID–19 public health emergency are taking place, such as the type of building or outdoor environment.</text></paragraph><paragraph id="H31CF8C8FF615428A91ADC246C385381A"><enum>(5)</enum><text>A specification about whether consumer products associated with a substantial number of injuries or deaths during the COVID–19 public health emergency are—</text><subparagraph id="H9FB462C4716443C59B50D19399F36819"><enum>(A)</enum><text>under recall;</text></subparagraph><subparagraph id="H544EC379F43047F9B811A2B6CE4CA433"><enum>(B)</enum><text>subject to a voluntary consumer product safety standard; or</text></subparagraph><subparagraph id="HEAC10FCB175149EABC23C3A6ED43EAF4"><enum>(C)</enum><text>subject to a mandatory consumer product safety standard.</text></subparagraph></paragraph><paragraph id="HA149984051DD4B15B32D176BA8E73643"><enum>(6)</enum><text display-inline="yes-display-inline">An identification of emerging consumer products that are posing new risks to consumers.</text></paragraph></subsection><subsection id="HEF82955099874C47A0AA84A471B19C87"><enum>(c)</enum><header>COVID–19 public health emergency defined</header><text display-inline="yes-display-inline">The term <term>COVID–19 public health emergency</term> means a public health emergency declared pursuant to section 319 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247d">42 U.S.C. 247d</external-xref>) as a result of confirmed cases of 2019 novel coronavirus (COVID–19), including any renewal thereof.</text></subsection></section>

or</text></subparagraph><subparagraph id="HEAC10FCB175149EABC23C3A6ED43EAF4"><enum>(C)</enum><text>subject to a mandatory consumer product safety standard.</text></subparagraph></paragraph><paragraph id="HA149984051DD4B15B32D176BA8E73643"><enum>(6)</enum><text display-inline="yes-display-inline">An identification of emerging consumer products that are posing new risks to consumers.</text></paragraph></subsection><subsection id="HEF82955099874C47A0AA84A471B19C87"><enum>(c)</enum><header>COVID–19 public health emergency defined</header><text display-inline="yes-display-inline">The term <term>COVID–19 public health emergency</term> means a public health emergency declared pursuant to section 319 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247d">42 U.S.C. 247d</external-xref>) as a result of confirmed cases of 2019 novel coronavirus (COVID–19), including any renewal thereof.</text></subsection></section><enum>II</enum><header>Protecting Tourism in the United States</header><section id="HAED71EB91FEE4B5D94FF70C002443B4F"><enum>201.</enum><header>Short title</header><text display-inline="no-display-inline">This title may be cited as the <quote><short-title>Protecting Tourism in the United States Act</short-title></quote>.</text></section><section id="H6BE29845621B4CF790B39995EF1B7271"><enum>202.</enum><header>Study and report on effects of COVID–19 pandemic on travel and tourism industry in United States</header><subsection id="HDEF07D11B67B4A9995B56C0202E6533D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Secretary, in consultation with the United States Travel and Tourism Advisory Board and the head of any other Federal agency the Secretary considers appropriate, shall complete a study on the effects of the COVID–19 pandemic on the travel and tourism industry, including various segments of the travel and tourism industry, such as domestic, international, leisure, business, conventions, meetings, and events.</text></subsection><subsection id="H3A82D068AD054F739A916A886D752FF3"><enum>(b)</enum><header>Matters for consideration</header><text>In conducting the study required by subsection (a) and the interim study required by subsection (e)(1), the Secretary shall consider—</text><paragraph id="H2F9B9DAD02054457B58C2F3B7B3241AC"><enum>(1)</enum><text>changes in employment rates in the travel and tourism industry during the pandemic period;</text></paragraph><paragraph id="HCD63013DB1EC4558B63818FC3DFD8D2F"><enum>(2)</enum><text>changes in revenues of businesses in the travel and tourism industry during the pandemic period;</text></paragraph><paragraph id="H8C17509F0897438A9D3B62B4423BBE68"><enum>(3)</enum><text>changes in employment and sales in industries related to the travel and tourism industry, and changes in contributions of the travel and tourism industry to such related industries, during the pandemic period;</text></paragraph><paragraph id="HDABB71C2BFB545C288C940EE09EBAED8"><enum>(4)</enum><text>the effects attributable to the changes described in paragraphs (1) through (3) in the travel and tourism industry and such related industries on the overall economy of the United States during the pandemic period and the projected effects of such changes on the overall economy of the United States following the pandemic period; and</text></paragraph><paragraph id="H851DC26A891F46ABB710328148512014"><enum>(5)</enum><text>any additional matters the Secretary considers appropriate.</text></paragraph></subsection><subsection id="H121077AD53F546869BA71091ADEA8DB5"><enum>(c)</enum><header>Consultation and public comment</header><text>In conducting the study required by subsection (a), the Secretary shall—</text><paragraph id="HB6897D79A44A4E09883E89CE2E86D61B"><enum>(1)</enum><text>consult with representatives of—</text><subparagraph id="HA77A2B40D1804E3684B55103AB16F76E"><enum>(A)</enum><text>the small business sector;</text></subparagraph><subparagraph id="HEE247FD2CFBD4F839ECD424A6E5356DD"><enum>(B)</enum><text>the restaurant or food service sector;</text></subparagraph><subparagraph id="H31E3CE6E6E9D41F3895291C0B60FB9B8"><enum>(C)</enum><text>the hotel and alternative accommodations sector;</text></subparagraph><subparagraph id="H402E7AC9355E4DB5B0D06C3ACF2F9949"><enum>(D)</enum><text>the attractions or recreations sector;</text></subparagraph><subparagraph id="H776135A7B5B24523A697201B5D4F484A"><enum>(E)</enum><text>the travel distribution services sector;</text></subparagraph><subparagraph id="HC1C79805A0044080A260BEA288ABBCA9"><enum>(F)</enum><text>destination marketing organizations;</text></subparagraph><subparagraph id="H5F80A8AAC0544FFBAE8FF3B57E1D3E43"><enum>(G)</enum><text>State tourism offices; and</text></subparagraph><subparagraph id="H53E2DD91E4FE46C29C55D327DA35EC2D"><enum>(H)</enum><text>the passenger air, railroad, and rental car sectors; and</text></subparagraph></paragraph><paragraph id="H2CB13F642130498B83D3FFAB30987B35"><enum>(2)</enum><text>provide an opportunity for public comment and advice relevant to conducting the study.</text></paragraph></subsection><subsection id="H3415484907C141D383C7EC806856A964"><enum>(d)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Not later than 6 months after the date on which the study required by subsection (a) is completed, the Secretary, in consultation with the United States Travel and Tourism Advisory Board and the head of any other Federal agency the Secretary considers appropriate, shall submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate, and make publicly available on the website of the Department of Commerce, a report that contains—</text><paragraph id="H5192C71D39A44A059CEE71B9C5FFA401"><enum>(1)</enum><text>the results of such study; and</text></paragraph><paragraph id="H6F577A3599844272B59A29DED8EEF623"><enum>(2)</enum><text>policy recommendations for promoting and assisting the travel and tourism industry.</text></paragraph></subsection><subsection id="H27CF70DDB9D549B3A10E2315C3EC1B03" commented="no"><enum>(e)</enum><header>Interim study and report</header><text display-inline="yes-display-inline">Not later than 3 months after the date of enactment of this Act, the Secretary, after consultation with relevant stakeholders, including the United States Travel and Tourism Advisory Board, shall—</text><paragraph id="HEFFB8FA990A443CB98B6551A1889D692" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">complete an interim study, which shall be based on data available at the time when the study is conducted and provide a framework for the study required by subsection (a), on the effects of the COVID–19 pandemic (as of such time) on the travel and tourism industry, including various segments of the travel and tourism industry, such as domestic, international, leisure, business, conventions, meetings, and events; and</text></paragraph><paragraph id="HE8489AA25B9E47D0935B6B124E4528B9" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate, and make publicly available on the website of the Department of Commerce, an interim report that contains the results of the interim study required by paragraph (1).</text></paragraph></subsection><subsection id="H4483723BD5C2421FA66255CA89B8C100"><enum>(f)</enum><header>Definitions</header><text>In this section—</text><paragraph id="HFF19438FBB624D2EA1BF9120A2C45FBC"><enum>(1)</enum><text display-inline="yes-display-inline">the term <quote>pandemic period</quote> has the meaning given the term <quote>emergency period</quote> in section 1135(g)(1)(B) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1320b-5">42 U.S.C. 1320b–5(g)(1)(B)</external-xref>), excluding any portion of such period after the date that is 1 year after the date of the enactment of this Act;</text></paragraph><paragraph id="HB325BD06F60F4FFE9D169386587ADFBB"><enum>(2)</enum><text>the term <quote>Secretary</quote> means the Secretary of Commerce; and</text></paragraph><paragraph id="H6F870224AB004F7C9E1DDEB5929DCA51"><enum>(3)</enum><text>the term <quote>travel and tourism industry</quote> means the travel and tourism industry in the United States.</text></paragraph></subsection></section>
