which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committees on <committee-name committee-id="HSM00">Small Business</committee-name>, and <committee-name committee-id="HFA00">Foreign Affairs</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Commerce to conduct a study on tech startups, and for other purposes.</official-title></form><legis-body id="H95A183C1FE8D46079E7D4C4CFF0A7CED" style="OLC"><section id="H31EBEADAFCBA419AB33ED491A5474EE2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Advancing Tech Startups Act</short-title></quote>.</text></section><section id="H5DAD2E0E20C9484CB4C188F25F354544"><enum>2.</enum><header>Technology startup companies and small businesses study</header><subsection id="HECEDFED2DDB9450F8E0217A7BCD8156A"><enum>(a)</enum><header>In general</header><paragraph id="HAA27A034E51144F4B1C0DBAA9F0F115B"><enum>(1)</enum><header>Study required</header><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of this Act, the Secretary of Commerce, in coordination with the head of any other appropriate Federal agency, shall conduct a study on the impact of technology startup companies and small businesses on the United States economy.</text></paragraph><paragraph id="H46D7120CD8894CEA80E9CD52BA30D22B"><enum>(2)</enum><header>Requirements for study</header><text>In conducting the study, the Secretary shall do the following:</text><subparagraph id="H1ECC0B1318B146A29959A5951ACC5E39"><enum>(A)</enum><text display-inline="yes-display-inline">Conduct a survey on technology startup companies and small businesses in the United States through outreach to participating entities to—</text><clause id="H8733704982A847419EAEB9DC3AAF145D"><enum>(i)</enum><text>establish a list of locations, including any State, city, or geographic area, dedicated to the creation, development, and growth of technology startup companies and small businesses;</text></clause><clause id="H1432B622A1B245ECA981C5EA079140F4"><enum>(ii)</enum><text>provide a description of the activities of such locations with respect to the creation, development, and growth of technology startup companies and small businesses, including any incubators, accelerators, or other activity dedicated to such creation, development, and growth;</text></clause><clause id="HD7CAD7BD87834793816106FB9310DD67"><enum>(iii)</enum><text>establish a list of public-private partnerships focused on promoting the creation, development, and growth of technology startup companies and small businesses; and</text></clause><clause id="H5DF02FCFDCAC4D83A43FE65B87B290DC"><enum>(iv)</enum><text>provide a description of the activities of such public-private partnerships to create, develop, and grow technology startup companies and small businesses.</text></clause></subparagraph><subparagraph id="HE6CCB396514041229AB238965F1782A9"><enum>(B)</enum><text>Conduct a survey of Federal activity related to innovation to—</text><clause id="HA7D7BF5845E74563980456DE4CF4DE80"><enum>(i)</enum><text>establish a comprehensive list of Federal agencies asserting jurisdiction over entities and industry sectors dedicated to the creation, development, and growth of technology startup companies and small businesses;</text></clause><clause id="H2D7B7F363AFB4B30A7BC1A41499B91DD"><enum>(ii)</enum><text>identify all interagency activities related to such activities;</text></clause><clause id="HCAA9117636C04F44AE12FF552C8EF62D"><enum>(iii)</enum><text>develop a brief description of the jurisdiction and expertise of the Federal agencies identified under clause (i); and</text></clause><clause id="HEF171B73F80C43C59AE1D31342DED68E"><enum>(iv)</enum><text>identify each Federal rule, regulation, guideline, policy, and other Federal activity implemented by each Federal agency as it relates to any State, city, or geographic area dedicated to the creation, development, and growth of technology startup companies and small businesses.</text></clause></subparagraph><subparagraph id="HAB19BAD0E00B49E59F9451054F7DE4FC"><enum>(C)</enum><text>Conduct an international survey of other countries to establish a compendium of at least 10 and not more than 15 countries consisting of each country’s approach to innovation to determine where the United States ranks regarding a regulatory environment that supports the creation, development, and growth of technology startup companies and small businesses.</text></subparagraph><subparagraph id="HD15AD96FAD8B4227B77BD87333590F35"><enum>(D)</enum><text display-inline="yes-display-inline">Conduct a survey of relevant marketplaces and supply chains impacting the creation, growth, and development of technology startup companies and small businesses in the United States to—</text><clause id="H50FE60FC85404BA3B8739194F3157139"><enum>(i)</enum><text>assess the severity of risks posed to such marketplaces and supply chains;</text></clause><clause id="HB6791964B6EA4ED78DAAA5D98AD50A8A"><enum>(ii)</enum><text>review the ability of foreign governments or third parties to exploit such supply chains in a manner that raises risks to the economic and national security of the United States; and</text></clause><clause id="H5FAEF9FD89234BD0828F89AD3D510069"><enum>(iii)</enum><text>identify emerging risks and long-term trends in such marketplaces and supply chains.</text></clause></subparagraph></paragraph></subsection><subsection id="H905B9785856547C89CD222BBBD0517EC"><enum>(b)</enum><header>Report to Congress</header><text>Not later than 6 months after the completion of the study required pursuant to subsection (a), the Secretary, in coordination with the head of any other appropriate Federal agency, shall submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report that contains—</text><paragraph id="HAFD87C05C5994511BA8FD722F5B6C930"><enum>(1)</enum><text>the results of the study conducted under subsection (a); and</text></paragraph><paragraph id="H8BAA1A4362A242A387BB76F78CD19005"><enum>(2)</enum><text>recommendations to—</text><subparagraph id="HA9AFD9CB408842ACB4D6104BCACF5F01"><enum>(A)</enum><text>address any duplicative Federal rule, regulation, guideline, policy, and other Federal activity acting as a barrier to creation, development, and growth of technology startup companies and small businesses;</text></subparagraph><subparagraph id="H6B6AB0A8AE644A8CBD11D4B5279A3229"><enum>(B)</enum><text>develop and implement a comprehensive plan to promote the creation, development, and growth of technology startup companies and small businesses;</text></subparagraph><subparagraph id="H7CD22F9925CE4193AE036EFB3226F038"><enum>(C)</enum><text display-inline="yes-display-inline">develop policies that States can adopt to encourage the creation, development, and growth of technology startup companies and small businesses in the United States;</text></subparagraph><subparagraph id="H14AEBA3DAFB046F8B06A08B89CBCA5CC"><enum>(D)</enum><text>develop strategies to mitigate current and emerging risks to relevant marketplaces and supply chains impacting the creation, growth, and development of technology startup companies and small businesses; and</text></subparagraph><subparagraph id="H1B4726172664419489F72DCA73544B04"><enum>(E)</enum><text>develop legislation to accomplish such recommendations.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
