R. 3627</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210528">May 28, 2021</action-date><action-desc><sponsor name-id="R000577">Mr. Ryan</sponsor> (for himself, <cosponsor name-id="P000601">Mr. Palazzo</cosponsor>, <cosponsor name-id="M001213">Mr. Moore of Utah</cosponsor>, <cosponsor name-id="B001286">Mrs. Bustos</cosponsor>, and <cosponsor name-id="C001055">Mr. Case</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide for the crediting of funds received by the National Guard Bureau as reimbursement from States.</official-title></form><legis-body id="HA2278AFC20B542879611F449EDEC0355" style="OLC"><section id="H4F14AFFC3D56481C9CAA3B5A3EA185F7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Guarding Readiness Resources Act of 2021</short-title></quote>. </text></section><section id="H19E829C2E55A4272BD42179403645A75"><enum>2.</enum><header>Treatment of funds received by National Guard Bureau as reimbursement from States</header><text display-inline="no-display-inline">Section 710 of title 32, United States Code, is amended by adding at the end the following new subsection:</text><quoted-block id="H75CF74D7457647368BA19FA69731ABEF" style="OLC"><subsection id="H4311ECB090644A4494CDF68E77156114"><enum>(g)</enum><header>Treatment of reimbursed funds</header><paragraph commented="no" display-inline="yes-display-inline" id="H6BAF110116B8498C9699F84450B1E4E4"><enum>(1)</enum><text>Any funds received by the National Guard Bureau from a State, the Commonwealth of Puerto Rico, the District of Columbia, Guam, or the Virgin Islands, as reimbursement under this section for the use of military property, shall be—</text><subparagraph id="H60916DF64D2844B8A8E5CDEC827D5656" indent="up1"><enum>(A)</enum><text>credited to—</text><clause id="HF43C8DB49B2B4E5D8FB50D10A8EFA232"><enum>(i)</enum><text>the appropriation, fund, or account used in incurring the obligation; or</text></clause><clause id="HF6D7BF17F4C541268F28DF89B13C417F"><enum>(ii)</enum><text>an appropriate appropriation, fund, or account currently available for the purposes for which the expenditures were made; and</text></clause></subparagraph><subparagraph id="H62DA2582910145F5A77EAAB83F254DA5" display-inline="no-display-inline" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">treated as a reprogramming request, pursuant to which such funds may not be obligated or disbursed until after the Chief of the National Guard Bureau—</text><clause id="H4AF68FED4A3F4E23AAAFF12D527941E9"><enum>(i)</enum><text display-inline="yes-display-inline">submits a written request (including a budget for the use of such funds, disaggregated by appropriation and subactivity group) to the Subcommittees on Defense of the Committees on Appropriations of the Senate and House of Representatives for authorization; and</text></clause><clause id="HD2AFF56C3ECE459AB8DDA9D9C474A9B1"><enum>(ii)</enum><text display-inline="yes-display-inline">receives such authorization.</text></clause></subparagraph></paragraph><paragraph id="HED7CEE5F6C7C4550BB36499A4320AEB6" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Not later than October 31 of each year, the Chief of the National Guard Bureau shall submit to the Subcommittees on Defense of the Committees on Appropriations of the Senate and House of Representatives an annual accounting of the use of the funds described in paragraph (1), disaggregated by appropriation and subactivity group, during the immediately preceding fiscal year.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
