which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name>, and in addition to the Committee on <committee-name committee-id="HAS00">Armed Services</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Energy to develop a solar workforce training course for certain members of the Armed Forces, and for other purposes.</official-title></form><legis-body id="HA6AC062C7FBE4F5586DB64F3ED390E3C" style="OLC"><section id="HB57A597F4595476E8E26F983EC14F277" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Solar Vocational Education and Training for our Servicemembers Act</short-title></quote> or the <quote><short-title>Solar VETS Act</short-title></quote>.</text></section><section id="HBAD744960F30406985095610246D206B"><enum>2.</enum><header>Solar workforce training course for members of the Armed Forces</header><subsection id="H029B7F4B4D78486B9F6F5204519E8CA5"><enum>(a)</enum><header>Training course</header><paragraph id="H86C120A1C52144909AD9C9023D2E8850"><enum>(1)</enum><header>In general</header><text>The Secretary, in collaboration with the Secretary of Defense, shall develop a training course for careers in solar-related occupations to be—</text><subparagraph id="HCFCEE01A48234278B36C2BC401C69E8D"><enum>(A)</enum><text>made available—</text><clause id="H7BC87A8CA1F54765AD4129E3CE074F45"><enum>(i)</enum><text>at military installations; and</text></clause><clause id="HC65D7E7397C54C078650C0AE2853AEFD"><enum>(ii)</enum><text display-inline="yes-display-inline">to eligible members of the Armed Forces; and</text></clause></subparagraph><subparagraph id="H425D71F50D5C40D5BE8556C713661CEF"><enum>(B)</enum><text>administered by institutions of higher education pursuant to an agreement with the Secretary.</text></subparagraph></paragraph><paragraph id="HB814C02B2ADD4CB589847907350E2347"><enum>(2)</enum><header>Course components</header><text>The training course shall include—</text><subparagraph id="H225CFA7D4218445E8EFABE531ABB0A51"><enum>(A)</enum><text>hands-on, in-person instruction with respect to solar-related occupations;</text></subparagraph><subparagraph id="HE89F123B3E4F44BD93C0311F0A731A44"><enum>(B)</enum><text display-inline="yes-display-inline">assistance with resume preparation;</text></subparagraph><subparagraph id="H1C565475DE3B482894F8CDC784DD320A"><enum>(C)</enum><text>assistance with job interview preparation; and</text></subparagraph><subparagraph id="H6618DED54B544A8B9434CA083C1C3193"><enum>(D)</enum><text>an examination that results in the receipt of an entry-level certification in solar installation (such as a certification from the North American Board of Certified Energy Practitioners).</text></subparagraph></paragraph><paragraph id="H35361AF9362C48D3811513FA72E90877"><enum>(3)</enum><header>Fees or charges prohibited; reimbursement for examination costs</header><subparagraph id="H98BEED2819B1452591A53E2036CD3A90"><enum>(A)</enum><header>Fees or charges</header><text>No fee or charge may be assessed to an eligible member of the Armed Forces in connection with the participation of the member in the training course.</text></subparagraph><subparagraph id="H194744D14F5D4C7F8B1161E44506D1F9"><enum>(B)</enum><header>Reimbursement</header><text>The Secretary shall reimburse an eligible member of the Armed Forces for the costs of an examination described in paragraph (2)(D) incurred by the member.</text></subparagraph></paragraph></subsection><subsection id="H72842F2D05D8426DA384C52D5E203944"><enum>(b)</enum><header>Selection of participating military installations</header><paragraph id="H62B0655040DD46EB8F5C51E194410A3B"><enum>(1)</enum><header>In general</header><text>The Secretary, in collaboration with the Secretary of Defense, shall select military installations at which the training course will be offered to eligible members of the Armed Forces.</text></paragraph><paragraph id="HDAB4FF39CCBC4E579995F650A2911FDC"><enum>(2)</enum><header>Considerations</header><text>In selecting a military installation, the Secretary shall consider—</text><subparagraph display-inline="no-display-inline" id="HD3812DF6663E4382B588C5C2F2A575AB"><enum>(A)</enum><text>the average number of eligible members of the Armed Forces stationed at the military installation;</text></subparagraph><subparagraph id="HD97B69DDB48349C0A3B6B1134C4A1078"><enum>(B)</enum><text display-inline="yes-display-inline">the solar market in the local community near the military installation, including the number of relevant employers and job opportunities; and</text></subparagraph><subparagraph id="HED8D6F945F134656AB5EA9D5260BE0B4"><enum>(C)</enum><text>the capability of institutions of higher education located near the military installation to administer the training course.</text></subparagraph></paragraph></subsection><subsection id="HBD3E9002B56E44EE9B0FCC91B8FEDA40"><enum>(c)</enum><header>Agreement with institution of higher education</header><text>For each military installation at which the training course is to be offered, the Secretary shall enter into an agreement with an institution of higher education located near the military installation under which the institution shall administer the training course.</text></subsection><subsection id="HC38EE87C70C048578EB20AA2BF04D1C7"><enum>(d)</enum><header>Outreach</header><text>The Secretary, in collaboration with the Secretary of Defense, shall ensure that—</text><paragraph id="H486639131B784DA8B1F95E4BEDBB8928"><enum>(1)</enum><text>commanders at military installations are aware of the availability of the training course; and</text></paragraph><paragraph id="H7791C6CD80B443D0995FF4ADC71089ED"><enum>(2)</enum><text>installation transition offices inform eligible members of the Armed Forces about the training course.</text></paragraph></subsection><subsection id="H710B83C378C1442BA209F8CF47186B2D"><enum>(e)</enum><header>Definitions</header><text>In this section, the following definitions apply:</text><paragraph id="H0DEA9FE421A743FC9CCA1A362F1A16E1"><enum>(1)</enum><header>Eligible member of the Armed Forces</header><text>The term <term>eligible member of the Armed Forces</term> means a member of the Armed Forces that—</text><subparagraph id="HB61DD87D63B749C3B30C8E39ED0FD29C"><enum>(A)</enum><text>has completed at least 180 days on active duty in the Armed Forces; and</text></subparagraph><subparagraph id="HA11AE7A3433B4AB3A8731FC895C2BB58"><enum>(B)</enum><text>is expected to be discharged or released from active duty in the Armed Forces within 180 days of the date of commencement of participation in the training course.</text></subparagraph></paragraph><paragraph id="HD555BE1C2D5042CBAAE7B950EF9220E9"><enum>(2)</enum><header>Institution of higher education</header><text display-inline="yes-display-inline">The term <term>institution of higher education</term> has the meaning given that term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>).</text></paragraph><paragraph id="HC7D859AD3D3C4A30826D05A33117B1BC"><enum>(3)</enum><header>Military installation</header><text display-inline="yes-display-inline">The term <term>military installation</term> means a military installation that is located within any of the several States, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, the Virgin Islands of the United States, the Commonwealth of the Northern Mariana Islands, or Guam.</text></paragraph><paragraph id="H1F2F74531C2A488E8F56758A806A7E88"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Energy.</text></paragraph><paragraph id="H85B994256DFB46829E36E1ED99363718"><enum>(5)</enum><header>Training course</header><text>The term <term>training course</term> means the training course developed under subsection (a).</text></paragraph></subsection></section></legis-body></bill>
