R. 3615</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210528">May 28, 2021</action-date><action-desc><sponsor name-id="M001215">Mrs. Miller-Meeks</sponsor> (for herself and <cosponsor name-id="B001260">Mr. Buchanan</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Health and Human Services to monitor compliance with the requirements of the American Rescue Plan relating to the uses of funds for child care.</official-title></form><legis-body id="H59E4804D86AE4A62AC4AD5132B333C22" style="OLC"><section id="H2F80695C142D4269A092A8A0E99CB896" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Child Care Funds Accountability Act</short-title></quote>.</text></section><section id="HADE820F26E2C4AC09303D0034045F39E" section-type="subsequent-section"><enum>2.</enum><header>Monitoring compliance with the requirements of the American Rescue Plan Act relating to the uses of funds for child care stabilization grants and the child care and development block grant program</header><text display-inline="no-display-inline">Section 2201 of the American Rescue Plan Act of 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/117/2">Public Law 117–2</external-xref>; March 11, 2021) is amended by adding at the end the following:</text><quoted-block style="OLC" id="HD6807B5B73EA4AF3A5363743DB11FB78" display-inline="no-display-inline"><subsection id="H957384A07ECF4BF5B7339772AC7E345B"><enum>(d)</enum><header>Monitoring compliance</header><paragraph id="H3702D8D32C7442CF825554CB21D2589A"><enum>(1)</enum><header>In general</header><text>The Secretary shall dedicate such portion of the amounts made available by subsection (b) for Federal administrative costs in carrying out this section as the Secretary determines necessary to monitor compliance with the requirements relating to all uses of funds made available under section 2202 for stabilization grants and under this section for the child care and development block grant program to ensure the integrity of the program, including—</text><subparagraph id="H5CFCF7E71F5A484B8142D93F52E39E5A"><enum>(A)</enum><text>compliance with the requirements under subsection (c) and under section 2202(f), and</text></subparagraph><subparagraph id="H7DF19778D0BC48C18DC973EB1C2760FF"><enum>(B)</enum><text>to ensure that there is no duplication with loans under the Paycheck Protection Program received by child care providers.</text></subparagraph></paragraph><paragraph id="HCF52B7EBAB54448C842D7CAFE3580498"><enum>(2)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Not later than January 1, 2026, the Secretary shall make publicly available and provide to the Committee on Finance and the Committee on Health, Education, Labor, and Pensions of the Senate, and the Committee on Education and Labor and the Committee on Ways and Means of the House of Representatives a report summarizing the findings of compliance reviews under this section.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
