which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Attorney General to establish a grant program to provide for the qualified accreditation and re-certification of local law enforcement agencies, and for other purposes.</official-title></form><legis-body id="H50FBA0FDF0D74CADAEC057E414FF0064" style="OLC"><section id="H351436AA4B0649BD8785A8A81299AB4C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Establishing Accreditation Grants for Law Enforcement Act of 2021</short-title></quote> or the <quote><short-title>EAGLE Act of 2021</short-title></quote>.</text></section><section id="H3605E5B5B30F456D90904C728C61542E"><enum>2.</enum><header>Grant program for local law enforcement agency accreditation</header><subsection id="H069AB74D11B1478D92786C4B50BFC680"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Attorney General shall establish a grant program (in this Act referred to as the <quote>Program</quote>) to provide for the qualified accreditation or re-certification of a local law enforcement agency. </text></subsection><subsection id="HC9C6DD69D9094AE69E3019CAAEE34C7E"><enum>(b)</enum><header>Grant authority</header><text>In carrying out the Program, the Attorney General shall award a grant to an eligible recipient under subsection (c). </text></subsection><subsection id="H98A5D79F39B84948A4C6A69A1E35C710"><enum>(c)</enum><header>Eligible recipient</header><text display-inline="yes-display-inline">The Attorney General shall award a grant under the Program to a local law enforcement agency that submits an application pursuant to subsection (d).</text></subsection><subsection id="H09134F798D6A4A99903937415B98E229"><enum>(d)</enum><header>Application</header><text display-inline="yes-display-inline">To be eligible under the Program, a local law enforcement agency shall submit to the Attorney General an application that demonstrates—</text><paragraph id="HE8FC0675673649F0AE156A3B0F2FE4F8"><enum>(1)</enum><text>the financial need of the local law enforcement agency; and</text></paragraph><paragraph id="HDE2C852E39BC438B83B3537A1913B842"><enum>(2)</enum><text>amount requested by the local law enforcement agency, including amount to be spent on—</text><subparagraph id="H55B477EF4052467F8524B37FEC8A4D84"><enum>(A)</enum><text>accreditation or re-certification fees;</text></subparagraph><subparagraph id="H4849F9E252D0495491F8434CC8D7513A"><enum>(B)</enum><text>on-site assessment charges; and </text></subparagraph><subparagraph id="H0408B25E0ADA49BEAA8102AAC02B815B"><enum>(C)</enum><text>extension fees. </text></subparagraph></paragraph></subsection><subsection id="H36C5BAECBC7E4CA893A99965DBE15185"><enum>(e)</enum><header>Eligible projects</header><text>Grant funds awarded under the Program may only be used to assist in the qualified accreditation or re-certification of a local law enforcement agency.</text></subsection><subsection id="H7BC0CD0380AA4B55980D51A63045E320" commented="no"><enum>(f)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out the Program $10,000,000 for fiscal year 2022.</text></subsection><subsection id="H2A0C6574123B4F789D0AD988065EBB97"><enum>(g)</enum><header>Period of availability</header><text>Funds made available to carry out the Program shall remain available until expended. </text></subsection><subsection id="H5CEE77362EE143D9AAA361E2401BCB17"><enum>(h)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text><paragraph id="HDC0B1443F36540A9B09AF221C45F6B37"><enum>(1)</enum><header>Qualified accreditation or re-certification</header><text display-inline="yes-display-inline">The term <term>qualified accreditation or re-certification</term> means accreditation or re-certification of a local law enforcement agency by a professional law enforcement organization involved in the development of standards of accreditation for law enforcement agencies at the national, State, regional, or Tribal level, such as the Commission on Accreditation for Law Enforcement Agencies (CALEA).</text></paragraph><paragraph id="HA49A191F87B74346B433EA7D536C75C8"><enum>(2)</enum><header>Local law enforcement agency</header><text display-inline="yes-display-inline">The term <term>local law enforcement agency</term> means an agency of a unit of local government that is authorized by law to supervise the prevention, detection, investigation, or prosecution of any violation of criminal law and that has less than 350 employees. </text></paragraph></subsection></section></legis-body></bill>
