which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name>, and in addition to the Committee on <committee-name committee-id="HII00">Natural Resources</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Agriculture to carry out a periodic wildfire assessment, and for other purposes.</official-title></form><legis-body id="HD951B5D68A79488A89E5EF30C5A685C1" style="OLC"><section id="H18D85EE210E2421BB89B0A1DBEA0F3CC" section-type="section-one"><enum>1.</enum><header>Wildfire preparation, response, and recovery assessment</header><subsection id="H6C4356AFA72B42AEA6311211A0FC8638"><enum>(a)</enum><header>In general</header><paragraph id="HAFBFD162A5D648538B0EECEE4D0C6569"><enum>(1)</enum><header>Assessment required</header><text>The Secretary of Agriculture, acting through the Chief of the Forest Service and in consultation with the Secretary of the Interior, shall, not less than once every 5 years, complete a wildfire assessment that includes the analysis described in paragraph (2).</text></paragraph><paragraph id="H4A1B2C43462F41F39ACE61E13F229EF2"><enum>(2)</enum><header>Contents of analysis</header><text>The assessment required under paragraph (1), shall, to the maximum extent practicable, with respect to the preceding 5 years, include an analysis of—</text><subparagraph id="HF695F50A748E4200A6DE9331CEFFA726"><enum>(A)</enum><text>the direct costs of wildfire response, preparation, and recovery, including—</text><clause id="H73A0BD56718844DB9AED39F095DA3442"><enum>(i)</enum><text>wildfire mitigation activities;</text></clause><clause id="H623369E6BE03439C8F726FC28B641B97"><enum>(ii)</enum><text>wildlife suppression activities;</text></clause><clause id="H1F06EF8D170D4157B82468259EEF1CC9"><enum>(iii)</enum><text>insured private property losses due to wildfire;</text></clause><clause id="HB49705B0DD994EF08324B5DA191E4A9E"><enum>(iv)</enum><text>uninsured private property losses due to wildfire;</text></clause><clause id="H3AE29979D1834C248A42C863F525FF45"><enum>(v)</enum><text>damage due to wildfire and the necessary repairs related to utility infrastructure, including shutoffs;</text></clause><clause id="HFCD04C6FF1A04C288E3E011AE99CBA6E"><enum>(vi)</enum><text>damage and loss of timber and other agricultural resources due to wildfire;</text></clause><clause id="H972F4D0294EA4F5C84BE27B3F3E6DD6D"><enum>(vii)</enum><text>damage due to wildfire and the necessary restoration of archeological sites;</text></clause><clause id="H3983B27911C04E4D95863F16779B94C7"><enum>(viii)</enum><text>evacuations and emergency shelters;</text></clause><clause id="H6695096BC22940AFB76E28BC3F6C647A"><enum>(ix)</enum><text>labor;</text></clause><clause id="HBED4948AE2C948A1BCE966F0B30D4046"><enum>(x)</enum><text>human health, including death, injury, and illness; </text></clause><clause id="H930375938C9D4FF08519574A5E6CC320"><enum>(xi)</enum><text>necessary infrastructure and stabilization repairs;</text></clause><clause id="H581784C6C3B24358A468C92498A879C6"><enum>(xii)</enum><text>damage due to wildfire and the necessary rehabilitation of ecosystem services, including watershed impairment, vegetation, and soil impacts; and</text></clause><clause id="H5030B46C538C4CA098A0CB4E970E9A69"><enum>(xiii)</enum><text>damage due to wildfire and the necessary restoration to wildlife habitat;</text></clause></subparagraph><subparagraph id="H4A78D499D6DF46A8BC8F54BF796F65CD"><enum>(B)</enum><text>the indirect costs of wildfire response, preparation, and recovery, including—</text><clause id="H343789785FC1441AB521C5FD83EEF363"><enum>(i)</enum><text>diminished tax revenue;</text></clause><clause id="HEBEA5A6DE83540FEBF70673BDF7B7E4B"><enum>(ii)</enum><text>lost business revenue, including supply chain impacts; and</text></clause><clause id="H3B9DFF1CE5994988A849116EA6F5069E"><enum>(iii)</enum><text>property devaluation and housing market impacts; </text></clause></subparagraph><subparagraph id="HAFE7CFC0137C46A3A5FE80EEAD0E248B"><enum>(C)</enum><text>whether the costs described in subparagraphs (A) and (B) have been or will be paid by—</text><clause id="HA11BBAE556134B6B8F7F8BF6567E1D05"><enum>(i)</enum><text>the Federal government; </text></clause><clause id="H334FCD2EB472497983248F47BB520B30"><enum>(ii)</enum><text>State or territory governments; or</text></clause><clause id="H829D6C06115E4A3CA24E29BC93A7C271"><enum>(iii)</enum><text>county or local governments;</text></clause></subparagraph><subparagraph id="HE0C8B30FD4344B58934306889D57F8B9"><enum>(D)</enum><text>a comparison between the analysis under such assessment and the analysis under the preceding assessment (as applicable); and </text></subparagraph><subparagraph id="H2303ABE043674F19AB575D497B94099F"><enum>(E)</enum><text>any challenges to ascertaining the costs described in subparagraphs (A), (B), and (C), including unavailable data.</text></subparagraph></paragraph></subsection><subsection id="HEBA9A9C038ED4CF2B080ACDBADD16FA3"><enum>(b)</enum><header>Report required</header><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of this section, and once every 5 years thereafter, the Secretary of Agriculture, acting through the Chief of the Forest Service, shall submit to the President, the Committee on Agriculture of the House of Representatives, and the Committee on Agriculture, Nutrition, and Forestry of the Senate the most recently completed assessment required under subsection (a)(1).</text></subsection><subsection id="H4195EE48FA7C46B2827764E18580B889"><enum>(c)</enum><header>Collaboration</header><text>In carrying out an assessment required under subsection (a)(1), the Secretary of Agriculture may collaborate with relevant Federal agencies, State and local governments, research institutions, utility companies and cooperatives, and non-profit organizations.</text></subsection></section></legis-body></bill>
