R. 3489</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210525">May 25, 2021</action-date><action-desc><sponsor name-id="D000619">Mr. Rodney Davis of Illinois</sponsor> (for himself, <cosponsor name-id="M000687">Mr. Mfume</cosponsor>, <cosponsor name-id="W000823">Mr. Waltz</cosponsor>, <cosponsor name-id="P000618">Ms. Porter</cosponsor>, <cosponsor name-id="K000395">Mr. Keller</cosponsor>, <cosponsor name-id="K000394">Mr. Kim of New Jersey</cosponsor>, <cosponsor name-id="K000388">Mr. Kelly of Mississippi</cosponsor>, <cosponsor name-id="C001055">Mr. Case</cosponsor>, <cosponsor name-id="F000466">Mr. Fitzpatrick</cosponsor>, <cosponsor name-id="P000616">Mr. Phillips</cosponsor>, <cosponsor name-id="V000133">Mr. Van Drew</cosponsor>, <cosponsor name-id="C001072">Mr. Carson</cosponsor>, <cosponsor name-id="P000614">Mr. Pappas</cosponsor>, <cosponsor name-id="O000171">Mr. O'Halleran</cosponsor>, and <cosponsor name-id="W000826">Ms. Wild</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require creditors to establish a phone line to assist obligors who are 50 years of age and older to resolve billing errors, and for other purposes.</official-title></form><legis-body id="HA1461A7B7E4E4D4F83E6084B5B04DDE5" style="OLC"><section id="HAEC1D7AE812C4C1890E5B79BD40D5B3C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reporting Instances of Non-authorized Grift Act of 2021</short-title></quote> or the <quote><short-title>RING Act of 2021</short-title></quote>. </text></section><section id="HA89DE9D1D96643CE90699A58997B5974"><enum>2.</enum><header>Billing error assistance</header><text display-inline="no-display-inline">Section 161 of the Truth in Lending Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1666">15 U.S.C. 1666</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H9C510D9467F74B57A2F70E462E8FC88C" display-inline="no-display-inline"><subsection id="H48C0512323C84A49BBD1D4578B2F8350"><enum>(f)</enum><header>Billing error assistance</header><paragraph id="HF6B4CBD24F144DDCAF000EC4CAD2EB62"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of the enactment of this subsection, each creditor shall—</text><subparagraph id="H3F0AD0365CC54133BE91622EADF0E6B5" display-inline="no-display-inline"><enum>(A)</enum><text>establish and publish the phone number for a toll-free phone line that is dedicated to directly assisting obligors age 50 and older to navigate the process described in this section for resolving billing errors, including the mitigation of fraudulent activity; and</text></subparagraph><subparagraph id="H685DB2ED24BC446B8654130FED1E467F"><enum>(B)</enum><text display-inline="yes-display-inline">provide a clear, understandable, and prominent notice to such obligors of the availability of such phone line through, email, websites, mailings, and other forms of communication as determined helpful and appropriate by the creditor.</text></subparagraph></paragraph><paragraph id="H9E9DB80D6C86430BAF1122ADDEDA52C6"><enum>(2)</enum><header>Personally identifiable information</header><text>Each creditor shall ensure that the operator of any phone line established pursuant to paragraph (1) does not require any obligor to disclose personally identifiable information, including a social security number, to verify the age of such obligor.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
